Ayuda en Acción Foundation is a secular, non-partisan international non-governmental organization (NGO) established in 1981 with a global commitment to fight against poverty, inequality, and exclusion. Its headquarters is in Madrid, Spain. The organization operates in 20 countries within Africa, South and Central America and Europe (Spain, Portugal). 

In Ethiopia, Ayuda en Acción has supported a range of humanitarian and development interventions through local and international partners between 2002 and 2017; an independent country program was established in 2018. Ayuda en Acción Ethiopia aspires to tackle poverty, inequalities and exclusion that perpetuate poverty. The organization perceives women, men, girls, and boys as the center of its efforts in the country, giving it an impetus to strengthen people’s and institutions’ capacities to meaningfully contribute to development and dignified life of all in Ethiopia. To achieve its mission, Ayuda en Acción Ethiopia has been working in Afar, Oromia and South Ethiopia Regional States in close cooperation with local and international partners, international research institutes, Government, and private sector actors.

Ayuda en Acción Ethiopia, as part of the institutional strategy, manages a range of projects: Food security and resilient food system, employment, entrepreneurship and economic empowerment, value chain using market system, inclusive education and gender, humanitarian and resilience building within three program priorities: sustainable livelihoods and resilient food systems; inclusive education; and emergency response and resilience building. Ayuda en Acción are part of Alliance 2015, a strategic network of seven European NGOs engaged in humanitarian aid and development projects. 

Ayuda en Acción Ethiopia is seeking energetic, disciplined, responsible staffs on the following positions for EC funded project being implemented in consortium, PIN, DEC and Ayuda en Acción Ethiopia in Oromia (Borena and Guji zones), Tigray (central Zone), and Afar (zone 1, 2 &4) regions, respectively. The project aims to empower youth and women to enhanced food and nutrition security and livelihood resilience of women and youth in rural areas of disaster-affected areas by facilitating access to inclusive and green job opportunities.

Objective of the Position and reporting line:

The Project Coordinator is responsible for managing, implementation, monitoring and evaluation, documentation and reporting the EU-funded project (EuropeAid/179149/DD/ACT/ET) under Ayuda en Acción Ethiopia specific deliverables in the Consortium, Afar region. This will include managing the entire components of the project and required deliverables/outcomes, ensuring both technical and management requirements are met, and managing relevant government /stakeholder and liaison requirements with Consortium lead, PIN. The position is responsible for ensuring quality implementation and adherence to technical standards in line with donor policy, procedure and Ayuda en Acción’ s regulations and policies.     

The Project Coordinator will report directly to the Program Director. The project coordinator will closely work with MEAL, Grant, Finance and logistic, Area Program Manager, and Enterprise development Coordinator at country and regional level and other consortium project staff in Addis Ababa. 

 Key Responsibilities

Project Management:

  • Develop and implement a detailed work plan in line with the indicators for the project and materialize work plan for the project team.

  • Ensure the project is delivered according to the contractual requirement with the donor, i.e. all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per the agreed schedule and formats and any other requirements or criteria are fulfilled as specified in signed agreements with PIN. 

  • Regularly review and update the detailed annual and periodic work plans with project implementation details and ensure this is used by the whole project team to monitor project progress towards completion in collaboration with the regional and country team. 

  • Monitor the progress of the project and propose necessary adjustments to Program Director and based on approval implement the change to meet the project objectives.

  • Coordinate the implementation of project activities in line with the project timeline and objectives.

  • Constantly monitor the operational environment and assess risks that can affect project implementation.

  • To provide guidance and supervision to the field-based project staff, to ensure they clear objectives, understanding of the project and receive regular supervision and reviews. 

  • Ensure the project's financial and procurement status and progress is monitored monthly with the Finance and procurement Units.

  • Contribute to the country strategy in designing and managing the implementation of the enterprise development strategy, along with reviewing and updating it as appropriate.

  • Participate and facilitate on conducting assessment/studies in collaboration with the relevant body(ies).

Stakeholder Engagement and Networking:

  • Work closely with consortium lead, PIN for smooth communications, coordination and successful implementation of the project. 

  • Build and maintain partnerships with relevant stakeholders such as financial institutions, TVETs, NGOs, and local government bodies for successful implementation of the project and provide guidance on the same for the field team.

  • Represent the organization in relevant forums, networks, and working groups to share knowledge, build partnerships, and promote collaboration in enterprise development efforts in consultation with and guidance from the Program Director. 

