This position is a senior leadership role based in IMC Ethiopia, Gambella field office, and the position holder will work under the direction and support of the Gonder Field Site Coordinator and technically under the Country Roving Logistics Manager guidance based in Addis. The Senior Logistics Officer is responsible for the overall management of IMC Gonder Field office logistics systems and the staff in accordance with IMC policies, procedures and guidelines.  He/she will have a responsibility for all matters pertaining to local procurement, contracting, warehouse management, vehicle/fleet management and asset management, distribution support and prepare and send mandatory reports to the country office log team.

Main Task and Duties

  • Provide to your supervisor the technical oversight and input to manage staff support to, delivery of, and implementation of, all logistics support systems according to IMC Logistics policies and procedures.

  • Provide planning support and advice to those making a procurement request, then process and manage the procurement process (either locally or internationally) in accordance with IMC policies and procedures, in a transparent, accountable, efficient and cost effective manner. 

  • Organizing procurement tracking system and support program and management team up-to-date and reliable information on the procurement status submit weekly and monthly report.

  • Contributing to the Project Procurement Plan (PPP) at the launch of new projects

  • Work with supervisor to ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. Ensure that all procurement are managed, tracked and recorded.      Identify, and suggest items that should be part of a pre-approved tender process, and ensure that open and free competition for procurement is adhered too.

  • Manage the maintenance of accurate filing systems, with documented and supported records of actions for audit purposes. 

  • Coordinates local and in country procurement activities.

  • Train and supervise logistics staff involved in procurement.

  • Maintain PR and PO tracking tools must be updated and shared with programs and country office logistics on weekly bases. 

  • Reviews purchase requests for completeness and approvals

  • Prepares requests for quotations to be sent to suppliers

  • Analyse quotations and prepare bid analysis

  • Prepare and process purchase orders for Items that will cost above 500 USD.

  • Make sure contract agreement is prepared for constructions activity following the bidding procedures for the supplier who is selected.

  • Maintain product and supplier database.

  • Follow up with suppliers to ensure prompt delivery.

  • In collaboration with the Field Program Coordinator, organize and maintain a strong and efficient Logistic Team in, which includes staff deployment and developing working structures and procedures.

  • Provide regular support to staff under the supervision of this post.

  • Supervision and performance management of the staff in the unit as per the HR procedures and protocols of IMC.

  • Along with the Field Program Coordinator, ensure the application of, and compliance with, security protocols and policies for compound and assets.

  • Plan and manage the performance of both IMC and hired vehicles assigned for the program support.

  • Ensure each vehicle meets the IMC minimum safety and security standards, which includes, working seat belts, good tires, fire extinguishers… 

  • In consultation with the program coordinator, prepare daily fleet deployment plan and supervise accordingly.

  • Ensure that each vehicle has log sheets and all relevant information is completely and cleanly filled and signed off by the driver and user for every trip.

  • Monitor fuel purchase is properly recorded on the log sheet and fuel consumption is checked regularly and take corrective action if high consumption is observed. 

  • Stores and kept locked and goods are properly segregated, shelved/stacked and cleaned.

  • Ensure all stock items are recorded according to the IMC store procedures, such as stock cards, bin cards…

  • Ensure that all store items are issued only with stores requisition form signed/approved by program coordinator or designate.

  • Carry out periodical stock inventory and reporting following the IMC procedure.

  • Maintain the records of Assets and Equipment’s for Field Office in line with the Assets recording system for the country program

  • Coordinate with Addis logistics staff to ensure that all the changes to the assets & equipment’s locations, conditions are reflected timely and correctly.

  • Ensure that the assets that are issued to staff are authorized; recorded and necessary paper work exists as per the policy of IMC.

  • Ensure that the movement of inventories to or from the warehouse & stores are correctly documented; authorized and paper work is done as per procedures.

  • Alert the relevant program team about the receipts and dispatches and coordinate with them, as it may be necessary.

  • Prepare periodical logistics reports to Addis Ababa-HO in accordance with the IMC logistics manual.

  • Contribute to weekly and monthly logistics reports to the in-country management team 

  • Perform related tasks as instructed by supervisor.

Additional Tasks:

  • Collaborate with other actors working in the Logistics related tasks 

  • Be flexible and be able to give assistance with different activities not included in this primary job description.

  • Implement other Log related activities as per direction from immediate supervisor (Gambella field office Programs Coordinator and technical supervisor at Addis Ababa IMC office.

Job Requirements

MINIMUM REQUIREMENTS

  • BA Degree in Supply Chain Management, Logistics, Management, Marketing or related field with minimum of 4 years’ experience

  • Evidence of practical experience in logistics within the field of supply chain management (procurement, tendering, contracting, clearance, transport, fleet, warehousing, asset management, etc.)

  • Evidence of management of logistics systems. 

  • Good organizational and problem-solving skills, with an analytical approach

  • Good interpersonal, management and leadership skills

  • Excellent communication and customer relations skills

  • Ability to coordinate with others and work under pressure of tight and conflicting deadlines and handle concurrent activities

  • Evidence of the ability to plan and conduct training in all areas of logistics for field national staff to enhance the staff knowledge and ensure quality of.

  • Solid experience with donor specific Procurement and other logistics procedures. 

  • It is desirable that experience is supported by study by academic study, such as completion of the Certification in Humanitarian Logistics.

  • Experience of the provision of support to the management of budgets and the ability to provide input to the timely, complete and accurate reports.

  • The commitment and some demonstrated training skills to build national staff capacity, in the areas of supply chain management. 

  • Evidence of ability to work in a participatory manner with staff to assess needs, implement and monitor activities

  • Ability to integrate and work well within multiethnic and multicultural teams

  • Ability to work in harsh conditions, often in remote areas.

  • Negotiation, interpersonal and organization skills

  • Proficiency of Microsoft Office including MS Word and Excel, as well as email communications and other computer programs.

  • Professionalism, Honesty, Integrity.

  • Valid driving license
