Job Description
The purpose of the ASRHN Team Leader (TL) position is to provide overall leadership, coordination and supervision of interventions and staff in the uplift project in Afar field office. S/he ensures FSA project implementation; monitoring, evaluation guidelines and plans are followed in the FO to effectively contribute to the achievement of project results and CARE's strategic objectives to address underlying causes of poverty and food insecurity, and gender inequality. S/He will act as the team leader for the uplift her project planning, implementation, and quality of all adolescent SRH and Nutrition activities, with close supervision and direction from the program manager and HER unit coordinator. S/he will be responsible to provide technical support on adolescent SRH and nutrition components of Uplift Her project around assessment, planning, implementation and monitoring as per the approved work plan. She/he is responsible for cascading and follow-up of various capacity building tools and techniques, conduct comprehensive supervision and monitor the implementation of the project and team under her/his supervision. In collaboration with the project staffs, the team leader is responsible to organizes and facilitates various trainings for counterpart, program partners and staff. She/he facilitates and follow-up with proper monitoring of capacity building activities provided and document outputs and outcomes of the capacity building efforts. The team leader will report directly to the program Manager and will work closely with other advisors in the HER unit, managers, and project staffs to ensure program quality and impact. The ASRHN team leader also establishes and maintains effective working relationships with government and non-government partners working in the Afar FO.
Job Responsibility 1: Technical leadership for Planning and Implementation of Project Activities (30%)
Participate and support that the FSA project plan at zone and woreda level is prepared with full participation of the project team, community, and partners.
Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization.
Ensure targeting for project beneficiaries is made in participatory manner.
Works closely with FSA, zone and woreda partners in planning, implementing, and monitoring and evaluation of the project activities.
Makes sure that Gender and accountability specialist and M&E officer have their plans broken down to annual, quarterly, and monthly basis.
Supports the development of Woreda and Partner level plan including the activities of adolescent SRH and nutrition aspects as being an integral part of the plan at Woreda.
Supports and facilitates the zone and woreda plan to include CARE's projects plan and thoroughly understood and be accountable for the overall implementation and monitoring and evaluation of the projects.
Ensures that the project activities are implemented according to the technical specification set together with partners and time schedule and within the limit of the planned budget.
Ensures that the project’s capacity building activities are implemented in line with the felt need and capacity gap of partner staffs which addresses the projects set objectives.
Ensures that gender issues are properly addressed during the process of the project cycle management.
Ensures that policy learning and advocacy related to women empowerment are incorporated at all levels of the projects’ planning and implementation and from woreda to PA/village level.
Job Responsibility 2: Monitoring and Supervision and Capacity Building (25%)
Support and coordinates need assessment of zone and woreda partners, kebele, and village level community institutions, for the capacity building in relation to the project’s implementation strategies, methodologies, and activities.
Support FSA and facilitates joint participatory monitoring programs with the zone, woreda partners, Kebele steering committee members and community groups, both technical and management bodies, document lessons and provide feedback to the project office.
Support and encourages FSA timely regular review meetings and project review schedules at zone and woreda level and help different institutions must have institutionalized commitment.
Supports and build the capacity of FSA staff to have deeper understanding of the different technical areas of the projects, participatory monitoring and evaluation, cross cutting issues and including community empowerment, program approach and as well as good governance.
Support and ensure regular review meetings with the project staff and record lessons and provide feedback to the participants and to the project.
Together with the project staff, partners and subgrantee sets project quality standards and action steps and monitor the performance accordingly.
Conducts regular supervision and closely works with the field workers on site.
Ensures that the allocated resources are timely mobilized and properly used on the site.
Makes sure that all project resources go to the appropriate and needy targeted community members with all the required quantity and quality.
Resolve technical problems/and other issues that field workers and partners face with in his/her capacity and if not report to the relevant technical/management staffs for support.
