Lutheran World Federation (LWF) in Ethiopia
LWF World Service Ethiopia is a registered foreign charity, which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF World Service Ethiopia works closely with the Ethiopian Evangelical Church Mekane Yesus (EECMY), the Ethiopian Government, UN organizations and other funding partners. Its thematic areas include the promotion of food security and sustainable livelihood, sustainable natural resources management, emergency preparedness, response and rehabilitation, and capacity building.

The Regional Coordinator (RC) is responsible for providing overall leadership for projects being implemented and for ensuring effective coordination in the East Bale Zone area. He/she is responsible for coordination, supervision and implementation of quality of services in administration, human resources, logistics, finance and security. He/she supports program delivery, guided by results, data analysis, problem identification and resolution to ensure that LWF’s objectives is achieved in the region.
A. Leadership
Under the leadership of program coordinator, he/she overseas overall LWF’s operation in the East Bale zone
Provides leadership and strategic direction in coordination with the Program Coordinator and other members of the SMT based at the Head Office.
Promote and facilitate the establishment/strengthening of networks relevant to the LWF strategy in the region;
Represents LWF Ethiopia at the East Bale and Oromia regional levels as necessary.
B. Program Management
Ensure that project files and documents (contracts, donor procedure, manuals, project agreements, approved project proposals, budget, policies, etc.) are well stored and readily available.
Provide leadership in concept note and proposal writing and identify opportunities for future programming;
Develop Project start up plans in consultation with direct supervisor and relevant government departments.
Conduct timely field project monitoring and effective implementation of project activities to achieve set indicator targets and objectives in accordance to donor contractual obligations;
Ensure that any necessary changes to the project design, objectives, outputs or budget are proposed to line management for prior approval;
Establish and implement Project monitoring and evaluation systems in order to provide regular information on progress towards indicators and objectives and assess the impact of the Project.
Ensure high quality and standards for the implementation in line with budgets and work-plans, focusing on producing the required deliverables;
Ensure that all projects have clear detailed implementation, procurement, expenditure and monitoring plans consistent with LWF and donor policies, and that they are regularly updated.
Facilitate needs assessments by ensuring the proactive identification of emerging needs in the region.
Ensure core humanitarian standards (CHS) are adhered to by all staffs;
Lead on the development of project reports, human interest stories and photos including writing and providing data analysis for donor reporting and advocacy;
Ensure timely preparation and submission of Project Monthly Management Report (PMMR).
Ensure the effective and efficient management of LWF’s resources including vehicles and stores.
Ensure travel plans are duly filled and that staffs travelling to the field are aware of and comply with the security guidelines.
Support staffs to take mandatory regular online trainings on key policies such as CoC, Safeguarding and security
Regularly proactively assess the safety and security situation and share report of any security incident in timely manner to ensure security environment is maintained.
Serve as safety and security focal person for the region, send security updates to Head Office in compliance with security decisions and precautionary measures enforced by LWF and other security agencies;
Ensure compliance with donor rules regarding visibility, project photos and stories in implementation of all projects in the region.
C. Human Resource
In liaison with the HR Manager, develop and update JDs for all staffs, which clearly define their roles and responsibilities.
Maintain open and professional relationships with team members and promote strong team spirit to enable staff to successfully perform their duties and follow up on follow up on any disciplinary matters.
Facilitate regular meeting with staffs and field SMT members and share minutes of key issues.
Work with direct supervisor and HR Manager in the recruitment of all staffs according to LWF procedures.
Monitor staff performance and provide constructive feedback in line with LWF performance appraisal process.
Identify the key skills required by all Project staff to effectively fulfil their designated roles and where necessary suggest or plan staff training to fulfil such needs as well as provide on the job training and coaching/mentoring.
Ensure that staff members understand and respect LWF policies and code of conduct
D. Finance, logistics and procurement
Authorize all project expenditures within the field limits of authorization according to LWF procurement manual.
Ensure that financial and operational policies are strictly adhered to in compliance with LWF and donor policies.
Ensure that Project expenditures are coded correctly and consistently i.e., allocated to correct budget lines and that donor funds are used solely for the intended purpose. Regularly discuss with your supervisor and Finance Manager concerning financial reporting issues, errors, trends, payment delays and related matters.
Ensure sectors heads and budget holders carry out timely budget reviews against actual targets. Significant actual or anticipated expenditure variances should be reported together with the reasons and recommendations.
Coordinate and lead all procurement processes for the projects in accordance with LWF procurement manual;
In close coordination with the Procurement and Logistics department, ensure that all project assets comply with asset management guidelines according to LWF manual.
Provide leadership in concept note and proposal writing and identify opportunities for future programming;
E. Networking and Coordination
Facilitate LWF’s active participation in clusters coordination meetings and technical working groups in representing LWF activities and interests;
Maintains the requisite consultative relationships with the relevant government departments, other organizations and UN agencies in the region.
Comply with the government priorities and policies that complement and are consistent with LWF policies as well as with donor contractual obligations.
Maintains a close and consultative working relationship with appropriate church-related partners (EECMY-DASSC, EOC-DICAC, etc.) through regular contact, coordination and collaboration.
Perform any other duties and responsibilities assigned by the supervisor or designate.
Master’s degree in Development Studies, Agriculture, Economics, Social Science, or another related field
Post-graduate qualification in project planning and management
At least 7 years of practical experience in emergency, disaster risk reduction or development program management, including networking, resource mobilization and utilization preferably in international organization and out of which at least three years in management role
Strong interpersonal skills and ability to represent the organization in official meetings at various levels
Fluency in written and spoken English
Ability to speak and listen Afan Oromo language is preferred.

Self-driven, ability to set priorities, work independently in an organized and responsive manner with minimum supervision to meet demanding internal deadlines and donor requirements
Result oriented and the ability to direct his/her strategic leadership, decision making, project cycle management, fund raising and knowledge management skills towards attaining the desired results
Good knowledge of financial and human resource management
Knowledge and commitment to humanitarian principles and standards
Strong organization, supervisory, problem-solving, interpersonal, communication as well as team building and negotiation skills
Commitment to demonstrate integrity, transparency, humility and empathy
