Job Description

The position-holder will lead and provide technical guidance for the implementation of school feeding programme in accordance to set standards and practices. He/She position will collaborate and work together with key stakeholders in education, food security and nutrition, health and WASH which will be an important component of the school feeding program.  His/her work enables World Vision Ethiopia to reach, assist and protect many school age children across all refugee camps under Gambella operation and this is directly linked with World Vision’s mandate of promoting and ensuring the wellbeing of children in Ethiopia.

Will supervise and lead a team of 24 School Feeding Supervisors and incentive workers (cooks, cleaners, wood cutters, assistant school feeding supervisors).

Program design and implementation

  • Define aims and objectives of the overall emergency and school feeding program (focused on children 7-14years) and providing technical support for the program.

  • In collaboration with stakeholders, develop a realistic evidence‐based, school feeding program plan, including both programmatic and advocacy activities (results oriented).

  • Design most appropriate WFP standard and guideline based on the outcomes of assessments and the context.

  • Ensure that issues of Gender, Protection, Disaster Risk Reduction (DRR), and Conflict-Sensitivity are integrated into the program design.

  • Work in close collaboration with other program specialists to ensure linkage and holistic programming.

  • Develop a school feeding programme plan, concept papers, and proposals (including log frames and programmatic budgets and staffing plans) in respect of the above

  • Supervise, lead and manage performance of the School Feeding Supervisors and incentive workers supporting the SF activities

Reporting, Monitoring, and Evaluation

  • Regularly monitor the school feeding program through field visits

  • Support  other staffs and incentive workers in monitoring program progress against indicators and school feeding guidelines

  • Prepare a reporting template for incentive workers  and compile and submit the report accordingly

  • Gather and produce regular reports indicating progress of school feeding activities

  • Ensure and consolidate monthly indicators and statistics data related to the school feeding.

Training and capacity building

  • Coordinate and/or implement training and briefing of World Vision Ethiopia Gambella staff, partners, and other key stakeholders on school feeding related issues in all primary schools

  • Capacitate school feeding staffs and school community on school feeding related issues

  • Ensures that World Vision’s global policies for Child Protection (CP) and Gender Equality and Social Inclusion (GESI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and World Vision’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Networking, Coordination and Reporting

  • Provide regular updates to the Program Manager on progress, priorities and constraints – verbally and in writing on an agreed frequency

  • Represent World Vision in food assistance working group as needed.

  • Support the implementation of school feeding program and represent World Vision Ethiopia in emergency school feeding coordination mechanisms including any relevant cluster.

  • Brief updates and reports on sectorial activities/strategies to donors and other stakeholders.

Required Education, training, license, registration, and certification

  • University degree in  Social Sciences, Nutrition, health and related fields

  • Minimum of 3 years of  practical experience in nutrition and School feeding (majority in the field)

  • Minimum of two successful assignments in a complex  refugee emergency situation (at least one of these must be field level post)

Required Professional Experience

  • Planning and implementing School feeding activities

  • Mobilizing and training of school feeding staff and school community

  • Developing school feeding related manuals (in English)

  • Knowledge and experience of using and providing training on the school feeding Minimum Standards for school community focusing on school feeding related activities

  • Designing and implementing school feeding activity

  • Participation and/or coordination with the nutrition  -Education Cluster

  • Develop assessment and monitoring standard checklist

Preferred Knowledge and Qualifications

  • Demonstrated understanding of minimum nutrition and hygiene standards and practices in institutional feeding.

  • Demonstrated mentoring capacity to the school feeding staff and school community.

  • Experience with capacity strengthening and partnership building.

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

  • Demonstrated commitment to accountability to affected populations refugees, and experience working with and meaningfully