Job Responsibility 3: Learning, Design, Measurement (LDM) and reporting (20%)
Support the project LDM manager in Design, develop and continuously update project monitoring and evaluation tools and systems.
Support establishment and maintain monitoring and evaluation system to measure the overall performance of projects.
Maintains the M&E systems, collects, compiles, and analyzes routine project data.
Facilitate the preparations of Detailed Implementation Plans (DIP) including monitoring and evaluation plan for projects.
Ensures that detailed implementation, monitoring, and evaluation plans are prepared on a timely basis.
Develop and maintain monitoring and evaluation information management system for the Projects.
Ensures the timely collection, analysis, and utilization of program related information.
Regularly maintains project LDM information using appropriate database management system and makes it accessible to FO and CO staff.
Works with LDM manager to promote learning within the program and across different programs.
Proactively work with and support LDM manager in establishment and maintenance of learning and knowledge management systems and sharing of lessons within and across CARE programs and with strategic partners.
Establishes firm and institutionalized working relationships with local officials, community institutions and other stake holders.
Develops appropriate reporting formats together with the LDM and other relevant technical staff.
Collects monthly and quarterly performance reports from Concerned offices and relevant project staff.
Checks and confirm the correctness of the reported activities.
Prepare monthly, quarterly, and annual reports of the projects as well as assist the Project Manager on preparing narrative donor reports. The report must include detailed descriptions, challenges, problems faced, and lessons learned in the reporting period.
Prepares regular project progress updates zone and woreda level and discuss with concerned bodies.
Collect, compile, and submit project progress update from subgrantee partner.
Represents CARE at zone level as required.
Ensures that organizational core values, policies, procedures, and program approaches are clearly understood and adhered to in the daily functioning of the zone and Woreda offices and that information to monitor project progress and organizational performance, including M & E data are collected and used for organizational learning, decision making, reporting, and for promoting innovations.
Job Responsibility 4: Partnership, and Networking (10%)
Establish and maintain productive relationships with subgrantee (FSA) and partner organizations working with CARE.
Establish and maintain productive relationships with government offices, non-government organizations, and expert institutions and draw different experiences to be shared with project staff.
Liaises with relevant government institutions and authorities to keep updated information on new or improved policies, strategies, guidelines, related with Adolescent SRH and Nutrition to inform project strategies and activities accordingly.
Provides linkage support to networks with other organizations working on Adolescent SRH and Nutrition.
Identifies, establishes, and maintains productive relationships with like-minded non-government organizations.
Work to progressively improve CARE’s engagement in sexual reproductive health and nutrition programming.
Actively participate in sexual and reproductive health, and nutrition forums to facilitate learning and scaling up of good practices.
Ensures the communication of new developments in the area, strategies, concepts and approaches within the organization, with partners and other stakeholders.
Job responsibility 5: people management - Staff Supervision, Coaching and Team Building: (10%)
Supervises M&E officer and Gender and livelihood specialist, give technical and management support.
Support the development of high performing project team and ensure that appropriate procedures and policies are followed.
Conducts performance objective setting, review, and appraisal of the employees under his/her supervision according to the policy of the organization.
Job Responsibility 6: other duties as assigned (5%).

The duties and responsibilities described above are subject to change, depending on CARE Ethiopian funding or programming.

BSC/BA degree in sexual and reproductive health, Public Health, nutrition, health or equivalent combination of education and work experience
B) EXPERIENCE:
Required:
5 years’ experience in community participatory project implementation preferably on Adolescent SRH and nutrition or related activities.
C) TECHNICAL SKILLS
Required:
Supervisory skill.
Computer proficiency.
Good communication and report writing skill.
Knowledge of local Language.
Data base management and interpretation knowledge as well as skill
Familiarity/training in participatory extension approach.

VII. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
This position is based at Semera with frequently travel to the intervention woredas (Dulessa, Argoba, and Awash Fentale) of the project. The position requires 25 - 30% travel to intervention Woredas and kebeles under her/his supervision.
