Job Purpose:

The Gender and Protection Officer will provide technical leadership on gender based violence prevention and protection mainstreaming in Concerns Emergency programming in Tigray Region. Specifically, he/she will support to mainstream, manage, provide training and technical support on GBV and protection as a whole to the project teams with including prevention and or mitigation. He/She will work closely with the program teams in strengthening of referral pathways within the response and ensuring that program beneficiaries and survivors are aware of the available support.  In collaboration with the Field Team the position holder will ensure that target beneficiaries (men, women, boys and girls) with protection concerns across the different activities, MHNTs, Cash among others are identified and receive support by ensuring standard tools and procedures are in place and adhered to by team members to protect them from being harmed. He/She will support to coordinate with other protection and Gender actors to ensure protection issues are addressed regularly and on time. The position holder will represent Concern in different clusters and working groups including the protection cluster, health cluster, PSEA network among others.

Main Duties and Responsibilities:

Technical Support and Facilitation

  • Assess the presence and application of the GBV guiding principles and basic capacity to respond to the needs of GBV survivors in the program areas.

  • Provide technical accompaniment and capacity building support staff. 

  • Develop and update referral pathways in consultation with the GBV AoR and GBV service providers. 

  • Conduct Protection activities such as group based psychosocial support, outreach activities, case management, referral mapping and protection mainstreaming in collaboration with Senior protection officer.

  • Undertake a Protection Risk Analysis periodically to ensure Protection interventions and other sector interventions are addressing the needs of people with heightened protection risks with the integration of do no harm principles.

  • Coordinate with Woreda administration, local and international NGOs, UN agencies and other stakeholders to ensure holistic support for survivors, including comprehensive referral pathways.

  • Builds the capacity of the health and nutrition teams to respond to the needs of GBV survivors as appropriate.

  • Support health and nutrition team to incorporate robust community outreach activities on GBV prevention and awareness raising on available support for survivors.

  • Work with all Woreda team leader, the Health and Nutrition project officers, MEAL technical officer and senior technical assistances to ensure that protection mainstreaming principles are applied during all the phases of the project.

  • Provide technical support and supervise the application of protection mainstreaming in the field across different sectors and interventions.

  • Developing and conducting training packages for staff and affected communities on gender and protection-related topics.

  • Work with Concern colleagues in other programs to identify and capitalize on opportunities to integrate or improve integration of activities or response.

  • Work with the program teams to identify and address gender equality issues specific to the team.

  • Raise awareness on reporting procedures and occasionally receive reports on PSEA, responding in accordance with the organization’s policies and procedures, providing referral, or next steps advice and support.

Coordination and networking

  • Act as the focal person for gender and protection for Concern’s emergency Programme in South Wollo Zone and provide support to other programs as required

  • Take a lead role in raising awareness about the organization’s PSEA, gender, safeguarding policies and procedures  and provide advice to staff ensuring that staff understands their obligation to report a breach of policy.

  • Participate in Protection and PSEA networks and cluster meeting as required.

  • Support the strengthening/establishment of Woreda  level GBV working groups where there are none

  • Pursue and develop meaningful and formal partnerships with relevant partners including UN agencies and other partners actively involved in GBV prevention and response

  • Participate in relevant gender forums and networks focusing on advocacy on Gender equality and GBV prevention and response. 

Planning, Reporting and Accountability

  • Submit weekly and monthly progress update on the GBV and protection activities to the Woreda team leader.

  • Contribute to the preparation of internal and external reports by supporting the Woreda team leader in gathering relevant information from the field.

  • Assist the team leader and the MEAL officer in compiling the internal monthly report and sharing with Addis head office.

  • Document and share lessons learned and success stories in relation to BGV and protection to inform future programming

Protection Mainstreaming

  • Contribute to the mainstreaming of GBV and protection issues in Concern programs, particularly in health and nutrition

  •  Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities

  •  Able to document safeguarding concerns, and maintain appropriate record-keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion. 

Job Requirements

  • BSc Degree in in Social Science, Social Work, Psychology, Public Health, or related degree desired

  • 4 years of relevant experience with the first degree, Prior experience providing gender-sensitive and child-friendly services, and/or developing/implementing referral pathways

  • 2 years of relevant experience plus post graduate degree.

  • NGO experience is a plus.

Skills Required

  • Basic supervisory/managerial skills.

  • Technical and report writing skills

  • Computer literate.

  • Good communication and interpersonal skills

  • Excellent written and spoken English
