Ethiopian Red Cross Society Oromia Regional Office invites qualified applicants who meet the following qualification and experience requirements to apply for the following position.
The USAID Disaster Risk Management (DRM) Activity is a five-year USAID-funded program implemented by RTI International in partnership with the Ethiopian Red Cross Society. The purpose of the DRM Activity is to strengthen DRM planning and preparedness capacity, improve DRM coordination, enhance resource mobilization and management, and enable timely implementation.

The activity will also strengthen gender in emergencies (GiE) capacity, increase private sector engagement in DRM, and expand local organizations’ capacity to engage in DRM. The Activity will provide strategic support to DRM institutions in the implementation of Ethiopia’s new Disaster Risk Management Policy and Disaster Risk Finance Strategy.
Position Description
Ethiopian Red Cross Society is seeking an Early Warning/Early Action (EW/EA) Coordinator, Oromia for the USAID Ethiopia DRM Activity. The EW/EA Coordinator will be responsible for Oromia regional level implementation of effective and responsive multi-hazard early warning systems (MH-EWS) and anticipatory action-related activities by the program to mitigate the impacts of hazards and subsequent disasters in Ethiopia.
Facilitate/foster collaboration, facilitate knowledge exchange, and implement the activity-funded MH-EWS roadmap for enhancing the region’s resilience against diverse hazards.
Participate in regional level assessment and facilitate the use data for decision-making
Building the capacity of DRM staff and Emergency Coordination Committees (ECCs) at the regional and woreda level to use early warning tools to enable them to efficiently manage humanitarian activities
Lead in the review and reporting of the lessons learnt in the implementation of the enhanced multi-hazard early warning system and anticipatory actions in the region, drawing from collaborative insights gathered during the assessment and the after-action reviews.
Establishing collaboration, fostering opportunities, and creating platforms for stakeholders to exchange experiences, challenges, and innovative solutions for effective EW/EA in the region.
Lead in planning, organizing, and executing activity workshops on stocktaking of Multi-Hazard Early Warning Systems and Anticipatory Actions in the region, and of sharing learning with all stakeholders.
Preparing detailed reports that encapsulate the assessment of outcomes, and, mapped inventory of best practices and participant feedback on the effectiveness of implementing anticipatory actions.

Required Skills and Qualifications:
Bachelor's Degree and 7 years of experience, Master's Degree and 4 years of experience, or equivalent combination of education and experience in international development, development studies, humanitarian assistance, food security, disaster risk management, GIS, social sciences or related field
Knowledge of early warning and early action, anticipatory action planning and humanitarian programme cycle.
Familiarity with the specific context of Ethiopia, including climate-related risks, hazards, and existing early warning mechanisms.
Excellent communication and organizational skills (attention to detail is required); flexibility and capacity to multi-task.
Verbal and written fluency in English is required and local Language is mandatory /Afan Oromo/.
Ability to travel and work throughout Ethiopia in difficult terrain/conditions at times.
