PROGRAM: USAID- Empowered Communities Activity (ECA) and Others
MINIMUM HOURS OF WORK: 40 Hours per Week
Activity Overview
Empowered Communities Activity is a four-year USAID funded activity implemented by Project HOPE led consortium that includes JSI, and seven (7) local implementing partners (LIPs) The activity covers five (5) geographic regions of Ethiopia; namely, Oromia, Amhara, Afar, South Ethiopia and central Ethiopia. The goal of this activity is to strengthen community systems and platforms to improve health and nutrition outcomes. It aims to improving community level health literacy and engagement, capacity strengthening of non-state actors (NSAs) and accountability systems as well as increasing service delivery through NSA managed health facilities.
The Project HOPE led consortium strives to achieve a higher level of engagement by the community whereby members influence and take ownership in the decision-making processes that can improve their own health status. This relies on a multifaceted approach that addresses barriers targeting Gender equity and social inclusion at various levels.
JOB SUMMARY
The regional manager (RM) will lead, coordinate, manage the programmatic, technical and logistic pillars of the ECA activity. Under the direct supervision of the DCOP, the RM ensure there is a strong partnership with the Government and other local implementing partners within the specified location. S/he will Plan, organize, coordinate, and implement and monitor performance and takes timely corrective action for the success of the project as per the expected deliverables across the USAID ECA regional/ area implementation offices.
Project HOPE seeks an experienced Regional Manager to lead, manage, coordinates the programmatic, technical and operational aspects of the ECA activity at regional level including area office and build the culture of collaboration and work closely with the government sectors, LIPs, and other implementing partners in all pillars of the ECA throughout the life Empowered Communities activity.
The Regional Manager is a full-time staff of Project HOPE, under the USAID Empowered Communities (ECA) activity and the job holder will be in-charge of the day-to-day technical and operational aspects of ECA in the region.
SPECIFIC RESPONSIBILITIES
The RMC will lead the project staff and coordinate with ECA consortium partners including JSI and other local implementing partners, CSOs, and FBOs to achieve the ECA’s goals and objectives.
Provide a leadership role to build the capacity of USAID ECA’s regional team, LIPs and NSAs in project implementation, monitoring, and evaluation.
Together with consortium partners and the Regional Health Bureau (RHBs) and other relevant regional sector bureaus, lead the preparation of regional annual/quarterly plan and budget.
Provide technical and managerial support to the regional/ area office staff ensuring smooth program implementation and operation in line with Project HOPE’s policies, procedures, and operational guidelines.
Conduct quarterly/ annual review meetings per the Activity Monitoring, Evaluation and Learning plans.
Prepare and submit bi-weekly, quarterly and annual progress reports to the DCoP.
Work with regional and country office staff to assess and identify technical assistance needs with regard to technical skills and supervision support related to ECA interventions.
Coordinate and ensure the implementation of recommendations by the Country office Technical, Program, M&E, Finance, and Administration and operation units.
Analyse contents of field reports to improve program implementation and provide feedback to the regional or area office staffs.
Evaluates the cost efficiency of ECA interventions at the woreda/ district level and suggest changes and/or improvements as required.
Supervise regional office staffs.
Facilitate all local procurements related to ECA.
Work closely with the Senior Logistics and Operations Coordinator to facilitate fleet / vehicle management in the region.
Foster solid partnership and build networks with the Regional and sub regional Government, partners, NSA, CSO, FBO, CBO and private institution, local universities and health science institutions and other relevant stakeholders and community groups, in advancing the ECA objectives and KPIs.
Coordinate with other USAID activities implemented in the regions such as LLH, QHA, Community nutrition, HBA etc.
Represents USAID-ECA activity at relevant technical & managerial meetings in the region and promotes partnerships and networking.
Travel to the districts to provide technical and operational guidance and support to field program activities.
Manage other Project HOPE`s ongoing activities other than ECA with in the region.
Perform other functions assigned by the DCOP, COP and Country representative of Project HOPE.
MINIMUM EDUCATION AND EXPERIENCE REQUIRED:
Master’s degree in public health, management, sociology, gender studies, social work.
At least 8 years professional experience preferably managing community-based health and development projects in the region.
Experience of managing USAID funded projects
Experience working in/with regional health bureau is desirable.
Strong facilitation, problem-solving, and stakeholder engagement skills
Ability to supervise personnel and build and maintain a strong team.
Strong analytical and writing skills.
Excellent verbal communication skills in English and local language.
Well-developed networking and interpersonal skills.
Ability to perform and prioritize multiple tasks.
Computer proficiency in MS Office applications and technology-assisted communication techniques.
Experienced team leader with a highly collaborative mindset. Passionate about working on the ground with frequent encounters with woredas and health facility teams with more challenges compounded by limited resources.
