Solidaridad established a country office in Ethiopia since November 2015 with registration # 3531. The office re-registered on July 11, 2019, under the CSO Proclamation 1113/2019. Currently, Solidaridad Ethiopia has been implementing a dairy project located at Aleltu, Barak, Kimbibit, and Sululta, North Shoa, Oromia. The main objective of the project is to contribute to the sustainable transformation of Oromia dairy sector by promoting a climate-smart dairy farming sector through dairy service hubs. It aims to pilot the business case for the private sector to drive more sustainable dairy production in the Oromia region. 

In an effort to realize the broader objective of the project initiatives, Solidaridad Network, Ethiopia office is currently looking for a part time consulting engineer for the supervision of construction of four dairy hubs located at the above project sites. 

Consulting Engineer: Various dairy hub Centers construction works will be undertaken during the next 3 to 4-months at Aleltu, Barak, Kimbibit and Sululta, North Shoa, Oromia regional state. Solidaridad will like to hire a highly qualified and well-experienced Consulting Engineer as a part time worker. 

The primary objective is to provide technical expertise, oversight, and support for the design, installation, and optimization of construction of four dairy hub sites at Aleltu, Barak, Kimbibit and Sululta, North Shoa, Oromia as per the approved technical design and specification ensuring compliance with industry best practices and sustainability standards.

He/She will work to ensure the development of good quality designs and conduct technical follow-up on whether construction works are done as per their design.

He/she will also monitor construction progress against timeframe as well as ensure the right materials are used. The Consulting Engineer will frequently travel to field for supervising construction progresses and syntheses progress reports and share information with project team and contractors. 

Scope of Work

     The Consulting Engineer will be responsible for the following tasks:

• Technical Advisory: Provide engineering advice on the quality and standard operations in the construction of four dairy hub sites at Aleltu, Barak, Kimbibit and Sululta, North Shoa, Oromia 

• Design Review: Review and assess the design of four dairy hub sites at Aleltu, Barak, Kimbibit and Sululta, North Shoa, Oromia to ensure feasibility, safety, and sustainability.

• Project Oversight: Assist in the oversight of construction of four dairy hub sites at Aleltu, Barak, Kimbibit and Sululta, North Shoa, Oromia, including installation, testing, and commissioning.

• Problem-Solving: Offer solutions to technical issues that may arise during the project.

• Compliance and Standards: Ensure that all work meets local and international engineering standards, codes, and regulations.

• Site Receiving and Handover: Oversee the receiving of materials, equipment, and systems on-site. Ensure that all deliveries meet the required technical and quality specifications before final handover.

• Quality Assurance and Control: Conduct site inspections and physical checks to ensure that all work is completed according to approved designs and specifications. Identify any defects or non-conformities and provide recommendations for corrective actions.

• Preparation of Payments: Conduct physical checks and inspections to verify completed works or delivered equipment. Certify the completion of work as per the contract, ensuring it meets agreed standards before approving payment requests.

• Project Oversight: Supervise the installation, testing, and commissioning of equipment or systems, ensuring they function according to project requirements.

• Reporting: Prepare technical reports and updates as required by the project manager or donor agencies.

Major Duties 

• Overall monitoring/supervision of construction across all regions.

• Preparation of construction work plans in conjunction with the supervising firms.

• Keep major construction management components in check like performance bonds & Bank guarantees.

• Monthly reporting – suggesting solutions for identified challenges.

• Collaboration with Solidaridad program/operations and coordination with Government counterparts and other stakeholders.

• Preparation of design and technical documents

• Support the supply section on the procurement process for goods and services.

• Support supply section in bidding processes including technical evaluations.

• Preparation of design and technical documents

• Support in providing technical documents including design drawings and BoQ’s.

• Support in carrying out technical and or financial evaluations during the bidding process including.

• Support in accessing market prices and demands and inform both engineering and procurement teams so they could keep updated with market prices on the local market.

• Quality assurance – indicators developed for all types of construction structures supported by Solidaridad

• Quality assurance – monitoring all developed plans according to Solidaridad

Deliverables

Deliverable 1: Detailed design review report-if needed.

Deliverable 2: Bi-weekly progress reports on the implementation of technical systems.

Deliverable 3: Problem-resolution documentation for any issues encountered.

Deliverable 4: Final report upon completion of the assignment.

1. Duration and Time Commitment

• The assignment is expected to last for Three months, with an estimated time commitment of two days per week. 

• Specific hours will be coordinated based on project needs.

Location

• The Consulting Engineer must make on-site visits to four dairy hub sites at Aleltu, Barak, Kimbibit and Sululta, North Shoa, Oromia before providing solutions, updates and related reports to Solidaridad. 

Job Requirements

Qualifications

• Education: Bachelor’s or Master’s degree in civil engineering or construction technology and management

• Experience: At least 8 years for Master’s degree or 10 years for bachelor degree in civil engineering or construction technology and management

• Skills:

  • Strong technical knowledge in civil works and related

  • Ability to work independently and provide remote support.

  • Excellent problem-solving and analytical skills.

• Knowledge of local and international engineering codes and standards.

• Certification: Professional Engineering certification is an asset.

• If the applicant is a firm, it must have renewed VAT registration, business license and consultancy license

Reporting

The Consulting Engineer will report to the Project Manager, and collaborate closely with other project team members and external stakeholders.

Payment Terms

• Payment will be made on a monthly basis, subject to the submission of detailed deliverables.

• Total payment amount is subject to taxes according to the local tax and other regulations.
