About the Country Program in Ethiopia
Action Against Hunger’s Ethiopia country office was established in 1985 in response to severe drought and subsequent famine, implementing relief and development projects in Tigray, Amhara and Oromia regions. Action against Hunger currently operates in six regions of Ethiopia (Amhara, Benishangul Gumuz, Gambella, Somali, Oromia and Tigray) and in Addis Ababa city administration responding to different crisis and building people’s resilience through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.
With more than 8,900+staff in over 50 countries, last year, we helped 28 million children and their families across 55 countries. We have a country team of over 900 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2023/24 are BHA, ECHO, EU RESET, UNHCR, UNICEF, GAC, GFFO, BPRM, SIDA, EHF, FAO, WFP, CIAA, Dutch Government and others.
I. Summary of position
To deliver and implement strategic management of all the logistics aspects of the Country Office and the day-to-day security. Design and align all logistics policies and procedures and lead in coordinating all logistics activities at mission level and for the provision of proper support to programs.
Purpose
Lead the department in implementing logistics policies to ensure strong logistical performance and provide effective support on procurement, fleet management, and warehouse management.
Engagement
The person in this role will regularly communicate and coordinate with the heads of departments, field coordinators, and program managers. They will work closely and collaborate with the Finance Head of Department, Deputy Country Director – Support, and other senior team members. Externally, they will work closely with other member organizations, potential suppliers, local contractors, NGOs, and INGOs to build an effective network for the Country Office.
Delivery
Deliver high-quality outputs to significantly contribute to program goals and maintain a reputation for quality and reliability, consistently providing services in line with the organization's policies and principles.
The Head of Logistics is expected to execute and deliver the following activities:
Develop and maintain an updated logistics strategy for the Country office.
Be overall custodian of all warehouses and institute best practices in managing and tracking the movement of inventory in and out of the warehouses.
Lead the process of developing (and/or) implementing Action Against Hunger standards which govern key logistics functions.
Participate in program development processes to ensure that the country office adequately addresses logistics priorities in program designs, forecasts logistics needs, and program designs/budgets are premised on concrete/updated data/assumptions (especially updated price forecasts)
Lead the process of developing and executing annual logistics plans, which enable the country office to effectively execute and realize its core strategic priorities. These plans will include: procurement, fleet management, facilities management and security plans.
Avail logistics data to other departments to facilitate the establishment of the country strategy.
Develop and update fleet management guidelines, train staff on managing rented and organizational vehicles and institute best practices in tracking their movement on a monthly basis.
In collaboration with the Support Service Director, ICT Manager, and Regional IT Specialist develop protocols for managing equipment and inventory in the country mission.
Conduct monthly analysis of data, do trend analysis, initiate corrective measures (if needed), and report on the progress of all logistics priorities.
Conduct monthly visits to all project locations to assess logistics standards and performance against standards; identify and address key risks timely.
Participate in the development and updating of country-level security plans (in alignment with the country office strategic plan).
Conduct ongoing landscape analysis, uses this info to update security plans and ensure that all-important risks are identified and addressed timely.
In collaboration with the Security and Access team conduct monthly security reviews of all Action Against Hunger-Country office.
Record and produce incident reports using the various tools (SIRO, text, templates, other) and participate in the management of incidents under the supervision of the Support Service Director.
Partner with HR to ensure that Action Against Hunger Country office attracts and develops a highly productive team of logistics professionals.
Coordinates staff capacity development and performance management processes.
Promotes performance management by ensuring that clear objectives for all logistics team and ensure that objectives are reviewed through constructive feedback and appraisals and a training plan.
III. Supervisory Responsibilities
Deputy Head of Logistics Supply, Deputy Head of Logistics Warehouse, and Fleet and Premises Manager.

V. Physical Demands
While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.
To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

VI. Working Conditions, Travel and Environment
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.
Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.
VII. Required Qualifications
Advanced university degree in Logistics, business or other related fields (professional qualifications in logistics management is preferred)
At least 5 years of senior-level professional experience in a similar role, preferably international experience.
Extensive experience in developing and executing logistics and security strategies.
VIII. Required Skills & Experience
Solid experience managing complex logistics operations (including multiple projects, locations and diverse budgets and teams)
Extensive understanding of logistics standards used by key donors (i.e., USAID/ BHA, BPRM, ECHO, EU, GAC, SIDA, GFFO, CIAA, UNHCR, UNICEF, UNOCHA/EHF, WFP and others)
Excellent analytical, team management, and communication skills.
Extensive humanitarian/development industry experience
Proven Staff Safety and Security experience in developing security comprehension to a variety of staff profiles.
Willingness to deploy into bases for weeks affected by large-scale security situation
Experience in developing, reviewing, piloting, and adapting Standard Operating Procedures in medium to complex humanitarian contexts
A strong ability to analyze strategic Safety and Security trends and develop appropriate plans and responses
Significant experience in security response, including demonstrated experience working with diverse field teams and being able to move to field locations to realize the same
Strong interpersonal skills with the ability to initiate good team understanding and people management
Able to work effectively in a multi-sectoral organization requiring strong communication, planning & organization skills
