The Ethiopian Red Cross Society (ERCS),Oromia Regional Office wants to recruit employees in the following vacant positions the details of which are mentioned below.
About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.
Job Summary
The WASH Engineer will be responsible for providing technical support to the implementation of the ICRC WASH programs in Oromia in close coordination with the ICRC Water and Habitat unit and the regional, zonal and local water bureaus, namely in rehabilitating water supply systems, hand pumps and organizing capacity building activities to ERCS volunteers and community members and other ERCS projects.
Main Duties and Responsibilities
Project Design and implementation
Prepare detail designs for new planned water infrastructure civil works with consultation of ICRC Wathab Engineers, Partner National Society, and budget holder department and implementing branch.
Undertake technical and financial planning and liaise with the relevant budget holder departments.
Promote and ensure community participation and initiatives through all possible methodologies in all project phases.
Manage all Water and Infrastructure project resources based on the system laid by the organization.
Train and coach branch (WASH outreach workers) to excel on their work based the planned activities.
Manage the hardware parts of the project based on the frameworks set by the organization.
Facilitate and perform handing over of completed project to direct beneficiaries, local authorities through respected line offices.
Ensure that the planned activities are performed with in the given time frame and budget allocated while respecting the quality aspects
Financial Management
Participate on the preparation of detailed project budgets and budget revisions.
Responsible for ensuring proper, efficient and timely utilization of allocated program/project budget.
Responsible to control the budget allocated to the sector and ensure that activities are implemented according to quality required and agreed plans.
Reporting
Prepare periodical progress reports (monthly, quarterly, biannually and annually)
Responsible to keep and maintain records, data and documents related to implemented work.
Networking
Create appropriate linkage; working procedures and information sharing with the ICRC Wathab department and ERCS’s program staff/movement partners’ and external stakeholders (WASH cluster, NGO and Government Sectorial ministries, Bureaus’);
Monitoring & Evaluation
Undertake Monitoring and Evaluation of the implemented WASH projects/trainings.
Facilitate and participate agreed monitoring sessions during the implementation of WASH projects
Document learning from implemented projects and share for others across the organization
Conduct and document annual learning reviews;
Qualifications and Experience
MSc or BSc Degree in Civil Engineering, Hydraulics Engineering, Irrigation Engineering, Water Resources or any water related Engineering disciplines, or any other relevant fields of study.
At least 4/6 years of experience at increasing capacities in the WASH sector; of which three years in NGO setting related to rural water supply and sanitation and previously Red Cross experience is an asset.
Other Skills & Competencies
Field experience in managing international humanitarian operations in WASH.
Relevant skill in computer and engineering software packages (MS Offices, WaterCAD and Auto CAD)
Practical experiences in planning and managing community and institutional infrastructure and WASH interventions in development and emergency contexts
Experience in designing and constructing community level water, sanitation and public infrastructure facilities.
Experience working on gender sensitive and disability inclusive designs
Ability to work well within a team and take responsibility to deliver results.
Excellent interpersonal, communication and presentation skills
Ability and willingness to live and work in harsh and difficult physical conditions in an area of potential insecurity.
Capacity to work & build strong relationships with Partners, local government offices;
Demonstrated experience supervising projects and preparing supervision reports
Self-driven and result oriented
Fluency in English and Afan Oromo, both verbal and written
Commitment to Red Cross values.
