Job Description

Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges. Project HOPE seeks an experienced professional to provide technical support and coordinate all activities related to emergency and critical care with a focus on NICU and CEmONC under its USAID funded Quality Healthcare Activity (QHA).

 POSITION TITLE:              Emergency and Critical Care Specialist

REPORTS TO:                   Innovation coordinator (QHA) and Emergency and Critical Care Advisor (PH)

DUTY STATION:               Addis Ababa

PROGRAM:                       USAID Quality Health Activity (QHA)

MINIMUM HOURS OF WORK:    40 Hours per Week 

ACTIVITY BACKGROUND 

USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, new born, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help Ethiopia's government build responsive, resilient, and sustainable public and private healthcare systems. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in selected regions and woredas. The Activity, through funding support from USAID, is led by prime partner JSI and the sub partners are Project HOPE, Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI RC), and Network of Ethiopian Women's Associations (NEWA) and will be implemented for the next five years from May 01, 2023 - April 30, 2028.

 DUTIES AND RESPONSILBILITIES:

POSITION SUMMARY:

The Emergency and Critical care specialist is a full-time staff of Project HOPE, under the USAID Quality Health Activity and the job holder will be in-charge of routine site level implementation support and technical assistance on emergency and critical services including Neonatal, Pediatric and Maternal/ Adult ICUs in target health facilities. S/he will conduct regular assessment of emergency and critical care services delivered by the target health facilities in QHA’s selected demonstration woredas. The position holder will coordinate emergency and critical care clinical trainings (on the job/onsite and off-site) and clinical mentorship. S/he will participate on regular technical assistance and supportive supervision visit across the project target sites. S/he will support the development of facility based technical assistant (TA) plan for health facilities in the demonstration woreads ensuring emergency and critical care activities are integrated into the plan. S/he will execute additional RMNCAH critical, and emergency medical care quality improvements tasks assigned by the Activity.

PRINCIPAL RESPONSIBILITIES:

  • Lead the planning and implementation of neonatal, child, adolescent, and maternal emergency and critical care activities in the QHA’s demonstration woredas and health facilities.

  • Provide technical and programmatic assistance to the implementation of emergency and critical care activities.   

  •  Work closely with the other QHA activities to maximize the delivery of aligned and integrated result.

  • Ensure the integrated implementation of the strategies to improve RMNCAH emergency and critical care activities.

  • Design and implement RMNCAH quality emergency and critical care strategies, tools, and approaches at target sites.

  • Build the capacity of private health facilities in QHA’s demonstration woredas in area of RMNCAH emergency and critical care services.

  • Identify training needs of quality RMNCAH emergency and Critical care service providers and facilitate organization of related trainings.

  • Design and ensure the implementation of quality CEmONC and NICU service improvement strategies, tools, and approaches at target sites.

  • Assist in the establishment of CSL (clinical skill labs) in selected training centres and designs tools and strategies to enhance skills and competency of health care workers in the project catchment area.

  • Support the testing of selected RMNCAH emergency and critical care interventions in QHA’s demonstration woredas.

  • Identify training needs of quality Emergency and critical care including CEmONC and NICU health service providers and facilitate organization of related trainings.

  • Support the CPD accreditation and provision of RMNCAH Emergency and critical care courses including NICU and CEmONC for HCWs.

  • Promote the uptake of CPD accredited courses on RMNCAH emergency and critical care programs during follow-up visits (FUVs).

  • Work closely with other QHA project team to ensure integrated quality maternal, neonatal child emergency and critical care services are provided in the operation sites.

  • With guidance from the ECC Advisor and Innovation coordinator, develop and submit annual work plans and budget, quarterly reports and other activity reports as requested by the Prime and the donor.

  • Document best practices and lessons related with quality RMNCAH emergency and critical care for program scale up;

  • Participate in designing and executing quality RMNCAH Emergency and critical care intervention studies

  • Travel frequently to regions to support field program activities and capacity building efforts.

  • Perform other functions assigned by the Activity.

 Job Requirements

  • Degree in Medicine/ Public Health/ Nursing with master’s degree in Public Health/Nursing, MSc in Emergency Surgery or related fields with on RMNCAH with a minimum of 07 years professional experience of which 5 years’ experience in  capacity building and motoring on areas of NICU , CEmONC, Clinical Skill Laboratory  and CPD  programs

  • Demonstrated Knowledge of RMNCAH Emergency and critical care health services (e.g., Emergency care, neonatal, pediatric, maternal/adult ICUs).

  • Experience in different RMNCAH Emergency and critical care capacity building, mentorship, and research development at different level.

  • Conversant with health system reform agendas including EHCRIG, EHSTIG, SBFR etc.

  • Familiarity with the quality management principles and application to RMNCAH programs.

  • Experience/ skills in managing clinical skill labs, mentorship and CPD program implementation at the field level.

  • Previous implementation experience of USAID projects or related consortium partnership program implementation experience

  • Demonstrated experience in mentorship, training, and supervision skills.

  • Strong technical, writing, teamwork, communication, presentation/ facilitation skills is required.

  • Knowledge on Microsoft Offices and other statistical software

  • Ability to travel to project operation sites more than (50%) of its time.

  • As the Activity is implemented in six different regions in the country, being able to communicate with different local languages is a plus.