Monitoring & Evaluation, documenting and reporting:

  • Implement monitoring and evaluation tools in coordination with the field team (project areas in Afar) to track the project's impact and effectiveness in collaboration with Ayuda en Acción Ethiopia country team and Consortium lead agreed tools.

  • Collect, analyze, and report on project data, including participant progress and project outcomes in coordination with the field team (project areas in Afar). 

  • Ensure adequate coordination, monitoring and follow-up on periodic plans as established by the consortium project and Ayuda en Acción Ethiopia country team.

  • Collaborate with government agencies, NGOs, government, and other partners to facilitate effective communication, coordination, and cooperation for project implementation in consultation with and guidance from the Program Director.

  • Regularly monitor project activities, budget expenditure and the implementation of projects’ procurement plans, and propose corrective actions in case of deviation to the Program Director.   

  • Ensure the project's financial and procurement status and progress is monitored monthly with the Finance and logistic and incorporate in the monthly report.

  • Conduct in regular field-based project review meetings, and monitoring visits and provide the necessary report to the Program Director, and other relevant team in the National Office.

  • Monitor improvement and action to identify lessons learned, best practices, and areas for improvement, and incorporate feedback to adapt project strategies and activities.

  • Develop and share monthly, quarterly, and annual performance and progress reports, success stories, case studies, lessons learned and best practices with the Enterprise development coordinator and Area Program Manager for submission to the Country office.

  • Participate in project team, national and consortium meetings, to help plan, and deliver on the project objectives as appropriate.

  • Ensure gender, age and disability disaggregated data collection and that accurate data are used project reviews, evaluations, and reporting and work closely with MEAL manager. 

  • Facilitate joint project reviews with implementing partners, government and community representatives, and other stakeholders. 

  • Work with area teams to ensure that accountability mechanisms are put in place, are functional and accessible for diverse groups and individuals. 

  • Documenting and producing quality regular progress and periodic reports as per the Ayuda en Acción’s policies/procedures, donor regulations, government, provide data/feedback to the Ayuda en Acción knowledge-base and the law of the land.

  • Properly document and share project processes, achievements, learning, and impacts including the visibility of the Donor.

Fundraising 

  • Involve in the development of project concept notes and proposals and identify innovative approaches to addressing priority needs and interests of target populations in collaboration with Program Team.

Job Requirements

Qualifications and Experience:

  • Bachelor’s degree in social sciences, Development Studies, agricultural economics, economics, business administration and related fields.

  • At least 7 years of experience in project coordination or management, particularly in youth employment or development programs, Market system development, economic development preferably at least 4 years in International NGOs.

  • Strong understanding of employment trends, economic development, challenges, and opportunities for youth in the region.

  • Excellent communication and networking skills, with experience engaging with various stakeholders.

  • Strong organizational, leadership, and problem-solving abilities.

Preferred Requirements:

  • Experience in identifying and building public/private partnerships, preferably in the agricultural sector.

  • Strong marketing, financial analysis, and management skills.

  • Strong hands-on experience in managing or providing technical support to SMEs.

  • Experience in supporting and monitoring field-based projects.

  • Excellent command of report writing, analysis, and presentation skills using Word, Excel, and Outlook and PowerPoint.

  • Track record of building strong client and stakeholder relationships.

  • Good networking, representation and coordination and negotiation skills with government authorities & partner NGOs, partnership development, coordination with various stakeholders, forums, clusters

  • High quality planning, coordination and report writing skills

Most Critical Proficiencies:

  • Clear understanding of the Poultry, Livestock and cereal value chains.

  • Innovative, analytical, and solutions oriented.

  • Knowledge of enterprise development, market systems approach, and linkages to poverty alleviation.

  • Strong interpersonal and organizational skills.

  • Excellent oral and written communication skills, and proficiency in English.

Languages: 

  • Excellent verbal and written English 

Geographical Mobility: 

  • Yes: National 

Other requirements: 

  • Proven ability to coordinate and manage multi-stakeholder projects.

  • Ability to work with diverse groups, particularly young people, and address their employment needs.

  • Demonstrable experience in value chain and blended financing is essential, and experience in access to finance or investment promotion will be an added advantage.

  • Strong report writing and data management skills.

  • Proficiency in Microsoft Office and project management tools.
