Job Description

Organization Background: JSI is a US-based public health nonprofit organization committed to delivering high-quality technical and managerial assistance programs worldwide. With over 30 years of experience in Ethiopia, JSI has implemented over 60 projects, focusing on improving health outcomes, quality, and equity in access to reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services. JSI has actively contributed to various areas, including primary health care, community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

Project description: In this project, JSI will work closely with the Ethiopian Pharmaceuticals Supply Service (EPSS) to improve the management and maintenance system for cold chain equipment (CCE). The identified gaps of the current system focus on a range of components and processes that, if revised and supported for improved uptake and use, could improve coordination across all partners, and document and track maintenance actions in order to have more evidence-driven decisions for longer-term planning for CCE procurement, installation, maintenance and management. 

Responsibilities: The SSTL is responsible for leading all aspects of program management, providing technical and quality guidance to all tasks under the agreement, and representing JSI’s activities as a whole to the MOH, EPSS and other stakeholders. 

Responsibilities

  • Leading strategic planning / co-creation of the program, including developing and tracking annual work plans and budgets 

  • ensuring close coordination, collaboration and teamwork with Gavi and in-country partners, stakeholders, and immunization/EPI programs; 

  • guiding cold chain day-to-day operational oversight; and administration of the program. 

  • Serving as the strategic lead for the strengthening of information management systems within EPSS and EPI/MOH for cold chain equipment, including inventory management, maintenance tracking, and spare parts inventories and information.

  • Supervise 6 regional level project advisors

Job Requirements

  • A minimum of ten (10) years of work experience in public health supply chain, of which at least five (5) years are directly related to immunization/EPI programming, cold chain and/or cold chain maintenance. 

  • Graduate degree or equivalent in a relevant field to the technical direction of Supply Chain Management for Immunization / Vaccines and/or Cold Chain Maintenance, such as Pharmacy, Public Health, Supply Chain, or related area. Relevant post-education experience may be considered in place of a graduate degree. 

  • Willingness to travel to the regions and/or facility level to carry out firsthand assessment of the program’s effectiveness and to learn from problems faced at lower levels.

  • Proven ability to perform in a program management role and to achieve results within a challenging and complex environment. 

  • Recent program management experience in immunization/EPI or supply chain programs of similar magnitude and complexity, in Ethiopia or another developing country.

  • Ability to leverage data to inform root cause analysis, problem-solving, and action planning/systems development for cold chain maintenance, building on JSI’s experience in other geographies.

  • Proven ability to collaboratively engage with government counterparts and stakeholders and to foster a culture of innovation and continuous improvement within the program team.

  • Serve as an early adopter and advocate for trying and demonstrating new ideas and approaches for strengthening MOH/EPI and EPSS information systems.

  • Demonstrated oral and written communication skills in English and Amharic, excellent interpersonal skills, and a results-driven approach to program and team.
