The Joint Emergency Operation (JEOP) is an emergency food assistance program targeting transitory food insecure households through a project participant targeting process led by the Government of Ethiopia’s (GoE) Ethiopian Disaster Risk Management Commission (EDRMC). JEOP provides emergency assistance to protect their lives and livelihood where recurrent drought affected in significant harvest loss, livestock death and price increase of essentials. The consortium is led by CRS and includes consortium partners, CARE, Food for the Hungry, Relief Society of Tigray (REST), World Vision and Organization for Relief and Development in Amhara (ORDA). CRS also works thorough local implementing partners Hararghe and Meki Catholic Secretariat (HCS and MCS).

Job Summary
As a member of the JEOP ICT4D team, you will be responsible for the design, development and implementation of visualizations and dashboards. You will work closely with the ICT4D Program Manager, CRS, and Partner staff and JEOP ICT4D partner, Project Balance to provide day to day support for project implementation. You will utilize the centralized JEOP data clearinghouse (data warehouse) where information from various streams is stored and visualized, and support the analysis of program data and enable data driven decision making at various levels. In addition to working with the CRS JEOP team members, you will be working with Project Balance, our IT vendor for the JEOP program.
Support the design and development of data collection tools, systems, and analysis tools/dashboards for JEOP monitoring and evaluation, early warning, and operations activities. This includes reports for the VBT tool, MEAL PDM/ARS tool and dashboard, and other operations dashboard.
Organize JEOP program-related data including PDM, VBT, market and operations. Perform data cleaning to ensure these data are accurate and high-quality. Analyze, organize, and present data in a way that assists JEOP program units, partners and donor to make better decisions.
Develop, share, and socialize different data visualization dashboards for JEOP and donor as required.
Maintain relationships and support communication of system user feedback and requirements between CRS, partner and donor staff and the Project Balance team.
Coordinate and closely work with Project Balance throughout the design, development and implementation of the JEOP data management system.
Critically analyze JEOP’s existing Early Warning (EW) and Commodity Risk Monitoring (CRMU) dashboards and propose areas of improvement for the development of an improved dashboard/system.
Closely work with JEOP EW team and support the development of an improved automated Excel based woreda level food security analysis tool.
Facilitate and run training sessions on JEOP’s ICT4D tools and system for CRS and partner staff. Assess the capability of CRS and partner staff to use Dashboards and recommend additional capacity building training.
Provide day-to-day support for CRS and partner JEOP staff on the successful implementation of JEOP data management system.
Typical Background, Experience and Requirements
Education and Experience
Master’s or bachelor’s degree in statistics, IT-related fields (Computer science, Software engineering and Information systems). Formal/certification in advanced data visualization platforms is an added advantage.
At least five years (for Bachelor’s Degree) / three years (for Master’s Degree) in project and program support, ideally in areas related to data analytics, visualization, reporting and the rollout of software tools and systems to users.
Proficient in MS Power BI, DAX, and MS Excel.
Knowledge of database systems like MS Azure SQL database and MS SQL Server.
Knowledge of programming language, specifically: Python.
Demonstrated skills and experience with GIS software (ArcGIS) and statistical software (STATA, SPSS).

Proficiency in data collection, analysis and reporting tools.
Data sourcing, management, analytics, reporting and visualization.
Development and management of large datasets and data analysis tools.
Experience with business and technical requirements analysis, business process mapping and understanding of end-user needs and requirements.
Knowledge of Microsoft Office 365 Apps.
Knowledge and use of standard project management tools and techniques.
Experience training end-users and conducting training sessions for various groups of system users.

Required/Desired Foreign Language: Written and spoken English and Amharic, required.
