Job Description

Job Overview:

The water technician reports administratively to the Camp manager with the technical EH Manager the Water Technicians will be responsible for overall facilitation, supervising water supply system operation, installation of water supply system electromechanical parts, and pipelines, regular application of water quality testing with chemicals & ensuring proper operation & regular maintenance of the water supply facilities including surface water treatment, borehole water sources equipment, dewatering pumps, installation and maintenance of water collection points in Sherkole refugee camp. Ensure availability of generators, surface pumps, submersible pumps, hand pumps, all accessories related with the operation of water system and generator sets installed toward the supply of safe water.

Major Responsibilities

Coordination and representation

  • Represent the IRC and Work closely with RRS and UNHCR for refugee setting and for local intervention Region, Zone/Woreda Water and Health Offices towards efficient and effective implementation of the project.

  • Ensures that all generators have enough back up easily moving parts for the genets in consultation with his supervisor.

  • prepare performance targets evaluation with camp/transit centers (plumber and water system guards) support the camp manager and work with EH officer on the staff evaluation process.

Project implementation:

  • Serve as a main technical focal point for activities related to troubleshooting (generators, control systems, etc---) at Sherkole refugee camp.

  • Prepare detailed specifications including item description, part #, and quantity of spare parts necessary to fix identified problems on electro-mechanical parts (pumps, generator set, dewatering pumps, water treatment kits, control panels, etc) of water supply schemes

  • Identify gaps & plan for onsite training to build the capacity of the water guards/operators, water system caretakers, and water attendants.

  • Keep records of fuel consumption, generator working hours, and electromechanical equipment performance indicators during the operation and maintenance phase and report to the Senior EH officers

  • Provide the necessary technical support to plumbers, WMCs, water guard operators, refugee incentive workers, and technicians in the operation and maintenance of their water supply scheme facilities.

  • Made updates of each electro-mechanical equipment on a monthly base for Total operation hours and the status of the generators with their existing location.

Monitoring & evaluation:

  • Prepare & put in place a monitoring plan for the operation & servicing of the generator set and pumps and other water supply systems accessories in the transit center, including the person working under the operation.

  • Directly supervise a team water system operation (plumber, water system guards national and WSCT incentives)) for refugee intervention in specified camps and Transit centers

  • Supervise the recruitment, training, management of the water system operation and maintenance team (generator operators, plumbers, and chlorinators), and water system caretakers, incentive guards in the Camp and transit centers.

  • Assists and facilitates the orientation of newly recruited EH staff on behalf of the EH team in the camps.

  • Maintain a regular system of project progress monitoring and evaluation

Capacity building:

  • Organize and deliver training on the operation and maintenance of electro-mechanical parts to operators and technicians selected from refuges or local people;

  • Coordinate and deliver training on O &M refugees and host community

  • In collaboration with other EH teams coordinate and facilitate different trainings for Water caretakers and government partners per the project scope.

Proposals:

  • Participate in needs assessments in the sector of water and sanitation, hygiene, and health promotion when required.

  • Actively participate in the preparation of proposals, especially log frame, technical description, and budget development and request.

Human Resources / Staffing:

  • Identify staffing needs and assist with recruitment when necessary.

  • Support EH officers, Water technician officers, and water system caretakers with IRC performance reviews.

  • Follow the IRC HR policy at the working workplace.

Supply chain /Finance:

  • Liaise with IRC Administration, supply chain, and Finance Departments to ensure smooth operations and appropriate support to ensure smooth project implementation.

  • Raise and/or follow up on purchase requests, conduct equipment, and materials inspections and ensure timely supply of materials to the site.

  • Prepare utilization plans for inventories and work closely with collaborators on effective and efficient use of resources and old grants.

  • Identify & ensure the procurement of minor tools required for the operation & maintenance of the water supply systems including, spare parts for the water system operation, generator sets, and control panels for pumps.

Reporting:

  • Prepare weekly and monthly progress reports and keep the supervisor advised of the maintenance and installation.

  • Compile and share the material utilization and log sheet report every week.

  • Other duties as assigned by the supervisor.

Safeguarding Responsibilities: -

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]

  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and promote IRC values and adherence to IRC policies.

Qualifications

Educational Requirements:

  • Degree holder 2 years in Electricity or Auto mechanics and post-graduate 1 year working experience.

  • Diploma and/or (10+3) TVET in Electricity or Auto mechanics from colleges and with 5 years of relevant demonstrated experience; Auto Mechanic/Electricity graduates.

  • A diploma plus certificate in Electromechanical or plumbing installation Technology from a recognized institution and experience in surface, submersible, and solar-driven pumps and generator operation & maintenance is helpful.

Preferred experience & skills:

  • Knowledge and experience in the operation of motorized water supply schemes

  • Have demonstrated experience on the generators and submersible pumps problem detection and servicing.

  • Have good ability in communication and coordination capacity within the staff and refugee incentives and community.

  • NGO experience is desirable.

  • Strong and proven track record to prioritize and deliver on time.

  • Strong analytic problem-solving skills

  • Demonstrated ability to work effectively with partners at all levels.

  • Ability to manage and work through change proactively and positively.

  • Ability to work under pressure and meet tight deadlines.

Language Skills:

  • Communication skills spoken in English, the Local language, and/or Amharic are a plus
