Job Description
Population Health and Environment Ethiopia Consortium (PHE-EC) is a non- governmental non-for-profit organization established in 2008. The consortium was established with a vision “to see Ethiopia with a sustainable use of resources, resilient ecosystems, sustainable livelihoods, and a healthy population”. The organization has also a mission “to contribute to sustainable development in Ethiopia by promoting and enhancing the integration of population, health and environment through multi-sectoral approaches.”
PHEEC forming a consortium with other two partners (Farm Africa and Union of Ethiopian Women and Children Association) is currently initiating a new African Development Bank funded Project entitled “Gender Transformation and Climate Resilience in Afar and Oromia Regional States, Ethiopia” . The project aims to contribute to ‘the increased realization of rights among women, men and youth as a foundation for gender-transformative, low carbon and climate resilient development in Ethiopia’. Currently, PHE-EC is looking for qualified and high caliber person for the position of Livelihood and Market engagement expert that meets the requirements listed below. The PHE Livelihood and Market engagement expert will implement livelihood and marketing activities of the project within three woredas located in Zone 3 of Afar and East Shewa Zone of Oromia.
The Livelihood and Market engagement expert under the supervision of the Environmental Manager will be responsible for providing management and technical assistance in day to day implementation of all PHE Ethiopia Consortium’s field level Livelihood and Market engagement project activities. The expert is expected to carryout routine activity planning and implementation of field level activities; coordinate and monitor/supervise any activity, timely implementation of program/project activities. He/She will also be responsible for conducting regular site visits, and provide technical assistance including coaching to PHE integration activities with packed project activities to grassroots community institutions. He/She will assist in the preparation of quarterly, bi-annual and annual reports to the Donor, secretariat office, and Agency. He/she will closely work and communicate all its planned activities and deliverables with PHE EC Environmental Manager.
Key Activities
Develop a detailed Project activities implementation and MELA work plan with key milestones
Coordinate and collaborate with Project Implementers and PHE Environmental managers and communication coordinator to ensure timely communications.
Identify potential areas of innovation, skills gap and market niches that can be targeted for youth entrepreneurship
Analyzing the viability of local business development models, and providing analysis of business development service
Identify youth barriers to entry, including educational, financial and social obstacles
Review databases of supporting youth entrepreneurs in various ways (business registration, start-up capital, mentorship, training, exports, imports etc) which can be align to the project objective.
Conducting education and awareness activities to help communities explore livelihood options, and establishing working relationships with local communities
Assessing local demands for skills and services, and identifying opportunities for the established enterprises.
Establishing market linkages and engaging with the private sector
Developing a livelihoods strategy that contributes to access to financial services for enterprises
Ensuring that livelihoods strategy and programming adopts a market-based approach
Conduct primary data collection, analysis and report writing as per the project agreement.
Provide progress project updates through meetings and progress reports
Convene a findings validation workshop for key stakeholders
Submit a final MELA assessment report with actionable recommendations on economic strengthening activities

Duty station: Awash Sebat with field travel to Fentale woreda in East Shewa zone of Oromia Region and Awash Fentale and Amibara woredas of Afar Region
Duration: 22 months

Required Qualifications
Advanced University degree (Master Level minimum) in Development Studies, Development economics, Socio-economic studies, or other related fields.
Minimum of 2 years of relevant practical field experience within one or more of the following areas: Socio-economic and/or household economy assessments; risks and vulnerability assessments and Market assessments. Having previous experience in reviewing MELA of this nature will be an added advantage.
A deep understanding of livelihoods programming such as job placement, employment promotion, Value chain analysis, entrepreneurship building, private sector development, urban and rural small business development; Income Generating Activities; and Cash assistance.
Familiarity with established assessment approaches and analytical tools such as the Household economy approach; Sustainable livelihoods framework; Market analysis; and Minimum economic and recovery standards.
A good understanding of youth engagement
Demonstrated excellent analytical, writing, and reporting skills.
Extensive computer skills including Excel, Word, and PowerPoint.
Fluency in written and spoken English.
