Job Description

Norwegian Church Aid (NCA) is an international non-profit organization mandated to work with people around the world to eradicate poverty and injustice. In Ethiopia, NCA has been operating since 1974, marking 50 years of service in the country this year. NCA’s programmes are implemented together with local faith-based partners. NCA is a member of various civil society networks, coordination mechanisms, and clusters in Ethiopia. In its current strategic period (2020-2024), NCA Ethiopia implements programmes focused on Climate Resilient Water, Sanitation, and Hygiene (WASH); Faith-Based Climate Action; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.

NCA Ethiopia would like to invite interested and qualified applicants for the following position.

Position Title:                   Roving Cashier 

Number Required          1 position

Reports to:                       Finance and Admin Officer

Duty Station:                   Zata woreda 

Length of Contract:       9 months 

Basic Salary:                    ETB 25,000 

Job Summary:

Facilitate disbursement process by actively facilitating necessary payments during field activities and training payments by roving to EHF project Implementation Sites, Zata Woreda ensuring payments/disbursements are made following NCA Ethiopia policy and procedures.

Major Responsibilities: 

  • Facilitate training payments by traveling to each training site, preparing summary sheets, timely deposit of remaining work advance, and preparing JV/CPV (as applicable).

  • Ensure training and other related payments are processed timely following NCA Ethiopia Finance policy and procedures.

  • Make sure no trainer and/or participants is/are paid without the completion of proper documentation.

  • Inform the Country Office Finance Team on pending training and other related payments.

  • Assist FO Sr. Finance and Admin officer in the preparation of Payment Vouchers and checks.

  • Distribute/paychecks against a collection of receipts and/or signatures of recipients.

  • Issue Cash Receipts Vouchers for each deposit made to NCA Bank.

  • Strict follow-up of withholding tax deduction as per the government tax proclamation.

  • Responsible for preparing and issuing withholding tax to vendors on the spot and documenting it with the payment.

  • Assist in the preparation of tax reports and settle monthly withholding and income tax payments.

  • Handling properly the financial documents pads.

  • Ensure that files are up to date at the end of each month, and ensure all the proper works can be traceable to the files.

  • Cancel supporting documents with “PAID” stamps.

  • Assist in providing logistical support to program staff in EHF project Implementation in Zata woreda. 

  • Liaise with the program team and maintain an updated training tracking sheet and other related field movement calendars for smooth movement and timely payments.

  • Work in collaboration with the Country Office Finance & Operation Team.

  • Undertakes other related works ordered by the immediate supervisor.

Job Requirements

Required qualifications: 

  • Diploma in Accounting or related field. BA in Accounting is desirable.

  • At least 4 years of cash management experience at field level in an humanitarian organizations at Field level.

  • Good computer skills in MS Offices, particularly in Microsoft Excel and operating office equipment (Scanning, Photocopy, etc.).

  • Communicate efficiently and effectively both verbally and in writing.

  • Must be able to maintain strict confidentiality.

  • Can present employment guarantee.

  • Ready to stay overnight at any woreda town or village when required.

    Personal qualities & competencies required for the emergency response positions:

  • Ability to communicate effectively in both oral and written English.

  • Knowledge of the local language has added value.

  • strong interpersonal skills and team player with sensitivity to cultural and religious diversity.

  • Excellent interpersonal skills to promote effective collaboration within the staff, among and across partner organizations & stakeholders and 

  • Proven ability to manage large, varied workloads and deal constructively with stress and periods with long hours.

  • Able to work in a team and individually with the required flexibility.

  • Proven skills in computer programs (Word, Excel, and statistical packages).

  • Excellent skills in report writing and meeting deadlines.

  • Demonstrated ability to work in an emergency, preferably in the refugee (IDP) context.

  • Knowledge of working in challenging environments.

  • Proven ability to prioritize tasks and meeting deadlines and able to work with limited supervision.

  • Proactive, stable, and robust character and a good team player.

  • Knowledge of the context is preferred.

  • Able to collaborate with other organizations operating in the response area.

  • Proven commitment to accountable practices.

  • Always upholds the image and values of Norwegian Church Aid.

  • Keen and able to comply with the Code of Conduct of ACT Alliance other NCA mandatory policies.
