Job Description
The USAID Quality Healthcare Activity (QHA) aims to enhance health outcomes by improving the readiness of health facilities to deliver quality RMNCAH services, enhancing management and accountability for quality service delivery, and restoring services in conflict-affected areas. QHA's strategies will assist the government of Ethiopia in building responsive, resilient, and sustainable public and private health care systems. The five-year project, funded by USAID, will be implemented by JSI in collaboration with the Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and the Network of Ethiopian Women's Associations (NEWA) (May 01, 2023 - April 30, 2028).
The Technical Advisor (TA) will be seconded to the Ethiopia Healthcare Federation (EHF) and work under supervision of the EHF’s CEO and technically work with /report to the QHA Senior Private Health Sector Advisor. S/he is responsible for providing expert advice and guidance on the accreditation process to ensure that EHF has the necessary capacity and readiness to manage the private health facilities accreditation through ensuring the availability of the required tools and requirements. S/he will collaborate with other functional teams within EHF to ensure harmonized work and a synergy alignment and within EHF’s strategic plan and directions/objectives.
Lead the development of Standard Operating Procedure that guides and enables the Federation to identify why, what, and how to support private health facilities Accreditation process.
Build the EHF’s capacity and its regional member private associations on Healthcare Facility Accreditation and Advocating Accreditation.
Ensure that the National MOH’s health facilities accreditation related standards, protocols and guidelines also consider and reflect the context and interests of private health sector
Support the preparation and approval of internal accreditation related operational guides like Assessors guideline, self-review/audit policy, and application and review digital platforms.
Track the implementation progress of private health facilities accreditation guideline/SOP and take appropriate and timely actions.
Advise on healthcare accreditation priorities (quality improvement, patient safety, infection control …) and evidence-based interventions based on global & national standards & updates
Actively participate in the preparation of annual, quarter, monthly and weekly work plans and compiling reports as per the QHA template and submitting them to EHF and QHA.
Design and coordinate advocacy and sensitization events on health facility accreditation at National and Regional levels using various platforms including annual conference& social media
Create an effective partnership with MoH, Ethiopian Accreditation Service (EAS) and relevant government agencies and NGOs to ensure participatory and effective implementation of the accreditation process.
Serving as a liaison between QHA/JSI, Ethiopia Healthcare Federation, Private Health Facility Owners’ Associations, and accrediting body (EAS)
Assist EHF in business development in relation to healthcare accreditation and healthcare Quality improvement such as developing proposals, budgets, and work plans.
A minimum of a master’s degree in public health or international health with focus on Reproductive Health, and Health Service Management. Clinical degree in Medicine, Public Health Officer, Nursing is a plus.
Minimum six (6) years of progressively responsible experience in designing, implementing and managing public health projects mainly RMNCAH and at least 3 years’ relevant experience in managing private health sector support programs, supporting quality improvement projects and/or healthcare accreditation programs.
Strong knowledge and skill on Quality improvement, regulatory frameworks and excellent understanding of the National Healthcare Facilities Accreditation Roadmap.
Solid experience in the private health sector engagement, RMNCAH service, healthcare accreditation, and program data management.
Demonstrated ability to coordinate and work collaboratively with multiple stakeholders within the healthcare system.
Demonstrated technical leadership, program management, strategic planning, policy experience, and problem-solving skills are required.
Build a positive collaborative team culture.
Excellent oral and written communication skills in English
Experience working with national RMNCH programs will be an advantage.
Ability to take initiative and ownership, take decisive action based on data and clear criteria, work proactively and independently.
Be innovative, positive and cheerful personality, and highly self-motivated
