About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.
Job Summary
Under the general direction and supervision of the WaSH manage, senior Wash engineer is responsible for needs assessment of WaSH facilities infrastructure, feasibility survey, develop bill of quantity, specification, design and implementation schedule of Wash project activities. Monitor and supervise the WaSH activities of the national society which are implemented in different branches. Provide technical support and suggestions for the implementing branches and timely reporting about the implementation of the WASH project activities as per the Senior WaSH Engineer will prepare detailed designs for planned rehabilitation of existing water sources and development of new water sources and subsequent infrastructure in consultation with the WASH division manager. The senior WaSH Engineer will follow-up and supervise the WaSH project activities and ensure their completion within the timeframe and the allocated budget.
Take part to Plans, organizes, directs and controls health and WASH activities of the work unit
work with and support WASH manager in developing quality and professional design, drawing, BoQs, guidelines, implementation strategies related to water supply and sanitation technologies as & when required
Prepare detailed designs for water source development and related infrastructure works in consultation with Project Coordinator, branch Head, relevant stakeholders, partners, and the concerned work units at ERCS HQ.
Support WASH program in monitoring and supervising water trucking activities in the Community and ensure that effective implementation of the water trucking activities is maintained and all records kept up to date. ; Perform geo-hydrological survey to assess potentials of water sources development
Validate the progress and quality of work of the contractors, and make the connection with the operations and finance to ensure their payments are done well on time.
Select sites for rehabilitation of the existing water facilities and development of new water facilities e.g. rehabilitating the existing ponds and cisterns, drilling shallow wells, hand dug wells and spring development.
Design water sources systems and school/community latrine structures according to local physical and topographical conditions in compliance with national/regional government standards.
Prepare technical specifications for construction of water sources and school/community latrines; Undertake technical and financial planning of WaSH activities liaises with the WaSH manager, partners and relevant budget holder departments at ERCS HQ and branches.
Support the procurement of construction materials and contractors’ assignment; Supervise water points, schools/community, model and household latrine constructions and San plat productions and ensures that the quality is in compliance with national and regional standard norms.
Follow up the timely and cost-effective accomplishments of all water works of the project; Conduct regular monitoring and evaluation of all outsourced water works of the project as well as all works mentioned above.
Ensure that necessary documents (plans, ToRs, reports, best practice and lesson learnt) are submitted to the WaSH manager and to relevant work unit before sharing it with the relevant stakeholders.
Support the regional, zonal and woreda water office in setting up water quality testing and water resource management systems as described in the project proposal; Compile monthly progress reports and monitoring reports and submits same to his/her supervisor with regard to budget and time.
Work in close collaboration with regional and zonal branches of ERCS and other stakeholders, liaise with them, document their feedbacks, and respond to their queries; Ensure and follow up proper and cost-effective utilization of the equipment, instruments, and other resources deployed for the project under his/her direct supervision; Facilitate and participate in agreed monitoring sessions in the implementation of WaSH sector with the partner/donor/stakeholders
Create appropriate linkage, working procedures and information sharing with different program staff/movement partners and external stakeholders (WaSH cluster, NGO and government sectorial bureaus).
Represent ERCS in WaSH sector networks in the region i.e. WaSH clusters, share organization best experiences of ERCS to the networks, when assigned by the manager or management of the national society.

Qualification
MSC/BSC in the field of hydraulics/irrigation/water resources or other water related engineering disciplines
Proven practical experience in the planning and execution of WaSH projects for at least 6/8 years.
Working experience with rural development projects, preferably in large water and sanitation or related projects.
