Job Description
GOAL is a humanitarian and non-governmental organization that has been working in Ethiopia for over 30 years, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food, water and sanitation, healthcare, and education. The Rural Urban Development Programme focuses on Health, Water and sanitation, Livelihoods and Agriculture with cross cutting issues in gender, Child protection, environment protection and HIV/AIDS, in Borena and West Hararghe Programme Offices. Rural and Urban Development Programme, the ChildSPACE Programme works with ‘of the street’ children and youth working and being homeless by focusing on the strengths of children and young people; and through partnership building, collaboration and networking with various stake holders, the programme supports diverse community structures and initiatives through approaches that are Strength, Street and Partnership and Networking focused. The ChildSPACE programme is delivered by GOAL and directly by local partners in Addis Ababa and Hawassa. The Humanitarian Response Programme focuses on nutrition intervention activities, working with the Ministry of Health to monitor the nutrition, health, and Economic and food security status within its current intervention areas in Oromia, SNNPR, Somali, ad Tigray Region, as well as in refugees’ settings, in Gambella and Afar Regions.
General Description of the Role:
Working at field level within the Humanitarian Programme, the Food Security and Livelihood Officer will be responsible for beneficiary targeting, support in agronomic practices from selection of landrace, field management and post harvesting, MPCA and animal health service and capacity building of target groups and development agents working at the grass root level both at refugee and non-refugee settings with close support from HO Food Security and Livelihood Program Department and the Area Programme Manager. The FSL officer will work closely with local government stakeholders mainly agriculture, research centres and communities. S/he will be expected to contribute technic inputs to the development of new projects, suggest ways for improvement on future projects designing and implementation based on his/her observations and experiences at field.
Description of Functional Relationships
The Food Security and Livelihood officer will report directly to the Project Manager. However, as part of the Programme team, the FSL officer also works closely with other GOAL sectoral departments and partners. S/He will work with nutrition officers as part of the GOAL field office structure and support other Rural Development Programme and Humanitarian Response Programme staff as directed by his/her immediate supervisor.
Lead and build a strong and. effective development programme in GOAL Ethiopia programme office’s operational Woreda/s,
Facilitate community-based beneficiary targeting, registration, and verification in collaboration with respective woredas and kebele level government sector line and community representatives,
Engaged on the distribution of appropriate seed varieties (cereals, pulses and vegetables), MPC, and veterinary drug with Kebele and Woreda Food Security Task Forces based on selected interventions.
Take forward and strengthen local Community Development, Follow up the day-to-day implementation, planning, monitoring, and reviewing of planned activities related with, Agriculture, Gender, protection Livelihood improvement and food security, community empowerment in GE operational areas.
Lead the initiation and strengthening of partnership development and networking with local government structures and work to strengthen community-based organizations.
S/He will lead the nutrition sensitive /dietary diversification agricultural activities and ensure linkage with nutrition specific interventions.
Participate in the baseline survey, and regularly monitor the program activities.
Ensure regular documentation of community processes, and beneficiary profiles, and support the development of monitoring and review systems to assess project progress.
Proper documentation of project activities and provide reports on monthly basis in standard format. S/He Submits timely and weekly reports that are required to be submitted regularly.
Mainstreaming Issues:
· Familiarize self, understand, and implement, according to area of responsibility, GOALs policies and procedures on mainstreaming of gender, HIV/AIDS, child protection and Accountability.
· Ensure that all minimum mainstreaming targets and outcomes are achieved in accordance with both GE policy and the donor/ grant requirements.
· Work on increasing the sensitivity and awareness of project staff towards gender, HIV/AIDS and child protection issues.
· Actively promote and ensure the mainstreaming of child protection, HIV/AIDS, and gender into the project.
· Act as a role model and provide feedback to encourage others in supporting equity and diversity principles, and the accommodation of other differences in the workplace. Models the flexibility required for working in a diverse environment.
Compliance Issues:
Familiarize self and understand to GOAL donor compliance issues, specifically to the terms and conditions of the donor the project is working on and comply with same in area of responsibility.
· Maintain centrally hard copy and/or electronic copies (as appropriate) of all log frame documents as a 'means of verification' for donor audits to include as relevant the following as well as those specifically listed in the donor Project specific log frame, and provide to the 'Donor Compliance Officer' monthly for filing at HQ:
· Distribution lists and monthly distribution summaries.
o Training records - agendas, signed participant lists, training reports.
o M & E Trip Reports & Consultant and/or Tech Team Evaluation Reports
· During project closeouts, make sure all program deliverable distribution documents are reconciled and formally addressed to the Grants Unit at HO.
BSc in Agriculture, (Agronomist, Rural Development, or related field with 3 - 4 years’ work experience preferably with an INGO.
· Sound conceptual understanding of development theories, local poverty dynamics, solid experience in working with and managing partnerships, networking, and capacity-building processes.
· Field-based experience of programme implementation in agriculture, food security, DRR, and income generation.
· Trained and highly experienced in the use and development of a wide range of PRA skills
qualities, Skills, and Competences:
· Demonstrable ability to encourage and motivate staff and develop teamwork.
· Proven ability to develop and maintain strong relationships with communities, local government organizations, and NGOs.
· Flexible and creative approach, highly motivated and able to take the initiative and work unsupervised.
· Excellent English communication skills, both verbal and written and knowledge of the local language is mandatory.
· Excellent computer skills, including Microsoft Word, Outlook, and Excel.
Desirable Qualities, Skills, and Competencies:

o Knowledge and application of advanced Excel.
o Knowledge and application of other accounting software packages, Peachtree, SUN, etc.

o Having Training on any HR-related areas.
o Knowledge of local language
