Job Description
Conduct regular live food distribution observations to monitor compliance of food distribution process to WFP/ donor agreed standards. Based on monitoring findings and observations, continuously work with field level staff to attain a higher and full level of compliance. Conduct regular commodity end use check in its designated woredas after the completion of each food distribution round to check and verify beneficiaries have received their entitlements as per the determined rations sizes and verify other relevant information on WFP-GFD food beneficiaries. Undertake regular warehouse inspection in its designated WFP-GFD target woredas secondary warehouses to check and ensure higher level of Compliance to donor /WFP, UNHCR level standards in warehouse management. Review relevant food transaction documents to check and provide feedback on practice of standard recording and documentation and reconciliation between different commodity transaction recording documents. Check and ensure if control procedures are adequate at each stage of WFP-GFD food handling and distribution process to prevent corruption and misappropriation. Host and conduct joint food monitoring with WFP Food Monitoring staff and take the prime responsibility to follow up and close findings at field level by actively working with WFP-GFD field office staff; particularly WFP-GFD Focal person and communicate all food monitoring process’ to WFP compliance officer at HO.
60% Quality Program Support and MEAL Systems Management
Work with WFP-GFD project staff to ensure WFP Technical Guidance for Monitoring, Evaluation, and Reporting for Emergency Activities are on place (ITT, Data collection, process Monitoring, Reporting etc). Ensure proper branding of WFP-GFD project in Food assistance program deliverables (Project Sites, & project events) Lead coordination of needs assessments, live distributions, PDM and ensuring findings are analyzed and documented. Support the field staff to engage on data management and ensure accuracy of monthly CPDRs and produce monthly narrative reports Guide and ensure the field staff to conduct regular warehouse management as per the food system management. Maintain a database to ensure all project outputs and results are accurately recorded and coordinated to inform project staff. Provide technical MEAL guidance to effectively and timely track program progress, effectiveness and impact for donors reporting requirements and for use in new project design. Lead the design and coordination to conduct WFP-GFD assessments, PDMs, onsite monitoring and evaluation. Work with Regional Food Resource Project Manager to ensure sound program design and implementation, meeting Core Humanitarian Standards (CHS) and prioritizing program quality and constant improvement towards a robust community centered approach and adhere the donor existing milestones Review relevant food transaction documents to check and provide feedback on practice of standard recording and documentation and reconciliation between different commodity transaction recording documents. Check and ensure if control procedures are adequate at each stage of WFP-GFD food handling and distribution process to prevent corruption and misappropriation. Organize the planning for project data quality audits and monitor and coordinate routine data quality audits conducted in different distribution points, compile results at the level of a project and develop actions plans to implement corrective measures. Support in installing, partners connect, scope and PIT Intensively engage in commodity tracking on daily, weekly and monthly basis to ensure accountability across levels Ensure application of donor compliance (E.g. CP & safeguarding, PDM, etc) Increase capacity of other staff based on donor needs
20% Implementation & Reporting
Compile & ensure alignment of monthly operational plan with WFP-GFD project. Moreover, ensure alignment of WFP-GFD Project Procurement plan towards project objective. Coordinate & collaborate with Food resource project Manager & Zonal Coordinators, and produce quality reports (daily, weekly, monthly, quarterly). Ensure M&E deliverables of WFP-GFD Project (monthly, quarterly, report, Semi Annual report, Close Out Report, Inventory, Final Evaluation Report, and Final Pragmatic Report) Ensures the unified database of program outputs is maintained. Implements electronic, mobile data collection systems in MEAL processes. Implement accountability mechanisms at field level, e.g. complaints and feedback response mechanisms –assessment, design, implementation, and review. Implement activities to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with child safeguarding policy. Work closely with field project staff to ensure that they have all the required information, material, and resources needed for their day-to-day work. Ensure that regular monitoring and accountability (CFRM database) reports are received and communicated effectively to Humanitarian Accountability Coordinator at National level. Support National MEAL conduct internal evaluations when appropriate based on Search Evaluation Guidelines and Policies.
15% Documenting Learning
Ensure presence quality documents at all WFP-GFD project location (M&E plan, Distribution plan, distribution status, sensitize on the already agreed selection criteria of beneficiaries, Project distribution list & report Promote learning in the project, particularly on issues of program quality and contribute to quality assurance of projects. Regularly produced and report on best practices and case studies; ensure new analysis and information is available with collaboration of NPH/Tigray MEAL coordinator provides technical support in assessments for new project opportunity, e.g. data collection, data quality assurance, data analysis, and facilitate involvement of stakeholders. Ensure there is a system to document lessons learned and best practices, advise on and shape current implementation and inform future design. Provide MEAL technical support to the PMs and the Information System Manager (ISM) in developing effective and standardized IM systems.

Required Professional Experience
At least 5 years demonstrated field-based experience with grant projects, experience working with WFP/BHA Projects is preferable,
Experience in project concept/proposal writing to a high standard.
Proficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect are crucial as well as proficiency with Microsoft Excel, SPSS, SATA or other similar software.
Very high attention to detail, with experience refining and editing professional-level content.
Advanced writing skills in English.
Experience in large scale humanitarian emergencies and Food assistance process and producing quality reports of CPDR/ITS and LMMS
Effective in written and verbal communication in English
Good understanding of working with under the donor regulations of WFP/BHA
Good understanding of World Vision and Sphere relief standards, as well as the Red Cross and NGO Code of Conduct.
Strong capacity building and facilitation skills
Experience of working in humanitarian lifesaving programs
Experience developing project proposals and log frames
Experience of, and commitment to working through systems of community participation and accountability
Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
Experience of training and capacity building; strong presentation skills
Experience developing and improving monitoring and data collection systems
Strong interpersonal and communication skills including influencing, negotiation and coaching

Experience of representation and ability to represent WVE effectively in external forums.
Ability to write clear and well-argued assessment and project reports
Required Education, training, license, registration, and certification
University degree in a relevant subject area (Agriculture, monitoring & data management, , economics, Agricultural economics, developmental economics, or a related field) –Master’s Degree in the aforementioned fields is (Desirable)
Hostile Environmental Awareness Training or other recognized personal security course. (Preferred)
Further complementary professional qualifications in MEAL, etc is an asset.
Preferred Knowledge and Qualifications
Minimum four (2) years of MEAL experience within the lifesaving/development / humanitarian sector, including experience working with WFP/BHA, (WFP-GFD and JEOP Projects)
Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with strong presentation and reporting skills.
Proven knowledge and experience of designing and delivering digitized and automated MEAL dataflows using CommCare and Power Bi, or similar software, and experience of GIS mapping is preferred.
Self-motivated with excellent organization, planning, and analytical skills - able to work without close supervision, including prioritizing work and multi-tasking.
Very high attention to detail, with experience refining and editing professional-level content.
Experience in large scale humanitarian emergencies response
