Major Responsibility

  • Ensure Functionality of Program Accountability and MEAL Systems:

  • Ensure the implementation and functionality of JGFD (commodity) MEAL System, SMILER in assigned GFD operational areas and ensure Program Accountability

  • Functioning MEAL systems will be established to an acceptable quality which will be useful for:

  • Gathering and analysis of information, the reporting of processes and outputs.

  • The MEAL will be used to assess progress made in saving lives and livelihoods of affected people.

  • Contribute to an informed decision (Use data to drive decision-making)

  • Makes it easier for employees to find and understand the information that they need to do their jobs.

  • Accountability to affected People and donors ensured

Monitoring and Reporting:

  • Undertake regular monitoring according to the project monitoring plan, engage in surveys (midterm and final evaluations), and prepare and submit monthly, quarterly, semi-annual, and annual result reports for activities undertaken at GFD and GFD commodity emergency operational woredas as per the requirement of the donors & local government.

  • Desirable changes in individuals, families, and the community as a whole that are achieved through the programs will be revealed through the reports which also will contribute to increasing the organization’s reputation.

  • Reports will be done using appropriate monitoring and reporting tools and methodologies as required by donors.

Capacity Building:

  • Build the capacity of field-level staff on the development & implementation of the program’s MEAL tools & systems as deemed necessary.

  • Provide on-the-job training or formal training (Mainstreaming) that is related to MEAL aspects as deemed necessary.

  • Measures gaps between actual and desired performance and then will measure results or progress toward desired results.

Coordinate and Actively Engage in Surveys:

  • Coordinate PDM, Data Quality Assessments, Baseline, Mid-term and Final evaluations, etc. of GFD and commodity implemented under food assistance in assigned areas.

  • Verifies and validates collected data from commodities in targeted areas to identify and resolve inconsistencies and inaccuracies in the field.

  • Program surveys (baseline, midterm, and final evaluations, Post Distribution Monitoring Surveys, etc.) are conducted and the reports are shared and documented.

Learning & documentation:

  • Support the Learning and documentation through preparing Success Stories, sharing documents, presentations, etc. in coordination with the program implementation team) and Participate in designing and implementing studies, assessments, and learning in coordination and cooperation with other program staff.

  • Learning from the program will be assessed, developed shared, and documented. Data of the emergency response are managed appropriately according to the program standards.

Job Requirements

Required Professional Experience

  • 3-5 Years of experience in food Assistance programs, disaster mitigation, and development-related fields with a minimum of 2 years experience in a similar position.

Required Education, training, license, registration, and certification

  • MA/MSc or BA/BSc Degree in Economics, Development studies, M&E, Disaster Management, Rural Development and related fields

Preferred Knowledge and Qualifications

  • Strong knowledge and working understanding of Emergency Food resource management.

  • Demonstrated capacity to lead the team with a similar scope of work.

  • Experience in food assistance programing, Grants/project management, Market Assessment and Analysis, Cash transfer programming, project design, implementation, monitoring, evaluation and report writing

  • Good understanding of humanitarian standards

  • Good knowledge of local context

  • INGO experience

  • Ability to work in high-tension and high-security risk situations

  • Ability to work in and contribute to team building environment
