Job Description
Overall Purpose of the Job
The ideal candidate will have a strong understanding of community-based protection and rights-based programming, solid understanding of protection issues in conflict as well as protracted emergency setting, understanding and commitment to core humanitarian standards, principles, instruments, frameworks and protocols, and codes of conduct that govern humanitarian action. Experience in Humanitarian Advocacy and influencing as well as experience in managing relationship with partners and ability to provide guidance and develop capacity of front-line workers in the refugee camp and IDP set up and older people groups. Proven experience, strong communication skills and ability to think strategically and analyse information are essential to this role.
Project Management
Experience of managing, guiding and supporting teams working at ground level and ability to think strategically and analyse information in a meaningful manner.
Ensure effective implementation of HelpAge emergency projects working in collaboration with the project team, government and other stakeholders.
Promote participatory approaches in assessing and addressing protection needs of older people and other most vulnerable groups. These helps to ensure inclusion of older people and their leadership in programme design, implementation and monitoring, and to strengthen their engagement in promotion and advocacy work.
Extremely strong communication, negotiation and representational skills and ability to work at a supervision level.
At least 2 years’ humanitarian experience holding similar position in an international or national NGO level preferably in a IDP/refugee set-up.
Be the key contact person for HelpAge in Tigray for matters related to the sector and to strengthen, capacitate and work with OPAs and promoting inclusive humanitarian action with in HelpAge programs and working with other actors.
Ensure quality and compliance with reporting requirements to submit within set deadlines to the Program coordinator and the Government and others as required.
Develop a detail budget plan together with the field office program coordinator and her/his subordinates
Technical/Programmatic
Minimum of Bachelor degree in Social science, Law, Development studies, International relations and other related fields.
A good working knowledge and experience of the existing coordination mechanisms at refuge and IDP set up.
Demonstrable experience of identifying and working with the most vulnerable groups and clear understanding of how they can and should be better supported.
Sufficient maturity to be able to work diplomatically and convincingly with his/her subordinates, community/refugee structures, OPAs and deliver training as appropriate.
Technical and managerial competence in understanding inclusive humanitarian action and work to bring impact and continuously advocate for the inclusion of older persons and other vulnerable groups in programs of other humanitarian actors.
Understanding of humanitarian principles, core humanitarian standards, and specific sector standards and experience in Humanitarian Advocacy and influencing
Will guide the design and strategic development of case management tools and support the implementation of activities to address the individual needs of vulnerable persons who are at risk of harm or have been harmed. Attention will be given to Older people and PwDs at risk of, or exposed to violence, abuse, neglect, and exploitation.
Will have a technical focus on case management procedures, and alternative care of at-risk individuals, including referral services.
Financial Management
Ensure expenditures are made within approved project budgets.
Review budget and actual expenditures of the sector’s budget monthly, requesting an updated project monitoring sheet from the Admin, HR and Finance team in order to do so accurately.
Influencing
Initiate and support efforts to influence promotion of inclusive humanitarian action at camp level, so that responses are sensitive to the needs of older people and so older people have a voice in decisions related to refugee response programs.
Actively participate in humanitarian coordination forums in order to raise awareness, share information and build partnerships in the humanitarian sector.
Promote the collection and analysis of sex- and age-disaggregated data while reporting and also ensure this information is translated into needs assessments, including rapid assessments and consultation with older men and women Humanitarian Inclusive.
Promote and disseminate the standards on Age and Disability Inclusion and HelpAge International’s sector-specific guidelines to relevant stakeholders
Learning, Monitoring and Evaluation
Ensure regular field level monitoring of projects, to ensure tracking of project activities, effective utilisation of resources and documentation of changes achieved.
Engage in advocating and influencing governments and humanitarian actors in the area to include the needs of older people and ensure the project team has the capacity on the same.
Ensure regular field level supervision and monitoring works are done and reports compiled.
Generate evidence from on-going projects/programmes, including field visits and ensure these are well documented and shared to the PC, Addis Program team and communications officer in a timely and cost-effective manner.

Qualification:
Person specifications required for the post are the following:
Educational background: BSC or BA degree in the field of emergency/disaster management, Social work, human rights, special needs etc At least 5 years relevant experience in management of projects specifically related the specific area required. Experience in project implementation, monitoring, evaluation and understanding the use of log-frames. For MSC/ MA degree minimum of 3 years’ experience is required.
Project management and peoples management Experience: at least 2 years’ experience in project implementation and management, of which at least 1 years preferable in INGOs; ability to set clear objectives and indicators; plan monthly project activity and implement, monitor, ensure quality of work and follow up on spending; comply to local and donor requirements; adherence.
Behavioural Competencies: result oriented and able to work with his/ her team members in line with organisational priorities and have the ability to cooperate and support others so as to drive high quality work; should have the ability to communicate effectively with all stakeholders and work under stressful environment conditions. Having good analytical skill is a must and requires a person who is self-managed, committed, knowledgeable and confident.
Others: This post requires a person who have the ability to engage and demonstrate on data analysis and interpretation; understanding issues of older persons and proactive in creating clear referral linkage; willingness and interest to work with partners and other sector leads.
