Caritas Germany (CG), the German Catholic disaster relief agency, provides disaster relief on a global scale together with a closely knit network of 162 independent national Catholic welfare associations. Background
CG has been supporting projects in Ethiopia since the 1980s with the overarching goal of supporting the most vulnerable, particularly women, children, and the disabled in humanitarian crises. With this focus, Caritas Germany supports humanitarian projects across all regions of Ethiopia. Our programs specifically focus on food security, WASH, education, health, and protection.
In preparation of the potential award of a new third-party grant from the German Federal Foreign Office (GFFO) planned to start on 1 August 2024, CG, as the lead agency, is seeking a MEAL and Program Advisor to oversee the implementation of a humanitarian project focusing on food security and water, sanitation, and hygiene (WASH). He/she will engage with two local partner organizations, who will be tasked with the implementation of the project.

Lead the project consortium, which includes Caritas Germany, the Ethiopian Catholic Secretariat, and the Catholic Secretariat of Hawassa, and ensure adequate and timely delivery of all project components from start-up to closure
Ensure high quality of all project inputs and outputs, including baseline assessments, monitoring and evaluation, as well as narrative and financial reports
Ensure the uninterrupted flow of information to and liaise with all stakeholders regarding the implementation of the project including changes required or obstacles faced
Ensure that Caritas Germany’s project management systems and procedures are applied in line with the needs of the project and donor requirements
Provide an advisory and supervisory role in all processes related to the project’s food security and WASH components
Advise the project team on donor-specific project management requirements and emerging issues
Support local partner organizations in the implementation of project cycle management tools
Support local partner organizations in the adoption and use of relevant MEAL tools, including data collection through Kobo Toolkit (or similar applications)
Supervise, train and mentor less experienced project staff
Travel to the project sites in Southern Ethiopia for validation, verification, and effective implementation of project activities
Support financial monitoring and mitigation of fiduciary risks
Ensure that adequate MEAL systems are established and train staff on the use of appropriate MEAL tools
Ensure that the public visibility of the project is carried out in line with donor requirements, as well as support appropriate advocacy and other visibility efforts, including but not limited to government relations, advocacy, and media appearances
Support the drafting of project reports based on donor requirements.
Terms and Conditions
The employee will be based in Addis Ababa, with frequent travel to Hawassa, Yabelo, and Moyale.
The indicative gross salary is 20,000 euros per year, including benefits such as a 13th month salary. Private health and risk insurance will be provided. The actual salary entitlement will be commensurate with the qualifications and seniority level of the staff in question
Starting Date: 1/8/2024
Duration: 12 months, with possibility of extension
Qualifications
Degree (preferrable at Master’s level) in humanitarian assistance, international relations, public administration, statistics, natural or agricultural sciences, business or any related discipline
Minimum of five years experience implementing humanitarian projects for a well-recognised organisation (ideally implementing food security, WASH, and/or protection components)
Proven work experience as a project or MEAL coordinator, manager, advisor or similar role
Experience managing international grants (GFFO, BMZ, EU, UN system, or others)
Proven experience in leading teams, managing competing priorities and working under tight deadlines
Proven ability to undertake several tasks simultaneously and to achieve high quality outputs
Ability to navigate complex environment and multi-stakeholder constellations
Personal Skills
Analysis and problem-solving skills with ability to make sound judgment
Good relationship management skills and the ability to work closely with local partners
Sound knowledge of standard food security and WASH indicators, as well as MEAL data collection tools and processes
Proactive, results-oriented and service-oriented
Willingness to work with local partners with limited MEAL capacity
Attention to details, accuracy and timeliness in executing assigned responsibilities
Identification with the values of Caritas Germany and the Caritas confederation
Professional proficiency in English and Amharic
