PROGRAM BACKGROUND:

International Medical Corps has implemented GBV prevention and response programs in Somali refugee camps in the Dollo region of Ethiopia since 2009 and in Gambella since 2014. The existing GBV program was adapted to respond to the emergency and has since expanded to meet the needs of the increased refugee population. Since 2011, the International Medical Corps has been providing GBV prevention and response services including GBV risk mitigation in the refugee camps of Dollo.  In 2014, following the political unrest in South Sudan, International Medical Corps was asked by UNHCR and RRS to extend GBV services in Gambella refugee camps to assist South Sudanese refugees arriving in Ethiopia. Currently, International Medical provides GBV services in seven major refugee camps in Gambella, and five refugee camps in Dollo and in different emergency settings Oromia, Afar, Amhara and Tigray.

Duties & Responsibilities:

The primary function of the GBV program Specialist is to oversee the implementation of all International Medical Corps, Ethiopia GBV programs, ensuring that there is adequate staff capacity to deliver quality programming of projects throughout their cycles. The Specialist will also participate in coordination functions that enable the functioning of multi-sectoral mechanisms of delivery of services for GBV survivors in each context and setting.

The GBV Program Specialist works under the direction of the GBV coordinator, and shares responsibility for overseeing the proper program management, technical and financial monitoring, and successful implementation of IMC projects in the designated areas.

  Primary Responsibilities

  • In close collaboration with the GBV coordinator, oversee all the projects implemented under the GBV sector across all implementation field sites.

  • Coordinate and monitor the overall implementation of GBV program activities in the camps based on established indicators, including collating, and analyzing data and information for reporting.

  • Work closely with the GBV coordinator to review and develop the GBV’s strategy for Ethiopia.

  • Ensure that all GBV grants are implemented according to internal International Medical Corps and donor regulations.

  • Participate in grant opening, midterm review and grant closing meetings for all GBV grants and support similar processes in field sites.

  • Support field staff in proper use of grant management tools, e.g., budget tracking tools, activity progress monitoring tools, procurement plans, etc.

  • Support the collection, analysis, and dissemination of project data and GBVIMS for problem analysis, planning and evaluation.

  • Develop and monitor program plans, including activity, procurement, and spending.

  • Provide technical support, supervision, and monitoring of all GBV projects. Extend technical support to other agencies and implementing partners as needed.

  • Ensure that all GBV programs in the field adhere to GBV guiding principles, protocols, guidelines, etc. and that all GBV activities are consistent with established best practices.

  • Participate in the development of new proposals and initiatives for the GBV sector.

  • Monitor evolving needs and trends in target communities, conduct assessments on GBV and protection needs in new project areas and adjust programmatic priorities as necessary.

  • Promote the quality of the GBV programs by developing and establishing quality assurance systems and in collaboration with Addis- and field-based GBV staff.

  • Participating in country-level strategic planning, leading strategic planning analysis, incorporation, and implementation in field site programming

  • Support the development and updating of GBV technical materials (e.g., training guidelines) as necessary.

Human Resource Management & Capacity Building

  • Assist in the recruitment and training of GBV staff

  •  International Medical Corps Work with HR to ensure accuracy of all GBV program job descriptions for staffs and their responsibilities.

  • In collaboration with GBV coordinator, design and monitor capacity building strategies for all GBV staff.

  • Develop, implement and promote effective team communication techniques and systems, including regular senior staff meetings.

 Coordination & Collaboration

  • Develop and maintain effective working relationships with all relevant stakeholders including RRS, UNHCR, UNFPA and other partners Mobilize stakeholders to participate in GBV coordination and risks mitigation   meetings;

  • Collaborate with other International Medical Corps sectors and operations personnel to ensure that the program is properly supported and that all project-related operational activities are conducted according to International Medical Corps  HR, Logistics, Finance and other policies and procedures;

  • In collaboration with the GBV coordinator, promote and represent the interests of the GBV program with regards to all relevant stakeholders;

  • Represent International Medical Corps to local communities, government departments, international agencies, local partners and donors as required.

  • Attend relevant meetings and prepare meeting notes as required and share these with all concerned.

  • And any other activity as requested by the supervisor.

Job Requirements

  • University Degree in Social Work, Public Health, Sociology, law or related field. Master level education is preferred.

  • Five years of experience in implementing and managing GBV, protection, gender, health or other related programming.

  • Background in SGBV, Human Rights and /or Protection.

  • Experience in providing technical support, capacity building and assistance to field staff.

  • Experience working with communities through community entry, mobilization, and dialogue

  • Familiarity with standards and guidelines for GBV programming and coordination as well as guidance on protection from SEA

  • Experience in GBV IMS would be an asset 

  • Familiarity with approaches for community and individual psychosocial support

  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs

  • Strong communication skills, both oral and written

  • Proficient in computer applications, especially with MS Word and MS Excel
