Job Description

As the lead for the RFSA field team for Monitoring and Reporting, you will facilitate the achievement of project objectives through coordinating and reporting on all project activities and providing technical guidance and advice to staff and implementing partners, advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure the RFSA to applies best practices and constantly works towards improving the impact of its benefits to those we serve. You will guide the RFSA field team, including woreda and partner HQ staff, to collect, analyze, and manage quantitative data on a routine basis. Additionally, you will lead the outcome surveys management, ensuring robust monitoring of commodity distribution before, during, and after distribution and conducting comprehensive post-distribution monitoring using LQAS and qualitative methods to assess and improve project impact. You will also provide coordination leadership to the MEAL team in Dire Dawa, ensuring effective liaison with the implementing partner, and convening reflection and planning meeting for field-based MEAL team.

Job Responsibilities

  • Organize and lead the implementation of monitoring, reporting, and survey management initiatives as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

  • Manage outcome surveys (Participant Based Surveys), lead monitoring of commodity distributions at all stages, and conduct rigorous post-distribution monitoring using both LQAS and qualitative analysis to ensure program integrity and effectiveness.

  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences.

  • Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

  • Lead reflection events to ensure utilization of commodity monitoring reports by respective technical staff at all levels, and follow-up on actions based on findings.

  • Coordinate and oversee working relationships with local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

  • Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures.

  • Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.

  • Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements

  • Regularly conduct field monitoring visits in collaboration with project teams and implementing partners, ensuring on-ground effectiveness.

  • Coordinate capacity building efforts for implementing partner on MEAL.

Scope: the position supervises the commodity monitoring, and survey management project assistant.

Job Requirements

  • Master’s degree in project management, Economics, social studies, or related field. 

  • Minimum of five years of relevant work experience in monitoring and evaluation with progressive responsibilities, ideally with an international NGO.

  • Experience working with partners, participatory action planning, and community engagement.

  • Staff supervision, and experience managing survey consultants is a plus.

  • Experience in managing outcome surveys and monitoring commodity distribution using LQAS and qualitative methods.

  • Proficient in at least one data analysis software including SPSS, STATA, or R Studio.

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Required/Desired Foreign Language: English, Afan Oromo

Travel Required: 40% field travel in RFSA implementation woredas.

Key Working Relationships: 

Supervisory: Project Assistant - Monitoring and Reporting (Commodity and Survey Management)

Internal: COP, DCoP Programming, MEAL, and GYSD, DFSA Technical Leads, RFSA MEAL Team. Close working relationship with PSNP systems sector lead.

External: Implementing partner organizations, Government staff managing accountability programmes, other organizations working in Accountability.
