Job Description

Norwegian Church Aid (NCA) is an international non-profit organization mandated to work with people around the world to eradicate poverty and injustice. Guided by its vision of ‘Together for a Just World’, NCA provides humanitarian assistance and supports long-term development. NCA is affiliated with the World Council of Churches and is a member of the ACT Alliance with a presence in 31 countries worldwide. 

In Ethiopia, NCA has been operating since 1974, marking 50 years of service in the country this year. NCA’s programmes are implemented together with local faith-based partners. NCA is a member of various civil society networks, coordination mechanisms, and clusters in Ethiopia. In its current strategic period (2020-2024), NCA Ethiopia implements programmes focused on Climate Resilient Water, Sanitation, and Hygiene (WASH); Faith-Based Climate Action; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.

NCA is a member of the ACT Alliance, a coalition of organizations working together in over 140 countries to create positive and sustainable change in people’s lives.

NCA would like to invite interested and qualified applicants for the below positions for emergency response project in Korem, Chercher and Ofla Woredas. The project start date for all the positions will be 1st January 2025.

Position Title:                   WASH Officer

Length of Contract:          1 year

Basic Salary:                    ETB 43,000

The WASH Officer will ensure effective design, and implementation follow-up, and evaluation of the WASH infrastructure, construction and rehabilitation of the WASH facilities in targeted communities. The post is specifically oriented towards the WASH emergency response in the context of the conflict crises affected community, and special attention will be paid to the integration of the WASH sector with other sectors if NCA such as nutrition, food security, health, education and child protection sectors.

Major Responsibilities

  • Support the Project Coordinator (PC) during the project design and engage and participate in preliminary data collection and analysis.

  • Identify possible intervention areas in the WASH sector and be actively involved in the proposal development.

  • Assist the PC with the development of draft concept notes, project plans, budgets, and funding proposals.

  • Participate and ensure quality and technical standards for capacity building, activities of all levels.

  • Produce/update SOPs for all Water, Sanitation, and Hygiene promotion activities.

  • Assist the PC in producing rapid assessment tools to ensure quality data collection, and data entry, and undertake analysis and produce reports.

  • Prepare design and BOQ for the WASH infrastructure construction.

  • Prepare weekly, monthly, quarterly, and annual reports in the areas of WASH.

  • Follow up the day-to-day implementation of the project activities and give updates on the project to whom it may concern.

  • Lead the process of KAP and PDM in consultation with the WASH Advisor in AA, PC, and Senior officers.

  • Supervise Assistants HPO, Foreman, and Community workers and provide technical follow-up and support.

  • Conduct periodic field visits to support field staff through technical backstopping and to train duty carriers.

  • Assist the PC with grants management of all WASH projects.

  • Supervise the Hygiene and Sanitation Assistants deployed at Korem, Chercher and Ofla Woredas.

  • Liaise with Logistics and finance departments to ensure the smooth operation of the offices.

  • In cooperation with the PC, review the activity and related financial reports.

  • Ensure timely preparation of procurement plan for the project and facilitate procurement of items. Maintain NCA's code of conduct and principles of accountability.

Job Requirements

Required qualifications: 

  • BSc in Hydraulics Engineering or Water Resources Engineering, Environmental Engineering  fields from a recognized institution with a minimum of 4 years of demonstrated experience in local or international humanitarian/development organizations.

  • Demonstrated skills in planning, coordination in clusters, and working with partners, and government stakeholders.

    Competencies required for all emergency response staff:

  • Professional fluency in written and spoken English language is mandatory. 

  • Proven skills in computer programs (Microsoft Word, Excel, Outlook and statistical packages such as Kobo).

  • Strong interpersonal and communication skills and demonstrated ability to establish effective working relations at all levels are mandatory.

  • Proven experience in effective coordination and creating working relations with the other team members and stakeholders.

  • Proactive, stable, and robust character and a good team player to achieve a short-term emergency response.

  • Excellent skills in report writing and meeting deadlines with limited supervision.

  • Demonstrated ability to work in an emergency, preferably in drought-affected and IDP contexts.

  • Proven commitment to CHS and accountability practices. Prior knowledge of the Ethical Commitments of NCA is a plus.

  • Able to show tact and discretion when dealing with sensitive and confidential information.

  • Responsibility to NCA values and Ethical Commitments.

  • Experience in working in challenging environments.

  • Proven ability to manage large, varied workloads and deal constructively with stress and periods with long hours.

  • Knowing the local language is a plus.
