While GOAL continues to be an agile first-responder to humanitarian crises, it is also committed to working with vulnerable communities to help them survive crises and support them on the road to recovery.

Country Context
Since the early 1980s, GOAL has been working in Ethiopia, implementing a multi-sectoral, countrywide humanitarian and development programme. We now work in 55 districts across six regions in Ethiopia: Afar, Benishangul Gumuz, Gambella, Oromiya, Somali and SNNPP. Our programmes focus on alleviating poverty, addressing development challenges, and responding to sudden-onset and protracted humanitarian crises, such as drought, conflict, and displacement. GOAL targets the most vulnerable of communities and groups with specialised programming in key areas, including nutrition; water, sanitation & hygiene (WASH); livelihoods and food security; health, as well as protection interventions.

Job Purpose

GOAL is seeking a highly experienced and energetic individual to join our team as Country Director – Ethiopia. This is a critical role and requires an inspiring leader with a proven track record of successfully managing and growing a large country programme. You’ll be responsible for the strategic direction, development, and promotion of GOAL’s work in Ethiopia. The CD will drive organisational coherence and policy implementation with regular and effective communications within the country team and with GOAL Regional Office

Duties and Responsibilities:

The key areas of responsibility for a GOAL Country Director are:
Programmes

  • Ensuring all programme activities are planned, resourced, implemented, monitored and evaluated in a timely manner, ensuring that they are appropriate, necessary, cost effective, targeted, sustainable and in keeping with GOAL’s mission and philosophy.

Fundraising / donors

  • Securing adequate funds for GOAL Ethiopia programmes is shared between the Country Director and the Regional GOAL office (secure programme funding from donors in-country where possible)

    Financial Accountability

  • Accountability for all financial matters in the field by review and approval of monthly management accounts.

    Employees

  • Responsible for the health and welfare of all staff and are empowered to use all available resources to promote their development in line with GOAL policy.

Resource Management/Logistics

  • Working closely with the Systems Director on all aspects related to logistics, to ensure that all available and appropriate resources are accessible in their country of assignment.

    Safety and Security

  • Be fully informed regarding the political and security environment within their country of assignment.

Representation/Visibility

  • To represent GOAL within their country of assignment this includes Media and visibility, ensuring there is appropriate liaison and negotiation with the relevant Government partners, regional and local authorities; donors; local agencies etc.

Job Requirments

The Person

Proven experience at Country Director Level in the overseas humanitarian or development environment

Significant overseas management experience in humanitarian assistance and development programmes

Previous experience of leading and developing a large in-country team

Comfortable liaising with government officials and a variety of donors

Familiarity with NGO Red Cross Code of Conduct, the People in Aid code, and Sphere Minimum Standards

A willingness to regularly travel to programme sites.
