JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
Activity Overview
JSI seeks an experienced Social Accountability Advisor for United States Agency for International Development (USAID) funded Empowered Community Activity. The goal of USAID Empowered Communities Activity (USAID ECA) is to strengthen community systems and platforms to improve health and nutrition outcomes. USAID ECA aims to address the social, cultural, political, and economic determinants that underpin health, and seeks to build partnerships with other sectors in finding solutions for better health outcomes.
Position Summary
The Social Accountability Advisor is responsible for all interventions and activities related to Social Accountability in ECA implementation areas. S/he is also responsible in the development, implementation, and monitoring of Social Accountability strategies, approaches, and tools. S/he is expected to work closely with the government sectors and other implementing partners in the development, implementation, and monitoring of social accountability systems and approaches.
Work with the Ministry of Health and Regional Health Bureaus to strengthen social accountability technical and coordination platforms including technical working groups
Provide technical assistance to the health system at all levels on social accountability system and approaches
Work closely and collaborate with other implementing partners working on Social Accountability
Technical lead to explore and understand the implementation challenges of community score card (CSC) and optimize the existing CSC in a way it addresses the implementation challenges
Technical lead in the development, implementation, and monitoring of a bundle of social accountability tools and approaches
Provide technical guidance in the development of an integrated social accountability tools, implementation guide, training materials
Design, implement, and monitor youth-led and inclusive social accountability systems and platforms
Technical lead in the customization of social accountability systems and platforms for pastoralist context
Ensure an inclusive and gender-responsive social accountability structures are established and functional at woreda and kebele levels
Enhance the capacity of Local Implementing Partners (LIPs) and Non-State Actors (NSAs) on social accountability through training, support systems, and performance reviews
Work closely with local government, LIPs and NSAs in the development, implementation, and monitoring of social accountability systems, approaches, and tools
Develop strategies and mechanisms to strengthen the responsiveness of the social accountability mechanisms and approaches
Ensure diverse community groups (women, men, youth, marginalized & vulnerable groups) are meaningful engaged in Social Accountability systems and platforms
Strengthen the partnership between the community and the primary health care system through enhancing community’s trust on the health system and transparency of the health sector
Perform other duties as assigned by the Activity
Advanced degree in health fields, Social Science with specialized training and/or experience related to Social Accountability.
More than 7 years of technical and programmatic experience on Social Accountability.
Proven experience on strategy protocols, manuals and training materials development.
Familiarity and demonstrated experience with Ethiopian Primary Health Care system including the Community Health Program in Agrarian and pastoralist contexts
Knowledge and experience of Ethiopian Social Accountability Program (ESAP)
Strong communication, interpersonal skills, and writing skills
Able to promote team work and effort.
Effective verbal and written communication and presentation skills.
Experience of working with local governments, international organizations, other bilateral donor and civil society organizations, and senior level government officials is desired.
Able to work with minimum supervision.
