Job Summary
The Emergency Response Coordinator will work in the Asgede GAC coordination office and will oversee coordinating, managing, controlling, and leading the overall activities of the 'WASH and Protection in Conflict-Affected Areas' project as well as human resources in Tsimbla, and Asegede Woredas. He/She is also in charge of connecting the project to local government offices (Zonal and Woreda) and actively participating in the various clusters to engage with other partners in the area. He/she will devote 100% of his/her timeshare to the project.
Key Result #1- Planning and Technical support
In the beginning of the project period, guide and support field technical staff to ensure the implementation of planned project activities as per the FH Canada proposal and in accordance with the donor and FHE rules and regulations.
Ensure all project staff are aware of the project goals, targets, and deliverables.
In coordination with the cluster coordination in Shire, identify staff capacity requirements and follow up plans to ensure appropriate support is provided.
Ensure the proposed emergency WASH and protection project plan is grounded on international standards and humanitarian principles while attuned to the local context.
Adhere to the survivor-centred approach across all project implementations.
Participate in sectoral coordination meetings relevant to the project.
Capacitate project staff & government stakeholders in implementation guidelines, monitoring, and reporting.
Engage in budget, activity, and procurement planning and be responsible for the project budget management and financial as well as human resources management.
Submit weekly and monthly activity plans as needed and based on GAC requirements.
Key Result #2- Program Implementation
Regularly coordinate and supervise the project field team to ensure that the project is implemented on schedule and within budget.
Ensure that affected communities are actively engaged and participate in the assessment, planning, solution design, monitoring, and evaluation phases.
Provide direct technical supervision to GBV case workers on GBV& MHPSS daily implementation.
Ensure that women, girls, people with disabilities, and other vulnerable groups from IDPs and host communities are central to the process and encouraged to advance to committee leadership roles to ensure their voices are heard.
Ensure that the project activity is implemented in accordance with financial minimum standards and internal financial control systems.
Key Result #3- program Monitoring & Evaluation
Coordinate regular and joint monitoring with the stakeholders.
Coordinate post-distribution monitoring data collection and reporting.
Document success stories, capture pictures, conduct satisfaction surveys, and use other monitoring strategies.
Conduct monthly reviews of both financial and activity progress against work plans and the Performance Measurement Framework (PMF).
Collect gender, age, and disability disaggregated data on time.
Key Result #4- Reporting
Compile Tsimbla, Asegede and West Tselemti Woreda GAC Project WASH and protection report and send a weekly report, a monthly report, and an update.
Prepare and submit regular reports as per the donor requirements.
Handle any additional task given from the HRP Department and direct supervisor.

Education and Experience
Master’s degree in project management, disaster risk management, social science, Rural Development or other fields relevant to development.
6+ years related experience in a relevant position special in Protection (GBV & MHPSS) and WASH Project management, preferably in INGO Setting.
Distinguishing Competencies
Strong computer skill and knowledge in MS Word, MS Excel, MS Access, PowerPoint and email communication.
Knowledge of GAC Rules and Regulations.
High level of initiative taking.
Language
Proficiency in both spoken and written English. Ability to write reports and business correspondence.
Supervisory Responsibility
The job holder will manage GAC field office staff.

Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;
Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;
Encourages staffs to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.
GENDER RESPONSIBILITIES
Provide adequate time to staff to participate in gender sensitivity workshops and related events
Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.
Build a better gender balance in staffing through affirmative action.
Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.
Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.
Facilitate open and regular discussions with staff about the work environment, policies, and values convenient to gender issues.
