Job Description
The Ethiopian Red Cross Society (ERCS) wants to hire employees in the following vacant positions the details of which are mentioned below.
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.
The Senior Planning, Monitoring, Evaluation, and Reporting officer will ensure effective oversight and assessment of DCA – DRC Climate Change in ERCS. The post holder will develop and implement monitoring and evaluation frameworks, collect and analyses data to measure impact and outcomes, and report findings to the project coordinator, donor and branches. The Senior Planning, Monitoring, Evaluation, and Reporting officer plays a crucial role in improving DCA-DRC Climate Change Project effectiveness, accountability, and decision-making processes.
Collects pertinent information from internal and external sources, compile and analyses them and formulates input data for planning.
In consultation of the team members using the standard and required template develop M & E plan of the DCA-DRC Climate Change Project.
Take lead with the project coordinator in the development of needs assessments, PMER set up developing reporting tools to be used for all implementing areas.
Ensures implementation of M & E plan and supports implementing branches project coordinators and fields’ officers in timely reporting including consolidation of comprehensive periodic progress report to partners.
Ensures and coordinates delivery of narrative/financial reporting analysis on progress according to agreed reporting cycle time of project MOU.
Participates in SOWT analysis and input information formulation for crafting strategic, medium-term and short-term plan of the project on the data drawn through environmental assessment,
Participate or assists in the preparation of short, medium and long-term plan of the project
Monitors possible contingencies on the general underlying assumptions and situations considered in formulating long, medium and short-term plans of the programs and proposes valid revisions on plans to make necessary adjustments to unforeseen circumstances or unfolding contingencies and changes;
Participate in the developing guideline and tools that ensure standardize and effective planning, monitoring, evaluation and reporting of the across the project program.
Gather and compile relevant data of performance evaluation against plan and variance analysis of the project from all branches.
Evaluate the implementation of progress of the project against plans and commitments concluded as per the agreement with the donors;
Undertakes field visits to monitor the progress of the DCA-DRC Climate Change projects in implementing branches as per agreed plan,
Maintains and upgrades the migration program planning, monitoring and evaluation database; Collect, processes evaluates or analyses data and makes projections;
Analysis and interprets planning, monitoring and evaluation data and presents them in tabular, graphic, chart, report or other forms suitable for known or potential users;
Disseminates approved plans and budgets with clear directives on how to utilize and execute ,Participate in the development of standard performance indicators; Develops formats/questionnaires for gathering statistical data

Qualification Requirements:
Second/First Degree in Economics, Management, Statistics, Development Studies, Regional Local and Development Studies,
6/8 year work experience on humanitarian and development projects’
Trainings and Skills–
Training on Project/Program Planning, Monitoring and Evaluation
Training on Community Engagement and Accountability
Training on Project Management;
Training on Mobile & remote Data Collection systems such as Kobo Toolbox, ODK, Magpie, Comma care – Training on Microsoft Office package especially advanced skill on Microsoft Excel; and data Visualization tools such as Power BI, Tableau
Training on Analytical tools such as SPSS, Stata;
Fluency in English-spoken and written, Fluency in Amharic – spoken and written, Knowledge of other local languages relevant for the project could be an advantage.
