JOB SUMMARY
The WASH Program Manager is a management position based in Addis Ababa that involves planning, managing, and monitoring the WASH program in Ethiopia. She/He is responsible for the overall management of WASH projects including development of the country's WASH strategy, proposal development, site assessment, site identification, and design/review of WASH facilities. The position also requires proper management of the refugee WASH program's financial, material, and other resources under the program, reporting periodically to the supervisor and conducting regular site visits. The position requires 50% of the time field technical support for the Refugee WASH programs and 50% work from the Addis Ababa head office.

Management
Oversee the implementation of the WASH program in the country particularly for the WASH programs in the refugee camps and ensure the program is implemented according to schedule, budgets, and international standards
Develop technical resources (e.g. standard operating procedures (SOPs), manuals) to guide the refugee WASH activities drawing from international best practices, along with field-specific observations.
Contribute to the development of proposals, budgets, and concept notes in coordination with the WASH team in Addis Ababa, and the proposal development team.
Conduct regular/scheduled capacity-building training for refugee WASH program staff
Provide regular onsite project management, quality control, and technical support to the WASH team at refugee camps – Each camp should be visited every three months.
Participate/attend the regular monitoring and evaluation of the WASH program in collaboration with RRS, and UNHCR, and support the internal evaluations and annual KPC surveys in collaboration with IMC’s MEAL
Monitor the purchase and use of WASH materials regularly including fuel equipment, and other supplies.
Prepare monthly progress reports according to UNHCR standards and template, internal reports, and M & E reports for concerned sectors
Liaises with HR/Admin, Logistics, and Finance departments to ensure smooth operations of WASH activities in the refugee camps
Any other duties as assigned by the supervisor to enable and develop IMC programs
Staff Management
Ensure IMC WASH staff are taking mandatory IMC’s MAST training
Recruit staff in conjunction with the Human Resources Department
Maintain updated job descriptions, conduct interviews, and orient new staff to the IMC and the WASH program
Ensure Performance Management System documentation for all staff is in place and followed up regularly
Recommend and implement a capacity building/development plan for project staff based on documented capacity needs assessments exercise.
Ensure WASH staff understands and follows IMC and donor Policies and Procedures in collaboration with IMC HR/Admin
Grants Management & Reporting
Manage and oversee WASH grants; develop and maintain work, spending, and procurement plans according to the IMC templates and procedures.
Prepare finance utilization plan and review monthly financial pipeline as per the IMC systems
Participate in Grants Opening, Mid-Term and Closing meetings.
Prepare internal and external financial reports within agreed deadlines using IMC and donor formats, as required.
Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use, and distribution of supplies and resources.
Representation & Coordination
Develop and maintain effective working relationships with all stakeholders - including NGOs, UN agencies, Gov’t representatives, and other IMC sectors to enhance cooperation and coordination;
Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.
Attend the Refugee WASH coordination meetings with UNHCR and RRS
Represent the IMC in other relevant forums in the field as per the instruction from CD, or the Program director.
Any other duty as assigned by the supervisor, or programs director.
MINIMUM REQUIREMENTS
University degree in Water Resource Engineering, Civil, or Hydraulics Engineering or related engineering field
Eight years of work experience in WASH for a Degree, or six years for a postgraduate
Preferably a minimum of two years in a refugee camp setting and having humanitarian emergency response.
Three years of senior-level management experience in strategy plan development, proposal development, and interaction with partners and donors.
Competent in using Windows, and other Engineering software: AutoCAD, and Hydraulics software
Ability to work under pressure and be willing to support in a potentially unstable security environment.
Flexible, willing to travel and live temporarily in a harsh environment
