GBV Protection and PSS (Psycho-Social Support) officer position holder is responsible for coordinating and supervising the effective implementation of the Women-Led in the Emergency project at ground level. She will also be responsible for strengthening healing services within WGSS and directly providing Gender, safeguarding, and protection mainstreaming in the respective woreda.

Responsibilities and Tasks

Job Responsibility 1: Planning and Implementation of Program Activities ( % time 20%)

  • Ensures that planning and implementation of the project activities are by the program principles, approaches, and procedures of the organization;

  • Works closely with other project staff and partners in planning, and implementing the project activities;

  • Ensures effective implementation of the project activities as per the set plan of action and as per the donor requirement.

  • Makes sure that all plans are down to annual, quarterly, and weekly basis and the same is done for by project officers and facilitators;

Job Responsibility 2: Women led in Emergency( WLiE) and EMAP model implementation ( % time 60%)

  • Implement the WLiE methodology with each of the two woredas according to the WLiE model guidelines

  • Implement the Engaging Men and Boys into Accountability Practice (EMAP) approach according to the EMAP guidelines.

  • Identify and coordinate opportunities for WLiE, and engaging men and boys programming to be connected and strengthened by joint implementation.

  • Conduct healing and traditional activities within the WGSS

  • Collaborate and communicate regularly with the WLiE project manager, and WLiE advisor on WLiE and EMAP activity implementation and learnings.

  • Facilitate woreda-based WLiE and EMAP workshops and trainings.

  • Organize, document, and share learnings and good practices from WLiE and EMAP model implementations.

  • Develop and share standard progress reporting as per donor template and as required.

  • Provide professional PSS service and Specialized referrals for those who need it.

  • Assist mapping, establishment, and strengthening of GBV referral pathways;

  • Assist in conducting rapid PSS assessment

  • Identify individuals who are traumatized and require PSS service

  • Provide PFA for GBV survivors and others in distress

  • Ensure PSHEA is integrated into project implementation

  • Oversee and monitor Women-friendly spaces established.

  • Lead community dialogues in collaboration with Community Facilitators

Job Responsibility 3: Monitoring and Supervision (% of the time 5 %)

  • Maintain up-to-date data related to GBV /PSS in emergency project activities and deliver it to the learning design and measurement manager for data entry and analysis.

  • Organizes and facilitates joint participatory monitoring programs with zonal and woreda partners.

  • Facilitates/Conducts joint, supportive supervision with Zonal/Woreda /MOH, Women Affairs Bureau, and other government staff from signatory sectors.

  • Facilitates and conducts regular review meetings and project review schedules at all woreda levels along with project staff and works with different institutions to create institutional commitment;

  • Together with other Project teams set project quality standards and action steps and monitor the performance accordingly;

  • Conducts regular supportive supervision of IDPs and host community for group women, boys groups, parents, and other project interventions

Job Responsibility 4: Facilitate Learning and Net Working (5 %)

  • Establishes firm and institutionalized working relationships with local government officials, community institutions, IDP Committees, and other stakeholders;

  • Keeps up to date on the development in the sectors, including best practices examples in-country, and ensures ongoing personal development and learning;

  • Prepares regular project progress updates at all woredas levels and discusses with representatives of the woreda;

  • Represents CARE in woreda and zone level meetings, coordination forum on issues related to GBV in emergency.

Job Responsibility 5: Reporting, Staff Supervision, Coaching, and Team Building:( % of the time 5 %)

  • Develops appropriate reporting formats together with the head Office monitoring and evaluation officer teams

  • Collects, organizes, and summarizes monthly and quarterly performance reports from project officers/empowerment for facilitators.

  • Monitor the quality and reliability of the reports collected from Community Facilitators,

  • Supervises, coaches, and gives technical backup to Community Facilitators.

  • Conducts performance review and appraisal of the employee under his/her supervision according to the policy of the organization.

Job Responsibility 6: Perform other duties as assigned. % of Time = 5 %

Job Requirement

A EDUCATION/TRAINING

Required:

  • Degree in psychology, gender studies, sociology, social work, or related areas of focus from a recognized University.

B EXPERIENCE:

Required:

  • 3 years of relevant experience with the first Degree and 2 years of relevant experience plus a Post-graduate degree

  • Experience in implementing or leading Sexual and reproductive health and/or Gender focused projects in emergency

  • Experience in working with crisis-affected community

  • NGO experience in the humanitarian setting is a plus

C TECHNICAL SKILLS

Required:

  • Language proficiency in written and spoken English;

  • Computer proficiency;

  • Good communication and report writing skills;

  • Firm belief in teamwork, gender equality, sensitivity to rural adolescent health, economic and social needs, conceptual understanding of the participatory approach, and sustainable development.

  • Ability to communicate in local language (Oromifa)
