Ethiopia is situated in the Horn of Africa and is the second most populous country on the continent with an estimated population of 115 million. It borders six African countries: Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan, and covers 1,104,300 square kilometers. Approximately 85 percent of the population lives in rural areas. Ethiopia represents a melting pot of ancient cultures with Middle Eastern and African cultures evident in the religious, ethnic, and language composition of its people.
Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in the northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. Background and Strategic Context
Education inherently requires close monitoring and support to resume services in difficult situations. However, the complexity of the emergencies and the vast geographic scope of the region have overburdened the limited regional office education staff, challenging their ability to reach and support the most affected areas, particularly in the four Wollega Zones.
To address this challenge, the deployment of an EiE (Education in Emergency) is needed as she/he will significantly assist the field office and government partners in ensuring a well-coordinated and designed EiE response for the affected children and adolescents in the Zones in particular.

Support EiE program/project development and planning
▪ Support the preparation/design and conduct/update of situation analysis for the Education in Emergency programs/projects and/or sector for 4 Woredas to ensure that current comprehensive and evidence-based data on education in emergency issues are available to guide UNICEF, Emergency response intervention and to set priorities, strategies, design, and implementation plans.
▪ Participate in EiE program discussion on the planning of education programs/projects at zonal and woreda level. for the sector, ensuring alignment with the overall national as well as Oromia region priorities and plans.
▪ Establish specific goals, objectives and strategies and implementation plans for EiE in four zones using results-based planning methodology (RBM). Prepare required documentations for program review and approval.
▪ Work closely and collaboratively with internal and external colleagues and partners to discuss EiE strategies and methodologies to ensure the achievement of sustainable results.
▪ Provide technical and operational support for all four zones of Wollega, zones and schools to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors and achievement of results as planned and allocated.
Support EiE Program management, monitoring and delivery of results.
▪ Plan and/or collaborate with partners to establish monitoring benchmarks, performance indicators and other indicators and measurement to assess/strengthen performance accountability, coherence, and delivery of concrete and sustainable results for EiE education programs.
▪ Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess EiE response and overall progress and to propose/ report required action/interventions to achieve results.
▪ Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in EiE program and management and identify lessons learned.
▪ Actively monitor EiE programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and to timely report for possible support and decisions to resolve issues.
▪ Monitor and verify the optimum/appropriate use of EiE program resources (financial, administrative, and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
▪ Support, follow and provide updated report on ongoing EiE response UNICEF partnership agreement signed with INGOs and NGOs: IoD, DEC, Gurmuu and RVWCO.
▪ Ensure the EiE response in four Wollega zones/woreda/IDP site/school level is in-line with the regional and national cluster plan.
Provide technical and operational support to program implementation
▪ Provide EiE technical guidance and operational support to government counterparts, NGO partners, UNICEF policies, strategies, processes and best practices and approaches on education and related issues to support program management, implementation, and delivery of results.
▪ Arrange/coordinate availability of technical experts with the OFO Education specialist to ensure timely/appropriate support throughout the programming/projects process. Participate in education program meetings including program development and contingency planning discussions on emergency preparedness in the four Woredas to provide technical and operational information, advice, and support.
▪ Provide technical inputs in a timely and efficient manner on emergency supply related items. Follow up closely on their utilization and report to UNICEF Oromia team.
Support networking and partnership building
▪ Build and sustain effective close working partnerships with relevant zonal and woreda government counterparts, and partners operating in four woredas through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education programs.
▪ Draft /Prepare EiE communication and information materials for the four woredas and Field Office EiE program advocacy to promote awareness, establish partnership/alliances and support fund raising for education programs and emergency interventions.
▪ Participate and/or represent UNICEF in four woredas appropriate inter-agency discussions and planning on education in emergency and related issues to collaborate with inter-agency partners/colleagues planning and preparation of Education in Emergency programs/projects ensuring organizational position, interests and priorities are fully considered and integrated with UNICEF CPD.
▪ Support and work to ensure strong linkages and coordination with different sectors, specifically with WASH, Child Protection and Zonal DRMC (Busa Gonofa)
Knowledge management and capacity building.
▪ With a support form FO apply/introduce innovative approaches and good practice to build the capacity of zonal and woreda government partners and stakeholders and to support the implementation and delivery of concrete and sustainable program results.
▪ Support zones and woredas in education management and information system capacity building. Assess, institutionalize, and share best practices and knowledge learned.
▪ Organize and implement capacity building initiatives to enhance the competencies of cluster partners at different levels including College of Teacher Educations (CTEs) on EiE fundamentals, data gathering, documentation and reporting so as to promote sustainable results on education in emergency programs/projects.
▪ Support partners to timely and correctly fill activity info (including 5 WS) so as to streamline data collection and utilize one information system.

Minimum requirements:
University degree in Education or related fields such as a subject area of Educational Planning and Management, Educational Leadership, Sociology or any other relevant social science studies.
Work Experience
At least one year of relevant work experience in humanitarian and development work; showcasing experience with UN Agencies and/or INGOs and with different levels of the education sector/system.
Language Requirements
Fluency in English is required.
Knowledge of Amharic as the National language of Ethiopia and Afan Oromo as the local language is an asset.
Any other official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
Desirables
Good knowledge of (and ideally experience in) using established inter-agency standards and guidelines in EiE, such as the INEE Minimum Standards.
Experience in assisting or facilitating trainings is desirable.
Understanding of the cluster systems and formal training in cluster information management and emergency response is desirable.
Experience in development and use of a database (e.g., M&E system) is desirable.
Developing country work experience and/or familiarity with emergency.
