POSITION:          M and E Officer                  

REPORTS TO:  Regional Manager/Area Coordinator 

DUTY STATIONS: Multiple locations (Area offices): 

  1. Afar (Semera) 

  2. Oromia (Addis Ababa) 

  3. Amhara (Bahirdar) 

  4. South Ethiopia (Sodo)

  5. Dessie

Activity background 

Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges. 

Empowered Communities Activity is a USAID funded activity implemented by Project HOPE led consortium that includes JSI, Amhara Women’s Association (AWA), Mothers and Children Multisectoral Development Organization(MCMDO), Progynist, and Family Guidance Association of Ethiopia(FGA-E) Professional Alliance for development (PADet), Meseret Humanitarian Organization (MHO), Illu Women and Children Integrated Development Association (IWCIDA) and Action for Integrated Sustainable Development Association (AISDA) . The activity will be implemented in the next four years between January 18, 2024, to January 17, 2028, in five regions of Ethiopia (Oromia, Amhara, Afar, South Ethiopia and central Ethiopia regions). The goal of this activity is to empower community and strengthen systems and platforms to improve health and nutrition outcomes. This is anticipated to happen through empowering the community to take ownership of their health; strengthening advocacy capacity of non-state actors with a focus on improving accountability, transparency, and responsiveness of the health system; strengthening social accountability systems and platforms and improving quality of RMNCH-N services provided by health facilities managed by non-state actors.

Job Summary 

The M&E Officer is responsible for designing and implementing the M&E activities in the assigned geographic area. S/he particularly will collect/compile & analyse project data; compile and organize quarterly progress reports; regularly monitor project performance and share information with project team; and maintain information management system used by the project. 

 Specific roles 

  • Support the development of a comprehensive M&E and reporting system that will enable the collection, documentation, tracking, and reporting of data related to results of the activity: outcome, output, and activity.

  • Support the central M&E team with the development of data collection and reporting tools and procedures.

  • Support the regional technical team during annual work planning exercise with review of relevant project documents, target setting for project indicators and consolidation of the planning document. 

  • Support the implementation of an information management system and dashboard that supports the collection and translation of raw data into an interactive visual used to track real-time project implementation progress and inform decisions.

  • Regularly collect and compile all data that are necessary to monitor activity progress at all levels.

  • Regularly check accuracy, completeness, reliability, precision, integrity, and timeliness of data reported by the LIPs, provide feedback and support implementation of corrective actions to maintain high quality of data for programmatic decisions.  

  • Compile and analyse data in the preparation of monthly and quarterly reports as well as ad hoc updates which provide comprehensive insight to the progress, constraints, gaps, and lessons of the project both to internal and external stakeholders.

  • Support the regional manager in preparing briefing materials on project performance and status, as required.

  • Compile and organize quarterly narrative reports from regional technical leads, review for consistency of indicator values included in the narrative report and share with the regional manager. 

  • Support ECA team with coordinating and/or conducting thematic assessments.

  • Regularly monitor and document implementation contexts, challenges, and lessons learned. 

  • Regularly document and share lessons learned and success stories.

  • Build capacities of relevant staff of the local implementing partners on performance monitoring, data management tools used by the project, and data quality assurance techniques.

  • Attend relevant meetings, participate in communities of practices, and present.

  • Closely work with the central M&E team and participate in knowledge management activities. 

  • Deliver additional tasks assigned by immediate supervisor.

Job Requirements

  • Bachelor’s degree in social sciences, Development Studies, Statistics, or a related field. A Master’s degree is preferred.

  • At least 6 years of monitoring and evaluation experience, preferably in USAID or other USG funded projects. 

  • Strong knowledge of M&E methodologies, tools, and best practices.

  • Experience in digital data collection applications such as CommCare, ODK and SurveyCTO

  • Proficiency in data analysis software e.g., SPSS, Stata, and MS Office. 

  • Excellent communication and report-writing skills.

  • Strong analytical and critical thinking abilities.

  • Ability to work independently and as part of a team.

Desired Skills:

  • Familiarity with project management frameworks.

  • Experience in capacity building and training.

  • Understanding of statistical analysis and research methodologies.

  • Strong organizational and time management skills
