This is a senior managerial role based in International Medical Corps (IMC) Ethiopia, Gonder field office. The Field Site Coordinator operates under the guidance of the Programs Operation Coordinator and Emergency Response Lead. This position entails providing overall senior leadership and management, ensuring high-quality, effective, and accountable execution of all IMC programs in the Amhara region, particularly within Gonder field office, including areas with ongoing conflicts. The coordinator will collaborate closely on a daily basis in a shared management 

and leadership approach with experienced senior Field Program Managers, Senior MEAL Officer, Senior Logistics Officer, Senior Finance Officer, Senior HR and Admin Officer, and Senior Security Officer, to support and facilitate IMC’s extensive humanitarian initiatives that address the needs of host communities.

The ideal candidate should possess an extensive experience and a proven track-record of senior leadership, management, coordination and compliance of humanitarian and emergency response programs in Northern parts of Ethiopia. He/She should also have excellent interpersonal skills for engaging with donors, UN agencies, NGOs, Regional Health Bureaus, Regional Disaster Risk Management and BOFED, local government, and others, along with strong capabilities in representation, communication, planning, monitoring, and teamwork.

Main Task and Responsibilities

Primary Responsibilities

1.Support the field office

overall program development, planning, coordination, and effective implementation of programs in line with the donor requirement and IMC internal policy, procedure and approach.

  • Oversee the comprehensive management of all program sites.

  • Responsible for management of programs, staffs, and Assets of the organization

  • Ensure adherence to IMC organizational, financial, personnel, program systems and manuals including donor compliance

  • Advise sector program’s managers on program quality, implementation and appropriateness of

    expenditures.

  • Conduct a monthly review of the program pipelines along with all field PMs and share the accurate projection and variance justification to POC.

     2. Management of Program Implementation

  • Support the program team in developing the program proposals and other strategy.

  • Clearly aware of program’s implementation activities and expedite the same along with sector Program Managers

  • Together with IMC technical program managers ensure that projects are implemented as planned and within budget, and in accordance with IMC and global humanitarian policies and guidelines, including Codes of Conduct, SPHERE and HAP principles and standards on accountability to the affected populations;

  • Ensure timely completion of all logistics, financial and administrative matters in the field

  • Ensure program activities are implemented with-in the project period or as per work plan.

  • Conduct regular staff evaluation, design and implement capacity improvement plan

  • Review/Assist in development of monthly action plans and assess the actual implementation of planned activities against the plans.

  • Provide guidance to sector PMs regarding program quality, implementation, and expenditure status.

  • Oversee the proper spending of all grants in line with donor regulations

  • Approve expenditures in accordance with established IMC limits or threshold

  • Ensure successful delivery of services along with the field Sr. MEAL officer, and established complaint feedback mechanism

3.Ensure Policy Compliance and Team Management

Ensure field staff are aware of all IMC policies and procedures

  • Apply policies and procedures in a consistent manner

  • Advise supervisors regarding field staff failing to comply with policies and procedures

  • Play a leadership role and foster a positive working environment

  • Ensure mutual support within the team and contribute to team building

  • Directly Manage the Health Program Managers, Nutrition Program Managers, GBV Program Manager, WASH Program Manager, Mental Health and Psychosocial (MHPSS) Manager; and Senior MEAL Officer, Senior HR/Admin Officer, Senior Finance and Logistics Officers.

4.Reporting and Communication

  • Compile and submit monthly field office reports in a timely manner.

  • Coordinate preparation and submission of quarterly, final and other donor reports as needed.

  • Coordinate with other departments within the IMC Ethiopia country program (Communications, Finance, HR, Admin, Security) concerning the Gonder programs/projects.

  • Maintain a regular communication with supervisor and Addis based program staff particularly the Field Programs Operation Coordinator, Health coordinator, Nutrition coordinator, MHPSS Coordinator, GBV coordinator, WASH Coordinator, Program Development Team, MEAL and others.

  • Report to the Programs Operation Coordinator (POC) and Emergency Response Lead in a timely and thorough way on the overall all program implementation, Operational challenges, security developments or criminal incidents to IMC staff or property.

  • Serve as responsible for the overall security of IMC staff and properties at the field.

  • Ensure compliance with security protocols and policies

  • Consider security implications of all program activities, reviewing all new initiatives with national/ field staff and community leaders and/or volunteer

  • Assure that proper channels of communication are maintained and respected. Regularly consult with Programs Operation Coordinator, Emergency Response Lead and CD on all matters of significance to the program, staff and regional affairs.

  • Write monthly reports on programs, administrative, finance and logistics matters to the POC and Country SMT.

5. Coordination, Representation and Networking

  • Conduct regular meetings and keep communication with field staff of partner agencies in the region on issues of common interest

  • Actively participate and engage in all regional level meeting (Inter-agency meeting, Security meeting, Cluster meeting, Protection meeting) and delegates PMs to attend and participate in all technical working groups meeting, seminars, strategic workshops and actively contribute to innovative inputs.

  • Maintain a good partnership with Government agencies and other partners in the area

  • Along with the Programs Operation Coordinator, facilitate successful donor visits and internal monitoring visits and assessments.

  • Ensure maximum visibility of IMC and relevant donors amongst the UN and NGO community

  • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

  • Maintain good partnership with various stakeholder around Gonder.

  • Travel Required: 15% to 20% (during field visit, supervision, donor mission, monitoring and evaluation exercises)

Job Requirements

  • Master’s University Degree in Humanitarian Affairs, Development, Public Health or other relevant field from an accredited university or institution.

  • More than 5 years’ experience with an international NGO - managing and/or coordinating large and complex emergency response projects, including host community, IDPs and refugee settings.

  • Significant experience in overall program/project senior management, preferably in the health, nutrition, water-sanitation-hygiene, MHPSS, food security and related sectors.

  • Demonstrated and extensive program/project, people, and financial management skills

  • Ability to effectively work with government, community leaders, international/national organizations, donors, partners and other IMC relationships.

  • Experience with donor compliance and reporting requirements including UNOCHA, ECHO, GAC, BHA, WFP and UNICEF.

  • Diplomatic and an effective communicator at all levels. Ability to cope with hardship; patience and flexibility.

  • Strong leadership skills, strong communication skills, with excellent written and spoken English

  • Advanced proficiency in the use of MS Office, Email and other computer applications

  • Experience with establishing strong and effective working relationships with colleagues from different backgrounds, cultures and experience.

  • Team builder, able to coach staff and establish/maintain healthy working relationships with colleagues.

  • Willingness to work additional hours in order to meet tight deadlines.
