About the Country Program in Ethiopia
Action Against Hunger’s Ethiopia country office was established in 1985 in response to severe drought and subsequent famine, implementing relief and development projects in Tigray, Amhara and Oromia regions. Action against Hunger currently operates in six regions of Ethiopia (Amhara, Benishangul Gumuz, Gambella, Somali, Oromia and Tigray) and in Addis Ababa city administration responding to different crisis and building people’s resilience through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.
With more than 8,900+staff in over 50 countries, last year, we helped 28 million children and their families across 55 countries. We have a country team of over 900 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2023/24 are BHA, ECHO, EU RESET, UNHCR, UNICEF, GAC, GFFO, BPRM, SIDA, EHF, FAO, WFP, CIAA, Dutch Government and others.
Summary of position
The Senior Roving Human Resources Officer will be a generalist HR focal person responsible for overseeing the implementation of HR functions and staff administration within Action Against Hunger interventions. They will provide advice, fill in gaps, conduct onboarding/induction for new hires, and manage the organization's performance appraisal process.

Purpose
The Senior Roving Human Resources Officer oversees integrated transaction services in Human Resources Department and its functions. He/she will be involved in recruitment and selection, learning and development (training), compensation and benefits administration, performance management and Grievance and Compliance Management into an effective service platform.
Engagement
Senior Roving Human Resources Officer will identify issues impacting the consistent delivery of HR services across various factors and recommend remedial solutions.
Delivery
Senior Roving Human Resources Officer will manage all HR functions consistently, transparently, confidentially and safely taking each issues and action timely as per internal polices and procedures. S/he also responsible in monitoring standad sector practices on reporting, data management and share learning across all locations in the country office.
Provide support and make sure all recruitment and selection processes are in line with Action Against Hunger guidelines.
Work on staff training and development plan and ensure annual refreshment training is conducted across the bases.
Oversee the staff onboarding process and staff inductions for newly hired employees and lead the process.
Implementing Action Against Hunger regulations (internal regulations and convention on social benefits – specifically on Insurance Management in collaboration with Insurance company)
Ensure the timely implementation of periodical performance management over the year and participate on in the assessment of the training needs based on the appraisals; manage and roll up the training plan for the mission with the support of D/HRHOD. Ensure yearly performance objectives are set on timely fasition.
Organize informative meetings and lead national employees on the HR rules and procedures
Ensure staff grievance and compliance are managed properly and any staff administration issues are addressed on time as per ACF rules and regulations as well as applicable country law. In addition, s/he served on a committee for investigation and compile the documents.
Make sure the appropriate staff administration procedures are in place and provide support to base HR focal persons
In collaboration with the insurance company ensure timely processing of claim/expense reimbursement.
Work as a focal person for Audit and Compliance and compile/provide any documents required by donors.
Providing support to Human Resources staff on the bases in implementing the tools and procedures of recruitment, training and career management.
Anticipating risks associated with national Human Resources Management.
Participating in the process of selecting partners and validating the Human Resources risk analysis provided by the bases.
In Collaboration with the Grant Team defining with partners the modes of Human Resources management in the framework of joint projects.
Validating the Human Resources aspects of partnership conventions and agreements.
Ensure all employees are taking online mandatory courses from the learn lab platform and conduct offline training for those who don’t have access.
Perform additional department duties as assigned by the HRHOD

Technically/functionally support base HR focal person ( Base HR Manager/Base HR administrator)

Physical Demands
While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
Must be able to travel as required (50%) for standard domestic business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
Required Qualifications and Professional Experience
MA/BA Degree in Human Resources, law, Business Administration or Management
At least 5 years of related experience (Roving role) with an INGO being HR Generalist
Required Skills & Competencies
Team management – organizational skills and management of priorities – good analytical skill, negotiation skill, high sense of confidentiality - diplomacy – good relational skills –
Proper communication skills - very good knowledge of English (oral and written) –
Computer literate (in all micro office softwares), advantageous for knowledge of any HR Software
