EngenderHealth is seeking a Knowledge Management and Collaborative, Learning, and Adaptation (KM/CLA) Advisor- a full-time position based in Addis Ababa for the USAID/Ethiopia Lowlands Health Activity (USAID/E LHA). The five-year (January 2024-December 2028) USAID/Ethiopia Lowland Health Activity (LHA) works to reduce maternal and infant mortality in Ethiopia by focusing on reproductive, maternal, newborn, child health, and nutrition. LHA is implemented by EngenderHealth in partnership with international organizations, JSI Research and Training Institute (JSI), University of North Carolina at Chapel Hills Carolina Population Center (UNC-CPC), and local organizations consisting of Pastoralist Concern, Ethiopian Muslims Relief & Development Association and Ethiopian Women Lawyers Association (EWLA). Geographically, the Activity will cover 35 selected pastoralist woredas of Afar, Somali, South Omo Zone in South Ethiopia, and Borena Zone in Oromia regions. The goal of the LHA project is to improve health and nutrition outcomes in pastoral areas by increasing access, quality, and utilization of health and nutrition services.
The KM/CLA Advisor serves as a member of LHA’s Learning, Monitoring, and Evaluation (LME) team and will work with the LHA team, implementing partners, the government, and other organizations to support knowledge gathering and sharing, and application of a comprehensive collaborative, Learning and Adaptation (CLA) approach within LHA. The KM/CLA Advisor will work under the oversight of the LME Director to provide high-quality knowledge management and CLA technical assistance in support of the Activity.
Lead learning, knowledge management, and adaptive programming activities for LHA
Together with the LME team, develop and implement the comprehensive LME/CLA plan that also outlines key learning questions and roles and responsibilities of stakeholders
Ensure LME evidence and knowledge are used for management decision-making and continuous performance improvement and or adaptive programming
Develop a strategy for learning and knowledge management in alignment with LHA’s CLA approach.
Ensure that a learning culture is fostered within LHA and that learning is an integral part of routine programming and staff engagement/development
Coordinate, collaborate, and oversee best practice consolidation with all intermediate results, ensure that the knowledgebase is configured appropriately for optimum accessibility and widely used in adaptive programming
Produce case studies, best practices; success stories, and lessons learned for internal and external use in line with the Strategic Information plan of the project
Facilitate strong CLA management practices in EngenderHealth and its partners throughout the Activity Cycle
Assist in identifying and responding to key learning issues, coordinate efforts among LHA implementing partners, and facilitate dialogue and learning around emerging issues during Activity implementation
Support strategic communications in line with EngenderHealth and USAID’s requirements including producing strategic information products (technical reports, best practices, case studies, success stories, publications, etc.)
Facilitate public events, workshops, and CLA among implementing partners and other stakeholders to facilitate information and experience sharing and help develop plans for program adaptation; establish a community of practice or network of key stakeholders and convene periodic learning events
Perform other duties as may be assigned from time to time
A Master’s degree in knowledge management, CLA, development studies, or any field related to organizational and program learning in development assistance focusing on public health, health systems, RMNCH, and nutrition
A minimum of 5 years of demonstrated experience for in strategic information or monitoring and evaluation; evidence generation, learning, and adaptation; and knowledge management
Demonstrated experience or familiarity with USAID’s collaboration, learning, and adapting (CLA) approach, including using LME activities and adaptive management approaches to inform and improve project implementation
Demonstrable experience in the publication of strategic information products including original articles, field action reports, case studies, best practices, --etc.
ESSENTIAL SOFT SKILLS
Committed to EngenderHealth’s core organizational values of reflection, inclusion, integrity, respect, and transformation
Clear understanding of the Ethiopian health systems, national priorities, and health equity gaps between agrarian and lowlands or pastoralist communities
Demonstrable team work and understanding while able to act responsibly, proactively, and independently
Experience in collaborating with the MOH, RHB, ZHD, and Woreda Health Office to implement strategies to improve data use
Prior experience working in projects implemented in complex environments (lowlands and pastoralist communities) is an added value
Exceptional written and oral communication skills
Strong communication and interpersonal skills, with the ability to work effectively with diverse stakeholders
Fluency in Amharic and English while the ability to speak the local languages of areas supported by LHA would be an added value
