The primary function of the Finance Manager: Budgeting and Reporting is to ensure effective financial management and compliance through comprehensive budgeting, monitoring, and reporting processes across all program sectors and field offices. The officer will be responsible for the development and oversight of financial budgets during the proposal phase, ensuring alignment with donor requirements and internal policies. This includes providing detailed cost allocation, coordinating budget preparation, and managing the internal budgeting tool to minimize risks associated with missed costs. In addition, the manager will play a key role in enhancing the financial capacity of staff by providing technical support and training in budgeting, budget management and reporting. Regular collaboration with the Sr. Finance Manager and Finance Director will be essential to ensure the inclusion of relevant support costs and address any funding gaps effectively.

Budgeting and Budget monitoring
Responsible for financial budgeting during the proposal period and cost modifications to different donors.
Provide cost allocation based on gaps and ensure all actual gaps for each area are considered and taken into account when budgeting for each proposal.
Ensure timely and well-coordinated budget preparation with all the program sectors and field offices.
Manage the internal budgeting tool/template with fixed lines to ensure all relevant costs are accounted for therefore minimizing risk for missed costs.
Ensure flagged amendments are concluded including cost extensions and no-cost extensions.
Ensure that new proposal budgets follow the IMC Shard Cost policy, other internal guidelines, external donor guidelines and respect the 80-20 rule.
Work closely with the Finance Manager and Finance Director to ensure inclusion of relevant support costs in new budgets and cost recovery of funding gaps identified.
Provide technical support, training and on-the-job support to finance and non-finance staff
Ensure approved budgets are set up in IMC TM1 (Table Manager 1) template during the proposal submission and before the grants are signed according to donor guidelines and budget templates.
Coordinate the pipeline/BVA process and forecasting tool that will allow review of financial progress against the program achievements.
Follow up with each Sector Program Manager, Budget Holder and Field coordinators on spending and eligibility of costs incurred/posted to ensure a 100% utilization on grants.
Enforce regular monthly pipeline/BVA review process, in collaboration with the Sr. Finance Manager (Budgeting & Reporting), Field operation Coordinator, and other sectors.
Provide support and troubleshooting on any issues raised and provide training to other staff on Budgeting and budget management and monitoring.
Suggest corrective action to be taken to the Sr. Finance Manager and Finance Director.
Donor Reporting and Compliance
Ensure timely delivery of monthly, quality and annual donors, government financial reports meeting internal and external deadlines.
Ensure compliance with donor rules and regulation through regular reviews and close monitoring
Ensure all close out documents are in place
Review monthly the rolling Action Plan for financial reports due to donors in the coming month.
Financial Management
In cooperation with the supervisor and other team members, proposing and drafting necessary adjustments or rebooking of entries on an ongoing basis.
Identify and communicate with the field finance team for any incorrect transactions done and inform for the necessary adjustment.
Review grant/project transactions and recommend any corrections required like project code, account code.
Review financial and procurement documents as required.
MINIMUM REQUIREMENTS
Master’s degree in finance & accounting, MBA Business Administration or bachelor’s degree in finance & accounting, Business Administration or relevant field.
Minimum 6 years for master’s and 8 years for bachelor’s degree and proven progressive experience in finance and grants related positions
Minimum 5 years’ experience working for INGOs
Proven experience in working with financial management of projects funded by humanitarian donors (USAID/BHA, ECHO, UNOCHA, BPRM, UNHCR, UNICEF, WFP…)
Solid knowledge and understanding of financial compliance, donor compliance and procedures.
Strong interpersonal and communication skills and the ability to work under pressure .
Excellent skills in the use of computers, Accounting Software (MS Word, Excel, Power Point).
