JOB SUMMARY
The IMC Tigray Senior Security Officer (SSO) works in the direction of the IMC Tigray Program Coordinator. Additionally, the field SSO reports to IMC Country Security Manager and the IMC Country Director on technical issues related to security in the Tigray implementation areas. The primary function of the Tigray SSO is to provide assistance to the Tigray Program Coordinator, along with the IMC Country Security Manager and IMC Country Director on all issues of safety and security as they relate to IMC staff and programs in the Tigray refugee camps and host community. The Tigray SSO oversees daily security management for IMC programs in Tigray, as well as trains and mentors Security Focal Points. The SSO will monitor and assess security conditions and makes recommendations as appropriate. The IMC Tigray Program Coordinator is the direct supervisor of the SSO, along with supervision by the IMC Country Security Manager and Country Director.

Security Management
Assists in developing and updating as required the security guidelines, SOP’s, and Contingency Plans for the IMC programs in Tigray.
Trains IMC staff in Tigray in all security procedures and policies with the support of senior management by setting up meetings with PM’s and HR meetings to address issues.
Coordinates and monitor security activities to ensure that safety and security policies and procedures are implemented.
Ensures that incidents in the IMC Ethiopia Tigray region follow the procedure of reporting as set up by IMC Global and are distribute security-related to authorized persons.
Collects security related information from local and regional resources as it applies to IMC Tigray sites and communicates with the IMC Tigray Program Coordinator, Country Security Manager and Country Director as appropriate.
Monitors the security preparedness of IMC Tigray staff and works to enforce staff compliance with internal security policies and SOPs.
When directed, carry out investigations and capture lessons learned to be incorporated into future staff Ensure weekly security reports are completed and submitted, providing timely updates of all situational and security developments including investigation of security incidents.
Conducts and submits Security Risk Assessments of IMC Tigray programs, as required. Conducts and submits full IMC Tigray Site Security Surveys of every site visited.
Organizes safety and security training for the field staff members.
Recommends changes in IMC Tigray security plans as needed.
Ensures induction security briefings are conducted to all arriving staff, visitors, or volunteers.
Human Resources
Oversee the recruitment and selection of security staff whom he is in charge of and need to supervise and control on a regular basis (guards, other…), recommend disciplinary action and termination of staff in consultation with the Tigray Program Coordinator.
Make frequent Tigray site visits to facilities to carry out security assessments and ensure appropriate care and training are being conducted. Maintain open lines of communication with all field staff.
2.Training/ Capacity Building
Determine security training needs for the IMC Tigray staff team in collaboration with the Program Coordinator.
Works with IMC Tigray Program Coordinator and IMC Country Security Manager to conduct any staff security training that is warranted.
3.Working Relationships
Maintain excellent working relationships with IMC supervisors and the IMC Tigray staff teams.
Build strong professional relationships with Tigray regional authorities, and other NGO’s.
4. Representation
Attends security coordination meetings and provides updates on current security issues in Tigray.
In collaboration with HR, contribute to the creation of a positive image and overall credibility of IMC, notably through the application of the organization’s Code of Conduct, ethics, values, and standpoint with regard to internal and external actors.

Typically, having a bachelor’s degree and 3 years of relevant working experience in security risk management.
An equivalent combination of relevant education and experience may be substituted as appropriate.
Any security risk management training courses are an advantage.
Practical field experience in security risk management role in the field (e.g., direct INGO security management).
Experience of incident reporting, incident mapping, intelligence collation, and analysis functions, set up and execution of an incident warning system (warden system), and compilation of security reports and assessments.
Technical competency and training experience in field-based communications systems such as, satellite systems, and internet systems.
Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint, Access, and other database/mapping systems.
Fluent in written and spoken English and knowledge of Tigrigna is an added value.
