Job Description
Job Title: Technical Advisor I – Gender & Youth
Band: 9
Report To: Technical Director and Policy
The Gender and Youth technical Advisor will be responsible for integrating gender, and youth into all aspects of program implementation, and monitoring and evaluation. This role involves leading efforts to ensure that gender and youth considerations are comprehensively and effectively integrated across the overall FtF Ethiopian Seed Activity (ESA). The successful candidate will work closely with program teams, partners, and stakeholders to promote equitable and inclusive practices.
Lead the integration of gender and youth into program design and implementation.
Develop and implement strategies, frameworks, and tools to enhance gender and youth responsiveness in ESA activities.
Provide technical guidance and support to project teams on gender and youth.
Monitor and evaluate the effectiveness of gender and youth integration in programs.
Develop and maintain gender and youth indicators and metrics for tracking progress and impact.
Identify performance gaps and training opportunities for ESA staff and recommend trainings and technical assistance. Design and deliver training programs for ESA staff, and stakeholders on gender and youth.
Build the capacity of project teams to identify and address gender and youth-related issues.
Foster partnerships with other USAID implementing partners, national government networks, and stakeholders working on gender and youth.
Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation in line with CRS partnership principles.
Represent ESA in relevant forums, working groups, and conferences.
Prepare reports, case studies, and success stories highlighting gender and youth integration and outcomes.
Document lessons learned and best practices in gender and youth programming. Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies.
Conduct research and analysis on gender and youth to inform program strategies and policies. Advocate for gender and youth considerations in policy dialogues and decision-making processes.
Promote, uphold, and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with USAID rules and regulations, including financial tracking and oversight of partner budgets.
Support implementation of the Country Program gender strategy and safeguarding and protection strategies/action plans.
Typical Background, Experience & Requirements:
Education and Experience
Advanced degree in gender studies, social sciences, international development, or a related field.
Minimum of 5 years for Master and 8 years for BA degree of experience in gender and youth programming, social inclusion, or related areas including experience managing donor funds.
Strong understanding of gender, youth, and social dynamics issues in development contexts.
Proven ability to design and implement gender and youth integration strategies.
Staff management experience and abilities that are conducive to a learning environment.
Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
Knowledge, Skills and Abilities

Travel Required: 20-30%
Key Working Relationships:
Internal: R ESA Chief of Party, Technical Director and Policy Lead, Project Staff, Finance Manager, and Country Program (including CP Youth and Gender Senior Technical Advisors ) and Operations teams, as well as Regional and Headquarters technical staff.
External: Implementing partner staff, USAID Representatives, Government and Private Sector stakeholders, NGOs, and others relevant stakeholders.
