Job Description
The objective of this program is to increase gender inclusive and equitable access to improved sanitation and hygiene products by growing the nascent WASH private sector. The activity will increase the supply and demand for affordable, high-quality sanitation products and services; augment learning to bring innovations to scale; increase private-sector engagement with local authorities; and promote WASH enterprise growth.
The Deputy Chief of Party (Operational) is accountable for the overall vision and leadership of the project and is accountable for delivering results. The successful candidate should possess significant experience managing program, financial, and operations of USAID- or other international donor-funded projects. This activity is expected to be a five-year program in the $25 to $50M range. The solicitation is expected to be released in February 2024 and awarded in May 2024.
This position is for the anticipated USAID/Ethiopia Markets for Sanitation Activity project & the employment is subject to the acquisition of the grant. Woman are highly encouraged
Oversee the development, management and implementation of the Project.
Lead all aspects of the implementation and management of the project, including sharing how the project contributes to the thought leadership of the industry.
Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability.
Ensure coordination between program and operations leads.
Effectively manage programming and operations talent.
QUALIFICATIONS REQUIRED
Minimum of 7years of senior-level management experience on donor-funded programs. Previous experience with management of USAID-funded programs is required.
Previous Chief of Party, Deputy Chief of Party, or senior management experience in 2 or more of the following specializations: public health, GESI, , water sanitation and hygiene (WASH), private sector WASH, and/or related field in Ethiopia
Demonstrated strong understanding of USAID’s community- WASH/public health approaches and gender programming in Ethiopia.
Experience with NSAs, and community structure/platforms), and capacity building of CSOs and/or FBOs.
Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
Experience recruiting, developing, and managing local and international staff and teams.
Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
Experience managing required programmatic and financial reporting requirements. Experience with M&E is a plus.
Excellent communication and writing skills in Amharic and English.
