Job Description
Federal Ministry of Health of Ethiopia has been receiving Global Fund Grant to fight AIDS, TB, and Malaria (GFATM) and building a resilient and sustainable system for health. Ministry wants to recruit an officer to support implementation of Malaria Global Fund Grant supported supply chain activities in Ethiopia.
The Special Advisors position is dynamic in nature and requires broad supply chain knowledge to strengthen all components of the supply chain, including sourcing, procurement, warehousing, logistics,inventory management. Along with technical supply chain expertise, the role will require significant process development, implementation, and execution across all supply chain components to maximize value. The role provides oversight and monitoring for the supply chain of Malaria commodities including critical medications, lab reagents, and supplies.
Summary
Under the guidance and supervision of the Pharmaceutical and Medical Device Lead Execute Office, Pharmaceuticals and Medical Supply Management (PMSM) Desk, Head. The officer will closely work with different Ministry of health agencies, DPC-LEO, Finance-LEO, RHBs and GF-LFA to improve the supply chain management of Malaria commodities.
Support the national quantification of Malaria commodities
Prepare procurement and supply plan of Malaria commodities and monitor the implementation as per the national and the GF guidance
Monitor the distribution of relevant health products to the last mile
Support the continuous stock status monitoring for the Malaria health products
Provide technical support in the expansion of electronic logistics management information system at all levels
Ensure adherence of procurement and supply management activities to the Global Fund policies and guidance by closely working with SRs and GF-LFA team
Support the grant proposal writing exercise for the GF-supported health programs
Ensure that global fund resources are utilized as per the grant agreement and for the intended use.
Serve as a country contact point of the Global Fund for Malaria related investments.
Engaged in national level Malaria programs coordination mechanisms and platforms
Closely work with EFDA, EPSS and other relevant organizations with respect to Malaria related commodities
Ensure relevant reports are generated and shared timely.
Provide overall technical support to ensure effective supply chain operations from request all the way to delivery to end user
Coordinate and support supervision to the regional health bureaus, EPSS and health facilities
Building capacity among the supply chain team
Strengthen commodity logistic management, information management and tracking at health facilities
Develops and update procurement plans including costing, scheduling and applicable procurement methods for GFATM approval and internal follow up of procurement and contracting activities.

Duty station: MoH, Addis Ababa
Required number: 1 (one)
Type & Duration: One year, renewable based on performance and availability of funds
Salary: Negotiable
Education and Experience:
Undergraduate degree in pharmacy is mandatory.
Bachelor's degree OR Masters's degree OR PhD degree in Pharmacy, Pharmaceutical Logistics and Supply Chain Management, Logistics and Supply Chain Management, Health Supply Chain Management, and Global Health Procurement and Supply Chain Management, MBA with specialization in Business Administration, Logistics and Supply Chain Management or Project Management with at least 16 years of proven work experience in Pharmaceutical & Supply Chain Management areas with Bachelor's OR 14 years of proven work experience in Pharmaceutical & Supply Chain Management areas with Masters degree OR 12 years of proven work experience in Pharmaceutical & Supply Chain Management areas with PhD, out of which 8 years at federal or regional level supply chain management or value chain management project (s).
Other Requirements
Ability to demonstrate in-depth understanding and analytical capacity across issues related to grant management
Experience working with the Ministry of Health or Ethiopia Pharmaceutical Services services in mandatory.
Ability to promote teamwork.
Demonstrated ability to manage and empower a diverse team focused on many priorities.
Strong quantitative skills with expertise in Excel and Enterprise Resource Planning systems.
Ability to initiate, plan, organize, and lead projects.
Exemplary interpersonal skills; ability to collaborate effectively with diverse staff across LEO and agencies
Strong operational skills and analytics thinking.
Fluency in English, good communication and negotiation skills
A good understanding of epidemiologic issues with at least two years’ experience of managing Clinical cases in Health facilities.
Proven team and personnel management experience
Proven analytical and strategic planning skills
Experience of managing donor grant funding projects of program
Experience in developing and monitoring budget
Willing to spend at least 80% of his/her time in the field
Ability to analyze information, evaluate options and to think and plan strategically
Excellent interpersonal, communication and presentation skills
Excellent computer literacy; advanced skills in Microsoft Word, Excel, PowerPoint, and Access. Ability to use data management software's, including SPSS and Epi Info.
Proficient and skilled in report writing
Able to program management database
Demonstrated ability to work effectively in a team environment
