Summary for the position 
This position will be basing at Terpham site, Gambella Region, and s/he will work under the supervision, direction, and support of the Sexual and Reproductive Health (SRH) program manager in Gambella. The position holder will assist the SRH manager for the proper planning, implementation, monitoring, and evaluation (M&E) of SRH interventions for International Medical Corps (IMC) in Gambella refugee camps. S/He will represent IMC in Gambella targeted refugee camps.

Duties and Responsibilities

o   Oversight and Support for program development

•    Oversees the implementation and quality of services for selected three refugee camps namely, Terkidi, Ngnuyniel and Kule camps.
•    This officer supervises a team of three SRH community-mobilizer officers, who collectively manage the outreach and facility-based SRH and HIV prevention, support, and treatment. 
•    Regularly assess new developments and needs in Gambella during field visits including new gaps and potential areas of SRH interventions.
•    Assist the Gambella field office SRH manager in identifying potential areas for new projects and to prepare concept notes and project proposals (in collaboration with SRH Manager and Addis’s level technical focal points-specialist, Health Manager and Coordinator).

o    Program implementation, logistics and budget management 

•    Ensures that SRH interventions and health care services are appropriately integrated in the refugee camps and surrounding local communities;
•    Ensures that IMC SRH care standards and protocols are met, national health policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed;
•    Provide technical support and guidance during the planning, implementation, monitoring, and evaluation of SRH project activities in Gambella refugee camps from the inception to the close out stages.
•    As technical person or focal point; mentors, coaches and supports the technical competence and capacity of SRH community mobilization Officers and (or case managers, if any) for PLHIV assigned in each of the refugee camps. 
•    Support health facilities in refugee camps, woreda health offices, zonal health departments, RHBs, to strengthen targeted HIV testing, linkage to ART, access to optimal ART, ARV prophylaxis, adherence counseling, viral load monitoring, data capturing and reporting.
•    Assists the field office manager to address the logistic issues in relation to programmatic supplies for SRH (collaborating with Gambella IMC logistics and finance department, government, and UN agencies). 
•    Ensure community-based outreach activities are implemented as per the plan.
•    Ensure refugee volunteers/ community outreach agents and different community groups including adherence support groups are getting the necessary technical support. 
•    Reviews program budget and ensures if there is regular alignment of budget versus expenditures.  
•    Ensures smooth project phase out in each project areas during project closure.  
o    Reporting and M/E 

•    Provides updates and regular reports on SRH to field office, UNHCR and refugees RSS at Gambella coordination office. 
•    Assists Gambella field office manager to compile the refugee-based reports and provide high level regular reports and updates to the field SRH manager for review and eventual delivery to Addis based health technical unit.
•    Supports camp-based team to establish reporting systems and data flow mechanisms and ensures proper functioning of the systems for regular assessment, monitoring and evaluation of the projects against its objectives and expected results. 
•    Regularly fill and submit timely the DHIS2 report.

o    Representation 

•    Represents the organization during SRH technical meetings at Gambella level with ARRA, UNHCR and other partners. 
•    Liaises and represent IMC in relations with ARRA and UN agencies, donor agencies and other partner NGOs in SRH related coordination meetings and provide minutes of such meetings.

o    Capacity building and coordination 

•    Capacitates community mobilization officers and (case managers for PLHIV, if any) at refugee camp level to enable them to provide high level performance in the whole cycles of SRH projects.
•    Facilitates for the implementation of the adapted or developed IMC guidelines which are based on the national protocols and manuals and guidelines.
•    Identifies training needs through rapid assessments or M & E tools and makes a capacity development plan for the technical officers.

o    Additional tasks: 

•    Collaborates with other actors working in the targeted community 
•    Be flexible and be able to give assistances when enquired by the supervisor

Job Requirements

•    MPH or specialized on RH or BSc in Public Health, Nursing or Midwifery with SRH program experience.  
•    Three years SRH program management experience for MPH and five years similar experience for BSc holders preferably in humanitarian context;
•    At least two years of NGO experience on SRH programming in the areas of technical and managerial roles;
•    Experiences on SRH services and interventions including social and behavior change communication (SBCC), and other awareness raising approaches are preferred; 
•    Trainings on BEmONC, comprehensive long acting -reversible contraceptives (LARC) and HIV health services and STIs would have added advantages.
•    Training on Clinical HIV/ART, providing HIV/ART trainings for health care workers. 
•    Proven training facilitation experience and skills, including on job and formal trainings. 
•    Excellent budget, logistics and human resource management skills. 
•    Ability to work with a broad spectrum of people from different cultural backgrounds.  
•    Excellent communication skills. 
•    Flexible with ability to cope with stressful situations and challenging conditions with limited resources. 
•    Good report writing skills in English and should meet reporting deadlines.
