Job Description

Under the strategic direction of the Country Director, the Director of Quality and Clinical Services directs the activities of Quality and Clinical Services Department and is a key member of the Senior Leadership Team. The main focus of this post is to monitor the quality of the services provided by the clinical staff in the service outlets and provide support in terms of training to clinic staff, health services quality assurance, HIV/AIDS and other programme integration, and technical support to MSIE centres, Outreach, franchisees and MSIE supported public facilities.    In addition, s/he will be responsible for overseeing the clinical operations, quality assurance, and training programs within the organization, ensuring that all clinical services meet MSI and National  standards and are delivered with the highest quality, while also fostering a culture of continuous quality improvement and professional development among staff.

Duties & Responsibilities:

Senior Management Team Contribution

  • With support from Country Director, contribute to planning and leading a regular MSIE Strategic Review and Planning process;

  • Contribute to the development of short- and long-range organizational objectives as well as assessing progress towards objectives and programmatic effectiveness;

  • Ensure that all policies, systems and standard operating procedures are followed in the process of program planning, procurement and implementation;

  • Develop realistic plans with all departments to minimize risk and maximize effective response; 

  • Takes a leading role in the development of MSI Ethiopia’s strategy and future programme direction; 

  • Develops strategies to ensure programme sustainability in meeting all quality standards of SRH services;

  • Contributes to annual business plans and facilitating the business planning process 

  • Present findings and recommendations to senior management and stakeholders.

  • Contribute to the development of policies and procedures that support clinical excellence and patient safety.

  • Stay informed of industry trends and changes in regulations that impact clinical practices.

  • Alerts the clinical staff to keep sight of the strategic goals of MSIE and operate in line with the strategic plan;

  • Takes active part in the development of project ideas and provides input into proposals to attract donor funds.

Health Services Training

  • Develops training curriculum, materials and evaluation tools in accordance with the MOH and MSI requirements/standards;

    • Identifies and establishes training needs of health staff in consultation with the Programme Department; 

    • Develops annual training programmes in consultation with the Programme Department

  • Provides theoretical and practical trainings to clinical staff and MSIE partners;

  • Develops MSIE capacity to provide trainings in the areas of FP/RH;

  • Identifies institutions or professionals who could provide quality trainings in the areas of   FP/RH;

  • Ensure the delivery of high quality health services trainings to MSIE health professionals and partners in accordance with MSI standards; 

  • Conduct post training evaluations, support and follow ups to establish effectiveness of the training programmes.

  • Develop/Adapt training materials based on need for running the CPD centre or train health service providers

  • Ensure timely endorsement of Master trainers and clinical trainers

Health Services Quality Control

  • Establishes quality control standards in line with the country and MSI standards;

    • Conducts regular quality control checks for MSIE and franchisee clinics and the outreach services and take appropriate corrective measures in line with the organization's policy and procedure;

    • Ensures quality services are provided through all service delivery outlets;

    • Ensures achievement of training target by developing a comprehensive training plan based on needs identified from Competency assessment, annual internal audit, external QTA, learning from incident management and supportive supervision and by conducting training and post training follow-up

    • Maintains an updated database of clinical trainings, competency assessment, clinical and product related incidents, internal quality audit and clinical record audit 

    • Ensures that all clinical staffs are annually competency assessed for every service they provide and ensure that clinical staffs providing service independently are at level 1 competency and track clinical competency & training continuously.

    • Ensure action plans related to External QTA/CAVA( Clinical Audio-Visual Assessment), incidents and MAT meeting, are timely completed 

    • Investigate amber and red clinical incidents using the Incident Reporting Template and submit report & lessons with adherence to incident management system with a no blame, learning culture

    • Timely share updated and relevant MSI policies and guidelines 

    • Organize and conduct Quarterly MAT meeting.

    • Participate actively and contribute to the review of clinical standards and protocols 

    • Organize an MDT-led QTA/CAVA on annual basis

Technical Support

  • Assists medical professionals in clinics, outreach, and franchisees in handling critical or complicated medical cases;

    • Provides technical advice and/ support as and when needed by the clinical team 

    • Lead quality assurance initiatives, including audits and performance evaluations.

    • Analyze clinical data to identify trends and areas for improvement.

    • Develop and implement corrective action plans as necessary.

Sharing and Learning

  • Documents/Information on relevant best practices in the areas of FP/RH training and  quality control are collected/compiled and disseminated in a timely manner;

    • Extracts lessons from best practices ensures these are adapted and implemented among MSIE Teams in the areas of FM/RH;

    • Information sharing with MSI and other countries with regards to FP/RH training and   quality controls are streamlined.

Team Management and Development

  • Ensure team working and knowledge sharing are facilitated. 

  • Ensures all team members in the department are developed, motivated and engaged so as to continuously improve work performances.

  • Ensure proper KPIs are developed commensurate with the department’s annual objectives and timely performance appraisal are conducted for the team members working in the department.

  • Coach and mentor team members.

PERSON SPECIFICATION

Qualification Requirement

Education

Specialization in Obstetric and Genecology 

Certification in quality management will be a plus

Experience: 

Minimum Ten years of clinical services 

Skills, Attitudes and Attributes

  • Understanding of the issues surrounding provision of reproductive health

  • Strong working knowledge of business practices

  • Good knowledge of Maternal health, FP/RH related trainings, quality control, referral systems, and HIV/AIDS

  • Strong commitment to the mission and vision of MSI Reproductive Choices 

  • Proven skill in handling profitable commercial ventures (preferably health care services) 

  • Knowledge of various business management policies and regulations

  • Excellent commend of written and spoken English is essential;

  • Excellent computer skills, including Word, Excel , PowerPoint and Outlook;

  • High level of interpersonal communication & negotiation skills;

  • Strong work ethic and ability to meet deadlines;

  • Strong working knowledge of business practices;
