Job Purpose:
The purpose of the position is to support local partners MEAL activities to be implemented in Dolo Ado And Dolo bay Woreda. The support include planning, monitoring, evaluation and reporting in line with Concern’s PCMS and Donners MEAL standards. The job holder is responsible support local partners in ensuring accountability and implementation of core humanitarian standards throughout the project implementation. The MEAL Technical Officer is responsible in supporting local partners to Undertake programme learning reviews and documentation using appropriate database system and digital solutions and disseminate results to appropriate audience internally and externally.
Monitoring and Evaluation
Support the Partners Field level MEAL team MEAL Coordinator in the management and implementation of field-level M&E data collection activities
Support local partners in carrying out data collection where it is an M&E responsibility as per the M&E plans
Ensure that M&E systems are being implemented to plan at the field level and communicate any issues or inefficiencies that arise to the MEAL Coordinator in a timely and proactive manner
Provide and Support facilitation of training for local partner’s staff and enumerators that conduct baseline, midterm, and end line surveys (including ethics and safety, sampling and respondent selection, device use, as well as survey contents)
Support local partners in managing field external enumerators in conducting baseline, midterm, and end line surveys
Support programme staff in accessing and utilizing data
Digital Data Gathering
Support Concern’s and local partner’s MEAL Coordinators in administrating the project’s DDG profile
Liaise with the concern Head office( Addis Ababa ) DDG team on issues related to device management, survey requests, and administration of the in-country iForm DDG platform
Complete new and modified survey and tool requests as needed
In consultation with Concern’s MEAL Coordinator , provide field-level support to local partner staff in device management and utilization of the Concern DDG system
Accountability and Learning
Support local partners to analyze project M&E data and summarizing it into accessible, understandable, useful information for programme teams to use for decision-making and applying adaptive and results-based project and programme management
Identify and manage effective and efficient information sharing mechanisms that are useful and supportive for programme staff
Support partners in ensuring accountability and learning through planning and facilitating periodic progress reviews (at the activity and output levels) and results-based reviews (at the outcome level)
Oversee and support local partner’s efforts to promote documentation and sharing of programme impact and learning, ensuring sharing of lessons learnt between programmes in country and other country programmes and Concern offices, government and other non-governmental organizations.
Actively promote and sharing of learnings from baselines, endlines, reviews and evaluations internally and externally.
Support Woreda team leader in facilitating learning workshops after every internal and external evaluation
Provide input to project learning reviews and donor reports, as required.
Capacity Building
Support the development and implementation of needs-based training for partners field team on PM&E tools, concepts, and their application
Research, analyze and support partners in disseminating to staff relevant/ new approaches, concepts and frameworks, and learning from Concern, stakeholders, and the wider development sector
Additional Duties
Perform other duties assigned by the line manager for the accomplishment of programme objectives.
Partnership
In close coordination with MEAL Coordinator at Addis Ababa office, support partners in using effective tracking of progress ,monitoring and evaluation (M&E) systems and relevant results frameworks;
Provide capacity support in M and E to partners on relevant areas but not limited to project indicators, data collection , management and donner reporting,
Coordinate with partner staff to conduct the baseline, midline and evaluation of project activities,
Coordinate with partner to document learning from the programme through case studies and review workshop
Acts as prime focal person of Concern for routine support in M and E to the partners
Support in enhancing partners visibility in the area of operation through cluster meeting and/or other sectoral engagements
Emergency response

Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Person specification
Masters or Bachelor’s degree in such as Statistics, Economics, Development studies, M&E and Research with two and four years relevant experience in M&E or Programmes
NGO experience is a plus.
Experience in humanitarian programming in addition to development programming is an advantage
Clear understanding and experience in directly implementing primary quantitative data collection (surveys, etc.)
Clear understanding and experience in directly implementing primary qualitative data collection (key informant interviews, focus group discussion, participatory qualitative methods, etc.)
Clear understanding and experience of quality assurance in data collection
Ability to provide technical advice and support
Experience of providing training and capacity building to programme and M & E staff
Excellent communication skills; able to work as part of a team and establish relationships with field offices
Excellent computer and digital data gathering system skills; must to have ability in statistical analysis software packages such as STATA,SPSS etc. and knowledge of iForm Building platform is desirable
Proficiency in Writing and speaking English and local languages ( Somali, )
Competencies:

Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for target beneficiaries.
Proven capacity to supervise, train and coach staff and working with Project stakeholders
