Job Description

POSITION:  IT and Digital Health Specialist

REPORTS TO:            Digital Health Advisor 

DUTY STATION:       Addis Ababa 

MINIMUM HOURS OF WORK:         40 hours per week

JOB SUMMARY

The position holder is expected to accomplish the following tasks of Project HOPE:

  1. Lead the design, implementation and monitoring of Information Technology and Communication systems of Project HOPE and its projects in Ethiopia. 

  2. Advise the Senior Leadership Team (SLT) in IT options to facilitate programmatic and administrative functions.

  3. Work with host government IT and related platforms (such as mHealth, eHealth, …) to ensure Project HOPE’s IT systems are in line with the existing system in the health and other relevant sectors. 

  4. Serve as a focal person for Project HOPE in its engagement with relevant stakeholder on IT related matters.

SPECIFIC RESPONSIBILITIES 

Program/project support:

  • Responsible for installing, configuring, and maintaining computer hardware and software, local server, as well as troubleshooting and resolving technical issues.

  • Work closely with the Digital Health Advisor and M&E team in the design, development, testing, and deployment of software/applications for Project HOPE-led or engaged health projects. 

  • Demonstrate the software/applications before wider use or scale-up.

  • Closely follow up on implementation of software/applications developed through involvement of Project HOPE

  • Regularly monitor the performance of software/applications, document lessons learned and share to relevant teams of Project HOPE and/or its sub partners.

  • Provide technical assistance, trainings, and/or trouble shooting service to local implementing partners using the applications supported by Project HOPE

  • Provide routine technical support to end-users and implementing partners via email, phone, or in-person at all Project HOPE operation sites that may involve travelling as necessary.

  • Develop IT-related SOPs, manuals, guides for local use.

  • Collaborate with Project HOPE M&E team in terms of electronic data collection, storage, analysis, visualization, and reporting.

  • Design, develop, and maintain electronic databases, and assist the M&E team to abstract data for performance review, monitoring, and implementation research.

  • Manage digital health technology platforms and data visualization software, such as the CommCare digital platform, Power-BI software, and others.  

Advisory Role:

  • Ensure Project HOPE's IT infrastructure and systems are running smoothly and efficiently.

  • Analyze available ICT options for relevant programs/projects implemented by project hope and advise the Senior management team and technical leads to make informed decision. 

  • Actively participate in national technical working groups or task forces to provide technical assistance to MOH, FHAPCO and relevant others 

Liaison Role 

  • Serve as a focal person for Project HOPE in its engagement with HQ and relevant stakeholder on IT related matters.

  • Responsible and serve as a focal point on all IT related matters during internal and external audit.

Strategic role: 

  • Adapt Project HOPE’s HQ IT strategies/guidelines to Ethiopian context and ensure compliance by all staff.

  • In collaboration with HQ IT unit, play a key role in implementing new IT solutions to meet the Organization’s changing needs. 

  • Explore potentials of ICT platforms for innovative approaches in addressing programmatic challenges in health service delivery, programmatic management and information exchange for action

  • Work closely with relevant units/teams of Ministry of Health and relevant others to ensure priorities of Project HOPE are aligned and its activities harmonized with regards to ICT linked health programs 

Other roles: as deemed necessary and provided by immediate supervisor or SLT.

Job Requirement

  • Education: MSc Degree in ICT in Computer Science, Software Engineering and above 

  • At least 8 year relevant work experience 

  • Specialized knowledge: Software development especially on digital health technology platforms  including mobile health (mHealth) applications, e.g., CommCare, DHIS2, etc. ….

  • Good interpersonal skill and can work in multiple teams
