The role of the International procurement manager is to ensure the cost-efficient and timely procurement of construction materials, works services are performed while complying with the Company Standard Procedure (CSP) – Procurement Guidelines and Supplier Framework Manual of EEC Construction 

Roles and Responsibility 

• Work with the procurement team and program staff to write specifications for a variety of procurement. 

• Identify global vendors and suppliers for unique equipment purchases and manage and maintain excellent vendor relations.

• Supporting the procurement function includes preparing specifications, and solicitation documents, managing evaluations, drafting requests for consent for the contracting officer, and overseeing vendor selection processes..

• Responsible for purchasing a wide range of commodities and services that support sub-award activities.

• Maintain vendor relationships, contacts, and pre-qualification lists;

• Provide input related to sub-award procurement for financial and other reports.

• Maintain procurement files by applicable policies and procedures.

• Provide procurement procedures and policy guidance and interpretation for program staff.

• Coach, mentor and train local program staff and on procurement policies and procedures.

• Provide guidance and performance input to Contracts, Procurement and managers in the regions.

• Work with the operations department to prepare property disposition requests and annual inventory reports.

• Carry out other procurement functions as required

• Development of procurement strategies for preparation and presentation to directors. 

•  Meticulously manage all aspects of procurement from negotiation to delivery.

•   Accountable for approval of bid lists and purchase orders up to a certain limit of authority.

•  Participate in pre qualification of suppliers as necessary and evaluation of commercial bids.

•   Preparation of negotiation strategies and procurement negotiations as appropriate

•  Accountable for reviewing and approving suppliers' requests for payment concerning vendors, ensuring all obligations are met before payment. 

•  Ensure all Contract and Purchase Order close-out is undertaken promptly, including the resolution of claims as and when required

•  Oversee estimation of Freight costs and call-off freight forwarding services from suppliers, to meet required on-site dates at minimum costs.

•  Provide sound advice on specifications and actively take the lead in negotiating high-value contracts 

•  Readily took ownership and confidently handled complex/difficult negotiations that regularly led to notable cost savings. 

•  commands credibility and gains suppliers' trust

•  Promotes procurement influence, while establishing long-lasting working relationships

• role in the leadership of cross-functional procurement team members

•  Play a key role in the leadership of cross-functional procurement team members

Job Requirements

• Masters/Bachelor of Arts/Science Degree in Procurement Management/Civil Engineering or related field of study

• 7 years of experience, out of which 2 years on a Managerial position in similar discipline of work (work experience at Construction / international company will be given priority)
