 POSITION:          Non-State Actors Engagement and Visibility Advisor

REPORTS TO:    Ethiopian Health Care Federation CEO 

DUTY STATION: Addis Ababa 

PROGRAM: USAID-Empowered Community Activity 

MINIMUM HOURS OF WORK:40 hours per week

Activity background 

Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges. 

Empowered Communities Activity is a USAID funded activity implemented by Project HOPE led consortium that includes JSI, Amhara Women’s Association (AWA), Mothers and Children Multisectoral Development Organization (MCMDO), Progynist, and Family Guidance Association of Ethiopia(FGA-E) (PADet), Meseret Humanitarian Organization (MHO), Illu Women and Children Integrated Development Association (IWCIDA) and Action for Integrated Sustainable Development Association (AISDA) . The activity will be implemented in the next four years between January 18,2024 to 17 January 2028 in five regions of Ethiopia (Oromia, Amhara, Afar, South Ethiopia and central Ethiopia regions). The goal of this activity is to strengthen community systems and platforms to improve health and nutrition outcomes. USAID ECA aims to improving community level health literacy and engagement, capacity strengthening of non-state actors (NSAs) and accountability systems as well as increasing service delivery through NSA managed health facilities.

Project HOPE strives to achieve a higher level of engagement by the community whereby members develop influence and take ownership in the decision-making processes that can improve their own health status. One of the expected result areas is to increase delivery of quality RMNCAH-N services through local NSA health facilities through Improved enabling environment for NSA engagement in the delivery of RMNCAH-N services; increased access to quality RMNCAH-N services in NSA managed health facilities and RMNCAH-N program learning, and innovative ventures enhanced for NSA managed health facilities. 

Job Summary:

The Non-State Actors Engagement and Visibility Advisor is responsible for developing and implementing strategies to enhance the engagement and visibility of non-state actors under the Ethiopian Health Care Federation (such as Private Actors, Professional associations, Civic Society Organizations and etc). This role involves coordinating efforts to build relationships, promote visibility, and support advocacy initiatives, ultimately contributing to the achievement of organizational and policy goals. She/he will be seconded to the Ethiopia Healthcare Federation (EHF) and work under supervision of the EHF’s CEO and technically work with /report to the Reproductive Maternal Child Neonatal Adolescent Health-Nutrition Service Delivery Director.

Specific Roles 

  • Craft tailored engagement strategies to connect non-state actors with key stakeholders such as government agencies, international bodies, and corporate partners/private actors.

  • Spot and leverage opportunities for collaboration, funding, and partnership that align with the goals and missions of EHF.

  • Build and maintain strong relationships with key stakeholders through regular communication, meetings, and networking events.

  • Develop and execute engagement strategies to foster productive relationships between non-state actors and key stakeholders, including governments, international organizations, and the private sector.

  • Design and oversee advocacy campaigns to support policy goals, raise awareness, and mobilize public opinion on issues relevant to non-state actors.

  • Develop and implement communication strategies to boost the public profile of EHF and their initiatives, using various platforms including social media, Communities of Practice, traditional media, and events.

  • Coordinate activities and facilitate collaboration between non-state actors and various stakeholders to achieve common goals.

  • Facilitate collaborative meetings and workshops to align objectives and foster cooperation between non-state actors and other stakeholders.

  • Oversee joint initiatives, projects, and programs to ensure effective collaboration and maximize impact.

  • Address and mediate any conflicts or challenges that arise in partnerships or collaborative efforts.

  • Monitor the performance of engagement and visibility initiatives using relevant metrics and feedback tools.

  • Assess the effectiveness of strategies and activities in achieving engagement and visibility goals and prepare detailed reports on outcomes.

  • Recommend and implement improvements to strategies and approaches based on evaluation results and feedback.

  • Assist non-state actors in shaping and advancing policy positions, providing research and analysis to support advocacy efforts.

  • Facilitate meetings and communications between EHF and policymakers to promote advocacy goals and influence policy decisions.

  • Offer strategic advice on navigating complex policy environments and engaging with decision-makers effectively.

  • Develop and conduct training workshops for non-state actors on topics such as advocacy skills, media relations, and strategic communication.

  • Create and provide resources, toolkits, and guidance materials to support non-state actors in their engagement and visibility efforts.

  • Offer one-on-one mentorship and support to enhance the skills and effectiveness of key personnel within non-state actors.

  • Monitor the effectiveness of engagement and visibility strategies through metrics and feedback.

  • Assist non-state actors in navigating policy environments and engaging with policymakers to advocate for their causes. 

Job Requirements

Qualifications:

  • Education: Master’s degree in health and related fields or master’s in social science with relevant experience in the health sector 

  • Experience: Minimum of 10 years of experience in advocacy, public relations, stakeholder engagement, or a related field, with a focus on non-state actors.

    • Exceptional written and verbal communication skills.

    • Strong strategic thinking and problem-solving abilities.

    • Proven ability to build and maintain relationships with diverse stakeholders.

    • Experience in media relations, public relations, or similar roles.

    • Ability to analyze and evaluate engagement strategies and impact.

    • Cultural competence and understanding of international and local political contexts.

Skills:

Preferred Attributes:

  • Experience working with NGOs, think tanks, or similar organizations.

  • Familiarity with policy and advocacy processes.
