This position is a mid-level leadership role based in IMC Ethiopia, Gonder field office, and the position holder will work under the direct supervision and support of the Field Senior Logistics Officer and technically under the Country Office Senior Procurement Manager guidance based in Addis. The Logistics Officer is responsible for the overall Procurement management of IMC Gonder Field office in accordance with IMC policies, procedures, manuals and guidelines.  He/she will have a responsibility for all matters pertaining to local procurement support and prepare and send mandatory reports to the Senior Logistics office.

Duties & Responsibilities:

  • Ensure the implementation and / or maintenance of standard IMC procurement policies and procedures.

  • Ensuring that procurement is carried out in accordance with IMC and donor-specific polices.

  • Attend all the procurement committee meetings.

  • Coordination with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.

  • Ensuring that a transparent and responsive procurement process is implemented and maintained.

  • Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies. 

  • Ensuring that all Supplies, services and equipment’s required are delivered on time.

  • Establishment and maintenance of ethical, professional working relationships with suppliers. 

  • Maintain supplier information for regularly purchased items and be informed of current local market conditions.

  • Advise the Senior Logistics officer of procurement-specific issues or improvements.

  • Provide necessary input that are relevant to maintain PR and PO tracking tools up to date.

  • Manage the logistics assistant to carry out the assigned tasks

  • Ensures timely delivery of requests

  • Prepares procurement Request for Quotation (RFQ) and get quotations

  • Prepares vendors registration form and maintains the database

  • Ensures vendor code of conducts and master terms and conditions are always signed and filed properly whenever applicable

  • Prepares and maintains list of vendors data base

  • Prepares and maintains price list database

  • Responsible for all purchases

  • Ensures goods purchased match the quality and quantity mentioned in the PR

  • Act on behalf of Senior Logistics Office during his Absence 

  • All logistics duties or tasks as delegated by the Senior Logistics officer/supervisor

Additional Tasks:

  • Provide on-time, standard monthly reports to the Senior Logistics officer.

  • Generate and / or maintain an IMC Pre-qualified Vendor database.

  • Generate and / or maintain comprehensive price list for goods, services and equipment’s purchased by IMC

  • Produce routine cash / payment projections for Senior Log officer and Finance Mgr.

  • Submit monthly list of commitments to Senior Log officer and Finance Mgr.

  • Produce routine purchase status reports for Senior Log officer, Programs and Finance. 

  • Maintain the IMC Purchase Request Tracking & Metrics system and submit routine reports to the Senior Log officer and IMC.

Job Requirements

  • BA Degree in Supply Chain Management, Logistics, Management, Management, Accounting, Marketing or related field with minimum of 3 years’ experience

  • Three years’ work experience in procurement, at least one year in a supervisory capacity.

  • Evidence of practical experience in Procurement within the field of supply chain management (procurement, tendering, contracting, etc.)

  • Evidence of management of logistics systems. 

  • Good organizational and problem-solving skills, with an analytical approach

  • Knowledge of generic procurement procedures and practices (IMC or NGO experience advantageous).

  • Familiarity with major donors and local regulations/laws advantageous.

  • Competent in spoken and written English

  • Solid experience with donor specific Procurement and other logistics procedures. 

  • Ability to integrate and work well within multiethnic and multicultural teams

  • Ability to work in harsh conditions, often in remote areas.

  • Negotiation, interpersonal and organization skills

  • Proficiency of Microsoft Office including MS Word and Excel, as well as email communications and other computer programs.

  • Professionalism, Honesty, Integrity.
